SPS 383.54 SPS 383.54Management requirements.
SPS 383.54(1)(1)Management plan.
SPS 383.54(1)(a)(a) The management plan for each POWTS shall include information and procedures for maintaining the POWTS to operate and function within the standards of this chapter and as designed and approved.
SPS 383.54(1)(b) (b) The management plan for a POWTS shall be a part of the plan submittal under s. SPS 383.22 or 384.10.
SPS 383.54(1)(c) (c) The management plan for POWTS shall specify all necessary maintenance and servicing information which may include, but is not limited to all of the following:
SPS 383.54(1)(c)1. 1. Accumulated solids or byproduct removal requirements.
SPS 383.54(1)(c)2. 2. Influent quantities and qualities and effluent quantities and qualities.
SPS 383.54(1)(c)3. 3. Metering, sampling and monitoring schedules and requirements.
SPS 383.54(1)(c)4. 4. Load and rest schedules.
SPS 383.54(1)(c)5. 5. Servicing frequency requirements.
SPS 383.54(1)(c)6. 6. Installation and inspection checklists.
SPS 383.54(1)(c)7. 7. Evaluation, monitoring and maintenance schedules for mechanical POWTS components.
SPS 383.54(1)(c)8. 8. Start up and shutdown procedures.
SPS 383.54(1)(c)9. 9. Procedure for abandonment.
SPS 383.54(1)(d) (d) If the owner of the POWTS wishes to operate or maintain a POWTS differently than that specified in the approved management plan, a written request for approval to amend the management plan shall be submitted to the agency that initially reviewed the installation plan under s. SPS 383.22.
SPS 383.54(1)(e) (e) The management plan for a POWTS shall specifically address the servicing mechanics of an aerobic or anaerobic treatment tank or a holding tank where either of the following conditions exist:
SPS 383.54(1)(e)1. 1. The bottom of the tank is located more than 15 feet below the elevation where the servicing pad is located.
SPS 383.54(1)(e)2. 2. The bottom of the tank is located more than 150 feet horizontally from where the servicing pad is located.
SPS 383.54(2) (2)Metering and monitoring.
SPS 383.54(2)(a) (a) General. The management plan specified in sub. (1) shall include procedures for metering or monitoring POWTS influent or effluent as specified in this subsection.
SPS 383.54(2)(b) (b) Department option. The department may require the metering or monitoring of any POWTS to evaluate the operation of the POWTS.
SPS 383.54(2)(c) (c) Governmental unit option. A governmental unit may require the metering or monitoring of a POWTS holding component as part of a maintenance and monitoring tracking program.
SPS 383.54(2)(d) (d) Metering influent flows.
SPS 383.54(2)(d)1.1. When and where the metering of a POWTS is required, influent flows to POWTS shall be metered by one of the following methods:
SPS 383.54(2)(d)1.a. a. Installing event counters and elapsed time meters.
SPS 383.54(2)(d)1.b. b. Installing water meters to meter the water distribution system flow to the POWTS.
SPS 383.54(2)(d)1.c. c. Metering wastewater flow from all parts of the plumbing system discharging to the POWTS.
SPS 383.54(2)(d)1.d. d. Metering the water distribution system and metering exterior hydrant use, except as provided in subd. 2.
SPS 383.54(2)(d)2. 2. Where meters are installed on water distribution systems existing prior to July 1, 2000, the entire water distribution system may be metered and the exterior hydrant usage estimated and subtracted from the total flow to meet the requirements of this paragraph.
SPS 383.54(2)(e) (e) Monitoring influent and effluent loads.
SPS 383.54(2)(e)1.1. When and where the monitoring of groundwater is required, groundwater monitoring wells constructed in accordance with ch. NR 141 shall be utilized.
SPS 383.54(2)(e)2. 2. When influent or effluent contaminants are to be monitored, samples shall be collected in accordance with the requirements of the approved management plan or, where no procedures are specified, in accordance with published sampling procedures accepted by the department.

SPS 383.54(2)(e)3. 3. All groundwater samples collected to evaluate influent or effluent quality, except samples collected for total coliform bacteria analysis and the field analyses for pH, specific conductance and temperature, shall be analyzed by a laboratory certified under s. 299.11, Stats., and rules adopted under that section.
SPS 383.54(2)(e)4. 4. The results of the analysis required under subd. 2. shall be maintained and reported as required in the approved management plan and in accordance with s. SPS 383.55 (1) (a).
SPS 383.54(3) (3)Servicing requirements.
SPS 383.54(3)(a) (a) The management plan specified in sub. (1) shall reflect the servicing schedules of POWTS components as specified in this subsection
SPS 383.54(3)(b) (b) The servicing frequency of an anaerobic treatment tank for a POWTS shall occur at least when the combined sludge and scum volume equals 1/3 of the tank volume.
SPS 383.54(3)(c) (c) The servicing frequency of a holding tank for a POWTS shall occur at least when the wastewater of the tank reaches a level of one foot below the inlet invert of the tank.
SPS 383.54 Note Note: The servicing of POWTS holding and treatment components, including septic tanks and holding tanks, is required to be performed by licensed pumpers under chs. NR 113 and NR 114.
SPS 383.54(3)(d) (d) The servicing of a RV transfer tank shall be performed in a manner to prevent the discharge of wastewater into the surrounding soil or onto the ground surface.
SPS 383.54 Note Note: Section NR 113.03 (57) defines “servicing" as “ removing the scum, liquid, sludge, or other wastes from a private sewage system such as septic or holding tanks, dosing chambers, grease interceptors, seepage beds, seepage pits, seepage trenches, privies, or portable restrooms and properly disposing or recycling of the contents as provided in this chapter."
SPS 383.54(4) (4)Existing POWTS.
SPS 383.54(4)(a) (a) The servicing frequency of an anaerobic treatment tank for a POWTS existing prior to July 1, 2000, shall occur at least when the combined sludge and scum volume equals 1/3 of the tank volume.
SPS 383.54(4)(b)1.1. The servicing of a holding tank for a POWTS existing prior to July 1, 2000, shall occur at least when the wastewater of the tank reaches a level of one foot below the inlet invert of the tank.

SPS 383.54(4)(c) (c) The inspection, evaluation, or maintenance or servicing of POWTS treatment components other than those under pars. (a) and (b) existing prior to July 1, 2000, shall be provided in accordance with the requirements specified by the manufacturer or designer of the component.
SPS 383.54(4)(d)1.1. Except as provided in subd. 3., a POWTS that exists prior to July 1, 2000, and that utilizes a treatment or dispersal component consisting in part of in situ soil shall be visually inspected at least once every 3 years to determine whether wastewater or effluent from the POWTS is ponding on the surface of the ground.
SPS 383.54(4)(d)2. 2. The inspection required by subd. 1. shall be performed by one of the following:
SPS 383.54(4)(d)2.a. a. A licensed master plumber.
SPS 383.54(4)(d)2.b. b. A licensed master plumber-restricted service.
SPS 383.54(4)(d)2.c. c. A licensed journeyman plumber.
SPS 383.54(4)(d)2.d. d. A licensed journeyman plumber-restricted service.
SPS 383.54(4)(d)2.e. e. A certified POWTS inspector.
SPS 383.54(4)(d)2.f. f. A certified septage servicing operator under ch. NR 114.
SPS 383.54(4)(d)2.g. g. A registered POWTS maintainer.
SPS 383.54(4)(d)3. 3. A governmental unit that has completed the inventory required under s. SPS 383.255 (1) (a) may, by ordinance, extend the visual inspection interval required under subd. 1., to a maximum period of 5-years for a POWTS serving an occasionally occupied structure or facility.

SPS 383.55 SPS 383.55Reporting requirements.
SPS 383.55(1)(a) (a) The owner of a POWTS or the owner's agent shall report to the governmental unit or designated agent at the completion of each inspection, evaluation, maintenance, or servicing event specified in the approved management plan.
SPS 383.55(1)(b) (b) The owner of a POWTS existing prior to July 1, 2000, or the owner's agent shall report to the governmental unit or designated agent at the completion of each inspection, evaluation, maintenance or servicing event required under s. SPS 383.54 (4).
SPS 383.55(1)(c) (c) The owner of a POWTS is responsible for fulfillment of the reporting requirements under this section.
SPS 383.55(2) (2)The inspection, evaluation, maintenance and servicing reports required under sub. (1) shall be submitted to the governmental unit or designated agent in accordance with all of the following:
SPS 383.55(2)(a) (a) In a manner specified by the governmental unit or designated agent.
SPS 383.55(2)(b) (b) Within 30 calendar days from the date of inspection, evaluation, maintenance or servicing.
SPS 383.55(2)(c) (c) By the owner or the owner's agent.
SPS 383.55(3) (3)The inspection, evaluation, maintenance and servicing reports required under sub. (1) shall include the following information:
SPS 383.55(3)(a) (a) A POWTS identifying number.
SPS 383.55(3)(b) (b) The location of the POWTS.
SPS 383.55(3)(c) (c) The date of inspection, evaluation, maintenance or servicing.
SPS 383.55(3)(d) (d) The license, certification or registration number of the individual performing the inspection, evaluation, maintenance or servicing.
SPS 383.55(3)(e) (e) Other information required by the approved management plan.
SPS 383.55(4) (4)The department, governmental unit or designated agent may require verification of any information contained in an inspection, evaluation, maintenance and servicing report.
SPS 383.55 Note Note: This subsection does not require the maintaining of test data which is collected voluntarily and which is not being collected to determine compliance with this chapter.
SPS 383.55(5)(a)(a) The governmental unit or designated agent shall maintain records relating to the inspection, evaluation, maintenance and servicing of POWTS as specified in this section for a period of not less than 6 years.
SPS 383.55(5)(b) (b) Upon request by a governmental unit and the agreement of the department, the governmental unit may delegate to the department the responsibility to maintain records relating to the inspection, evaluation, maintenance and servicing of POWTS as specified in this section.
