SPS 382.34(15) (15)Special wastewater or mixed wastewater treatment or containment devices. Mixed wastewater treatment and containment devices, decontamination tanks or other special wastewater treatment devices shall discharge to a dispersal or treatment system in accordance with this section or as approved by the department.
SPS 382.34 Note Note: A sanitary permit may be required. See ch. SPS 383 for requirements relating to containment tank installation with no valved discharge.
SPS 382.34(15)(a) (a) Installation.
SPS 382.34(15)(a)1.1. Exterior containment devices or treatment systems for mixed wastewater, decontamination tanks and other special wastewater treatment devices shall not be located within 5 feet of a building or any portion of the building or swimming pool; 10 feet of a water service; 2 feet of a lot line; 10 feet of a clearwater cistern or 10 feet of the high water mark of a lake, stream, pond or flowage.

SPS 382.34(15)(a)2. 2. Containment devices or treatment systems for mixed wastewater, decontamination tanks, or other special wastewater treatment devices shall be constructed in accordance with s. SPS 384.25 or as approved by the department.
SPS 382.34(15)(b) (b) Vents. Vents for mixed wastewater, decontamination tanks and other special wastewater treatment systems shall be sized and installed in accordance with s. SPS 382.31.
SPS 382.34(15)(c) (c) Alarm system. Containment devices or treatment systems for mixed wastewater, decontamination tanks and other special wastewater treatment devices shall be equipped with an alarm.
SPS 382.34(15)(d) (d) Sampling provision. Containment devices or treatment systems for mixed wastewater, decontamination tanks and other special wastewater treatment devices shall be equipped to allow the collection of a representative sample.
SPS 382.34(15)(e) (e) Pump requirements.
SPS 382.34(15)(e)1.1. A discharge line serving a containment tank for servicing purposes shall comply with all of the following:
SPS 382.34(15)(e)1.a. a. A pipe serving as the discharge line shall be of an acceptable type in accordance with ch. SPS 384.
SPS 382.34(15)(e)1.b. b. A discharge line shall terminate with a service port consisting of a quick disconnect fitting with a removable plug.
SPS 382.34(15)(e)1.c. c. The service port of a discharge line shall terminate at least 2 feet above final grade.
SPS 382.34(15)(e)1.d. d. The service port of a discharge line shall be identified as such with a permanent sign with lettering at least 1/2 inch in height.
SPS 382.34(15)(e)1.e. e. The service port of a discharge line shall be secured to a permanent support that is capable of withstanding the loads and forces placed on the port.
SPS 382.34(15)(e)1.f. f. A discharge line shall be at least 3 inches in diameter.
SPS 382.34 Note Note: The requirements in s. SPS 382.34 (15) (e) 1. apply to all discharge lines whether gravity or pump discharge. See ch. SPS 382 Appendix for further information.
SPS 382.34(15)(e)2. 2. Where a lift station is employed for servicing a containment tank, the pump discharge line shall conform with subd. 1., except as provided in subd. 2. a. and b.
SPS 382.34(15)(e)2.a. a. A discharge line from the lift station shall be at least 2 inches in diameter.
SPS 382.34(15)(e)2.b. b. The lift station pump shall be activated by means of a keyed-switch at the service port.
SPS 382.34(15)(f) (f) Sizing. The volume of the mixed wastewater treatment or containment device shall be based on anticipated use.
SPS 382.34(15)(g) (g) Vacuum relief. A vacuum relief valve shall be installed in each water treatment appliance and installed more than 20 feet above any faucet or outlet served by the appliance when measured from the bottom of the tank.
SPS 382.34(15)(h) (h) Wastewater retention. Where a containment tank has an outlet that is connected to a drain system, the outlet shall include a means to contain the wastewater from entering the drain system until proven to be safe for discharge.

SPS 382.35 SPS 382.35Cleanouts.
SPS 382.35(1)(1)Scope. The provisions of this section set forth the requirements for the installation of cleanouts and manholes for all drain piping.
SPS 382.35(2) (2)Materials. Cleanouts shall be constructed of approved materials in accordance with ch. SPS 384.
SPS 382.35(3) (3)Where required.
SPS 382.35(3)(a) (a) Horizontal drains. Except as permitted under s. SPS 382.33 (9) (fm), all gravity horizontal drains within or under a building shall be accessible through a cleanout in accordance with one of the following requirements:
SPS 382.35(3)(a)1. 1. The developed length of drain piping between cleanouts for above-ground piping may not exceed 75 feet.
SPS 382.35(3)(a)2. 2. The developed length of drain piping between cleanouts for below ground piping 2 inches or less in diameter may not exceed 40 feet.
SPS 382.35(3)(a)3. 3. The developed length of drain piping between cleanouts for below ground piping greater than 2 inches in diameter may not exceed 75 feet.

SPS 382.35(3)(b) (b) Sanitary building sewers.
SPS 382.35(3)(b)1.1. Sanitary building sewers 6" or less in diameter shall be provided with cleanouts or manholes such that:
SPS 382.35(3)(b)1.a. a. Cleanouts are located not more than 100 feet apart;
SPS 382.35(3)(b)1.b. b. Manholes are located not more than 400 feet apart;
SPS 382.35(3)(b)1.c. c. The distance from a cleanout to a manhole located upstream is not more than 200 feet; or
SPS 382.35(3)(b)1.d. d. The distance from a manhole to a cleanout located upstream is not more than 300 feet.
SPS 382.35(3)(b)2. 2. Sanitary building sewers 8" or larger in diameter shall be provided with manholes at:
SPS 382.35(3)(b)2.a. a. Every horizontal change in direction of more than 45 degrees where the change in direction is created within a distance of less than 10 feet;
SPS 382.35(3)(b)2.b. b. Every change in pipe diameters where both connections are 8 inches or larger; and
SPS 382.35(3)(b)2.c. c. Intervals of not more than 400 feet.
SPS 382.35(3)(c) (c) Storm building sewers.
SPS 382.35(3)(c)1.1. Storm building sewers 10" or less in diameter shall be provided with cleanouts or manholes such that:
SPS 382.35(3)(c)1.a. a. Cleanouts are located not more than 100 feet apart;
SPS 382.35(3)(c)1.b. b. Manholes are located not more than 400 feet apart;
SPS 382.35(3)(c)1.c. c. The distance from a cleanout to a manhole located upstream is not more than 200 feet; or
SPS 382.35(3)(c)1.d. d. The distance from a manhole to a cleanout located upstream is not more than 300 feet.
SPS 382.35(3)(c)2. 2. Storm building sewers 12" or larger in diameter shall be provided with manholes or storm drain inlets with an inside diameter of at least 36" at:
SPS 382.35(3)(c)2.a. a. Every horizontal change in direction of more than 45 degrees where the change in direction is created within a distance of less than 10 feet,
SPS 382.35(3)(c)2.b. b. Every change in pipe diameter where both connections are 12 inches or larger, and
SPS 382.35(3)(c)2.c. c. Intervals of not more than 400 feet.
SPS 382.35(3)(d) (d) Private interceptor main sewers.
SPS 382.35(3)(d)1.1. Private interceptor main sewers 5 or less in diameter shall be provided with an exterior cleanout or manhole upstream of the point of the creation of the private interceptor main sewer and such that:
SPS 382.35(3)(d)1.a. a. Cleanouts are located not more than 100 feet apart;
SPS 382.35(3)(d)1.b. b. Manholes are located not more than 400 feet apart;
SPS 382.35(3)(d)1.c. c. The distance from a cleanout to a manhole located upstream is not more than 200 feet; or
SPS 382.35(3)(d)1.d. d. The distance from a manhole to a cleanout located upstream is not more than 300 feet.
SPS 382.35(3)(d)2. 2. Private interceptor main sewers 6 or larger in diameter shall be provided with a manhole at:
SPS 382.35(3)(d)2.a. a. The most upstream point of the private interceptor main sewer;
SPS 382.35(3)(d)2.b. b. Every horizontal change in direction of more than 45 degrees where the change in direction is created within a distance of less than 10 feet,
SPS 382.35(3)(d)2.c. c. Every change in pipe diameter where both connections are 6 inches or larger, and
SPS 382.35(3)(d)2.d. d. Intervals of not more than 400 feet.
SPS 382.35(3)(e) (e) Junction of building drain and building sewer. A cleanout shall be provided near the junction of a building drain and a building sewer.
SPS 382.35(3)(e)1. 1. The cleanout shall be located within 5 feet of where the building drain and the building sewer connect. The cleanout may be located either inside or outside the building.
SPS 382.35(3)(e)2. 2. A cleanout in a drain stack may serve as the cleanout at the junction of the building drain and building sewer, if the stack is within 5 feet of where the building drain and building sewer connect.
SPS 382.35(3)(f) (f) Stacks. Where a cleanout is provided in a drain stack, the cleanout shall be located not more than 60 inches above the lowest floor penetrated by the stack.
SPS 382.35(3)(g) (g) Branches.
SPS 382.35(3)(g)1.1. Except as provided in subd. 2., cleanouts shall be provided in connection with batteries of fixtures at such points that all parts of the branch drain may be accessible for cleaning or removal of stoppages. For the purposes of this requirement, removable fixture traps may serve as cleanout openings.
SPS 382.35(3)(g)2. 2. A cleanout shall not be required for a branch drain when the fixtures on the branch include one floor outlet fixture and any fixtures discharging into an accompanying wet vent.
SPS 382.35(3)(h) (h) Greasy wastes. Drain pipes carrying greasy wastes shall be provided with cleanouts located not more than 40 feet apart and at all changes in direction of more than 45°.
SPS 382.35(3)(i) (i) Double sanitary tees. A cleanout shall be provided immediately above or below a double sanitary tee drain fitting which is installed in a vertical drain pipe of less than 3" in diameter, unless a stack cleanout is provided in accordance with par. (f).
SPS 382.35(3)(j) (j) Traps and fixture drains.
SPS 382.35(3)(j)1.1. All traps shall be constructed or installed so that stoppages may be removed from the traps and the horizontal portions of fixture drains.
SPS 382.35(3)(j)2. 2. If a trap is not accessible for removal or does not contain a removable dip, a cleanout or a removable inlet shall be installed to enable cleaning of the trap passageway and the horizontal portions of the fixture drain.
SPS 382.35(3)(k) (k) Conductors. Where a cleanout is provided in a conductor, the cleanout shall be located 28 to 60" above the lowest floor penetrated by the conductor.
SPS 382.35(3)(L) (L) Sampling manholes. Municipalities or sanitary sewage districts by ordinance or rule may require the installation of sampling manholes for periodic sewage monitoring.
SPS 382.35 Note Note: The installation of sampling manholes may be needed for the monitoring of industrial wastes under chs. NR 200 to 299. See ch. SPS 382 Appendix for further explanatory material.
SPS 382.35(3)(m) (m) Catch basins and interceptors. The fixture drain from all interceptors designed in accordance with s. SPS 382.34 (4) (a) 2. shall be provided with an accessible cleanout located outside of the basin and not more than 15 inches from the weir of the trap.
SPS 382.35(4) (4)Direction of flow. Every cleanout shall be installed so as to open in the direction of the waste flow or at a right angle thereto.
SPS 382.35(5) (5)Accessibility. Cleanout plugs shall not be covered with cement, plaster, or any other similar permanent finishing material.
SPS 382.35(5)(a) (a) Underground piping. Cleanouts installed in underground drain piping shall be extended vertically to or above the finish grade.
SPS 382.35(5)(a)1. 1. All interior and exterior cleanouts where the vertical distance between the horizontal drain pipe being served and the top of the cleanout opening exceeds 18 inches in length, shall connect to the drain piping through a fitting as specified in Table 382.30–4.
SPS 382.35(5)(a)2. 2. A cleanout located outside of a building shall be provided with a frost sleeve.
SPS 382.35(5)(a)2.a. a. The frost sleeve shall be of a material approved for building sewers in accordance with s. SPS 384.30 (2) (c).
SPS 382.35(5)(a)2.b. b. Where a cleanout is located in an area subject to vehicular traffic the top of the frost sleeve shall terminate in a concrete pad at least 4" thick and extending at least 9" from the sleeve on all sides, sloping away from the sleeve.
SPS 382.35(5)(a)2.c. c. The bottom of the frost sleeve shall terminate 6" to 12" above the top of the drain piping or at least 6" below the predicted frost depth in accordance with s. SPS 382.30 Table 382.30-6.
