NOTICE OF PUBLIC HEARING
CHAPTER PI 40
EARLY COLLEGE CREDIT PROGRAM
NOTICE IS HEREBY GIVEN that pursuant to s. 118.55 (9), Stats., and interpreting s. 118.55, Stats., the Department of Public Instruction will hold a public hearing as required under s. 227.24 (4), Stats., to consider the promulgation of Emergency Rule 1905, relating to Early College Credit Program changes. The hearing will be held as follows:
Date and Time: Monday, March 4, 2019, from 10:00 a.m. – 11:00 a.m.
Location: GEF 3 Building, Room 041, 125 S Webster St., Madison, WI 53703
2017 Wisconsin Act 59 created the Early College Credit program, which allows public and private high school pupils to enroll in an institution of higher education for the purposes of taking one or more nonsectarian courses for high school and/or postsecondary credit. The Department is therefore adopting an emergency rule, Emergency Rule 1905, so that it may implement changes in the statutes as a result of 2017 Wisconsin Act 59, including establishing a definition for undue financial burden and revising criteria for determining reimbursement amounts for pupil transportation.

Appearances at the Hearing and Submittal of Written Comments
Interested persons are invited to appear at the hearing and will be afforded the opportunity to make a presentation of their position on the proposed rule orally or in writing. The purpose of this hearing to consider public testimony on the proposed rules under consideration. Questions or comments about the rules under consideration may be posed and will be duly recorded.
Individuals who are unable to attend the hearing but would like to submit written comments may do so via the Department’s form for submitting comment at https://goo.gl/forms/HykcMXk38OBeOEMj2. Questions or additional testimony may be accepted by using the contact information below. Written comments on the proposed rules received no later than March 14, 2019, will be given the same consideration as testimony presented at the hearing.
