(4) Renewal. A license issued under this section is renewable.
SECTION 22. PI 34.0388 (title), (1), (2) (am), (3) and (4) are created to read:
PI 34.0388 Tier I, American Indian history, culture and tribal sovereignty license alternative eligibility. (1) Authorization. A license issued under this section authorizes the license holder to teach Wisconsin American Indian history, culture and tribal sovereignty of one of the tribes in s. PI 34.056 (1).
(2) (am) The applicant is certified to be competent in the associated American Indian history, culture, and tribal sovereignty. The certification under this paragraph shall be made by one of the following entities, as determined by the associated tribal government:
1. The tribal council.
2. The tribal language division.
3. The local American Indian parent advisory committee.
(3) Duration. A license issued under this section is valid for a period of no less than one year and not to exceed three years, as determined on an individual basis, upon certification by the entity designated by the associated tribal government under par. (2) (am).
(4) Renewal. A license issued under this section is renewable.
  SECTION 23. PI 34.039 (1) is amended to read:
PI 34.039 (1) Except as provided in ss. PI 34.033, 34.036, and 34.038, an individual may not have a tier I license in special education for more than 3 years.
  SECTION 24. PI 34.040 (1) (b) is amended to read:
PI 34.040 (1) (b) A license issued sub. (2) (e) authorizes an individual to teach in a Montessori school or program. The subject area and gradeage level of a license issued under sub. (2) (e) shall be based on the license areas approvedage levels endorsed by the accredited Montessori training program that the applicant completed.
  SECTION 25. PI 34.040 (1) (c) is created to read:
PI 34.040 (1) (c) The subject area and grade level of a license issued under sub. (2) (d) and (g) shall be based on the license areas endorsed by the accredited preparation program that the applicant completed.
  SECTION 26. PI 34.040 (2) (h) is amended to read:
PI 34.040 (2) (h) Standards-based training andor assessment. The applicant successfully completed a standards-based training andor assessment program approved by the state superintendent and passed the assessments approved under s. PI 34.021.
  SECTION 27. PI 34.041 (1) (a) 5m. is created to read:
PI 34.041 (1) (a) 5m. Tribal school.
  SECTION 28. PI 34.041 (4) is amended to read:
PI 34.041 (4) License area. If the applicant holds multiple tier II licenses under subchaptersubch. VI, VII, or VIII, experience in a license area in that subchapter will qualify as experience for other licenses held in the same applicable subchapter.
  SECTION 29. PI 34.047 (title) and (2) are amended to read:
PI 34.047 PrekindergartenKindergarten through grade 12.
(2) Grade levels. A license issued under this section authorizes an individual to teach in grades prekindergartenkindergarten through grade 12.
  SECTION 30. PI 34.052 (1) and (4) (intro.) are amended to read:
PI 34.052 (1) Applicability. An individual holding a tier II, III, or IV license may add additional license areas to the license by meeting the requirements of this section. The grade levels of the licenses added under sub. (4) or (5) shall be the same as the individual’s existing teacher license.
(4) Additional middle and high school subject areas. An individual holding a middle and high school license under s. PI 34.046, a special education license under s. PI 34.049, a prekindergartenkindergarten through grade 12 license under ss. PI 34.047 (3) (a) to (L) or (n) to (p)(q), or an equivalent license, may add one or more of the following additional middle and high school subject areas by passing the applicable content knowledge test approved by the state superintendent:
  SECTION 31. PI 34.052 (4) (q) is created to read:
PI 34.052 (4) (q) Geography.
  SECTION 32. PI 34.052 (5) is amended to read:
PI 34.052 (5) Additional prekindergartenkindergarten through grade 12 subject areas. An individual holding a prekindergartenkindergarten through grade 12 license under s. PI 34.047 (3) (a) to (L) or (n) to (p)(q), or an equivalent license, may add additional prekindergartenkindergarten through 12 subject areas under ss. PI 34.047 (3) (a) to (L) or (n) to (p)(q) by passing the applicable content knowledge test approved by the state superintendent.
  SECTION 33. PI 34.052 (7) is created to read:
PI 34.052 (7) Effective date. The effective date for licenses added under this section shall be July 1 of the year in which the test was passed if the test was passed by August 31 of that year or the following July 1.
  SECTION 34. PI 34.053 is renumbered PI 34.0385, and PI 34.0385 (title) as renumbered is amended to read:
PI 34.0385 TribalTier I tribal, community and school liaison license.
  SECTION 35. PI 34.054 is renumbered PI 34.0386, and PI 34.0386 (title) as renumbered is amended to read:
PI 34.0386 Tier I, American Indian language and culture aide license.
  SECTION 36. PI 34.055 (2) (intro.) is amended to read:
PI 34.055 (2) Eligibility. The state superintendent may issue a license under this section to an applicant who meets oneall of the following requirements:
  SECTION 37. PI 34.055 (2) (a) (intro.) is repealed.
  SECTION 38. PI 34.055 (2) (a) 1., 2., and 3. are renumbered PI 34.055 (2) (am), (bm), and (cm).
  SECTION 39. PI 34.055 (2) (b) is renumbered PI 34.0387 (2), and PI 34.0387 (2) (intro.), as renumbered, is amended to read:
PI 34.0387 (2) Eligibility. The state superintendent may issue an American Indian language license as specified in s. 115.28 (17) (a), Stats., under this section to an applicant who does not meet all of the requirements of sub.s. PI 34.055 (2) (a) who is recommended by the employing school district administrator or the employing administrator of an alternative school and is certified competent in the associated American Indian language by one of the following entities, as determined by the associated tribal government:
  SECTION 40. PI 34.055 (2) (b) 1., 2., and 3. are renumbered PI 34.0387 (a), (b) and (c).
  SECTION 41. PI 34.056 (3) is renumbered PI 34.0388 (2), and PI 34.0388 (2) (intro.), (a), and (b) (intro.), as renumbered, are amended to read:
PI 34.0388 (2) Alternative eligibility. The state superintendent may issue a 2-yearan American Indian history, culture, and tribal sovereignty license under this section to an applicant who meets all of the requirements under sub (2), except sub. (2) (a). If an individual completes 6 semesters of teaching experience with a license issued under this subsection, the state superintendent may issue the individual a license under sub. (2) if the individual meets all of the following requirements:
(a) The individual meets the requirements under sub. (2) (b)and (c)applicant is recommended for the license by the employing school district administrator or the employing administrator of an alternative school.
(b) The individualapplicant submits evidence demonstrating that the individual has all of the following competencies:
