PI 34.084 PI 34.084 Vocational education.
PI 34.084(1)(1)Authorization. A license issued under this section authorizes an individual to teach an advanced level occupational skills course in grades 9 through 12.
PI 34.084(2) (2)Eligibility. The state superintendent may issue a vocational education license in one of the areas specified under par. (c) to an individual who meets all of the following requirements:
PI 34.084(2)(a) (a) Demonstrates competency in principles, issues, or philosophy of vocational education, including completion of a course in organization and administration of cooperative education programs.
PI 34.084(2)(b) (b) Demonstrates related occupational experience for the hours listed under par. (c) as follows:
PI 34.084(2)(b)1. 1. Up to 100 percent of the hours may be gained through paid occupational experience in the related occupations.
PI 34.084(2)(b)2. 2. Up to 40 percent of the hours may be gained in any of the following:
PI 34.084(2)(b)2.a. a. Graduate credits in technical subjects specifically related to the vocational subject for the license sought. One semester credit may be counted as 95 hours of occupational experience.
PI 34.084(2)(b)2.b. b. Attendance at workshops specifically related to the vocational subject for the license sought. One hour of workshop experience may be counted as 3 hours of occupational experience.
PI 34.084(2)(b)2.c. c. Occupational internships completed for baccalaureate or post-baccalaureate credit and approved by the state superintendent. One hour of an occupational internship may be counted as 3 hours of occupational experience.
PI 34.084(2)(c) (c) Meets the requirements for the specific vocational license, as follows:
PI 34.084(2)(c)1. 1. For business education related occupations, the applicant shall have completed an approved educator preparation program in business education and have completed 2,000 hours of related occupational experience.
PI 34.084(2)(c)2. 2. For marketing education, the applicant shall have completed an approved educator preparation program in marketing education and have completed 4,000 hours or related occupational experience.
PI 34.084(2)(c)3. 3. For family and consumer education related occupations, the applicant shall have completed an approved educator preparation program in family and consumer education, hold a family and consumer education license under s. PI 34.047 (3) (f), and have completed 2,000 hours of related occupational experience. At least 1,000 of the hours shall be in the specific area in which the license is sought.
PI 34.084(2)(c)4. 4. For technology related occupations, the applicant shall have completed an approved educator preparation program in technology education, hold a technology education license under s. PI 34.047 (3) (n), and have completed 2,000 hours of related occupational experience. At least 1,000 of the hours shall be in the specific area in which the license is sought.

subch. X of ch. PI 34 Subchapter X — Related Services Areas and Other Licenses
PI 34.085 PI 34.085 Applicability. The state superintendent may issue a license under this subchapter to individuals in special education related services or in license areas created by statute.

PI 34.086 PI 34.086 Educational interpreter, 5-year renewable license.
PI 34.086(1)(1)Authorization. A license issued under this section authorizes the license holder to work as an educational interpreter for pupils who are deaf or hard of hearing.
PI 34.086(2) (2)Eligibility. Except as provided in sub. (3), the state superintendent may issue an educational interpreter license under this section to an applicant who meets all of the following requirements:
PI 34.086(2)(a) (a) Holds an interpreter training program certificate from an accredited 2- or 4-year college or university. The program shall include the following coursework:
PI 34.086(2)(a)1. 1. English to American Sign Language interpretation.
PI 34.086(2)(a)2. 2. American Sign Language to English interpretation.
PI 34.086(2)(a)3. 3. Transliterating and oral interpreting.
PI 34.086(2)(a)4. 4. Current practices for interpreters in educational settings.
PI 34.086(2)(a)5. 5. Ethical practices as it relates to interpreters.
PI 34.086(2)(b) (b) Completed a practicum of at least 150 hours in grades pre-kindergarten through grade 12 with a licensed educational interpreter assigned as a mentor. Completion shall be verified by a representative from a higher education interpreter training program or the school district administrator where the practicum took place.
PI 34.086(2)(c) (c) Has a passing score on the written and performance educational interpreter performance assessment. The passing score shall be set by the state superintendent in consultation with the state superintendent's advisory council on deaf and hard of hearing programs.

PI 34.086(3) (3)Alternative eligibility. The state superintendent may issue an educational interpreter license under this section to an applicant who meets all of the following requirements:
PI 34.086(3)(a) (a) Holds one of the following licenses or certifications:
PI 34.086(3)(a)1. 1. A sign language interpreter license issued by the Wisconsin department of safety and professional services as approved by the state superintendent.
PI 34.086(3)(a)2. 2. One of the following certifications from the National Registry of Interpreters for the Deaf.
PI 34.086(3)(a)2.a. a. National Interpreter Certification.
PI 34.086(3)(a)2.b. b. Registry for Interpreters of the Deaf K-12.
PI 34.086(3)(a)2.c. c. Certificate of interpretation and certificate of transliteration.
PI 34.086(3)(a)2.d. d. Comprehensive skills certificate.
PI 34.086(3)(a)2.e. e. Master comprehensive skills certificate.
PI 34.086(3)(a)2.f. f. Certified deaf interpreter or deaf interpreter.
PI 34.086(3)(a)3. 3. A basic, advanced, or master certification from the Board for Evaluation of Interpreters.
PI 34.086(3)(a)4. 4. Certification from an organization approved by the state superintendent in consultation with the state superintendent's advisory council on deaf and hard of hearing programs.
PI 34.086(3)(b) (b) Completed a practicum of at least 150 hours in grades pre-kindergarten through grade 12 with a licensed educational interpreter assigned as a mentor. PI 34.086(4) (4)Duration. A license issued under this section is valid for 5 years.
PI 34.086(5) (5)Renewal.
PI 34.086(5)(a) (a) A license issued under this section is renewable if the licensee meets all of the following requirements:
PI 34.086(5)(a)1. 1. The licensee completes one of the following educational components:
PI 34.086(5)(a)1.a. a. Completes 5 semester credits of continuing professional education from an accredited college or university. A licensee can satisfy 2 of the semester credits by serving as a mentor under sub. (2) (b) or (3) (b).
PI 34.086(5)(a)1.b. b. Completes 7.5 continuing education units approved by the Registry of Interpreters for the Deaf or Board for Evaluation of Interpreters. A licensee can satisfy 3 continuing education units by serving as a mentor under sub. (2) (b) or (3) (b).
PI 34.086(5)(a)2. 2. Subject to par. (b), the licensee fulfills one of the following skill verification components:
PI 34.086(5)(a)2.a. a. Passes the Educational Interpreter Performance Assessment with a renewal score set by the state superintendent in consultation with the superintendent's advisory council on deaf and hard of hearing programs.

PI 34.086(5)(a)2.b. b. Obtains or maintains one of the licenses or certifications listed under sub. (3) (a).
PI 34.086(5)(b) (b) If the licensee obtains a score of 3.5 or higher on the Educational Interpreter Performance Assessment, the licensee is not required to satisfy the requirements under subd. 2. for renewal.
PI 34.086(5)(c) (c) A one-year, nonrenewable license may be issued to an applicant who has not met the renewal requirements under par. (a). Renewal requirements under par. (a) must be met on or before June 30 of the year the nonrenewable license expires.

PI 34.087 PI 34.087 Educational interpreter, 1-year renewable license.
PI 34.087(1)(1)Authorization. A license issued under this section authorizes the license holder to work as an educational interpreter for pupils who are deaf or hard of hearing.
PI 34.087(2) (2)Eligibility. The state superintendent may issue an educational interpreter license under this section to an applicant who does not meet all of the requirements under s. PI 34.086 for an educational interpreter if all of the following requirements are met:
PI 34.087(2)(a) (a) The district administrator of the employing school district requests a license in writing with full explanation and justification of the need.
PI 34.087(2)(b) (b) The request under par. (a) certifies that a search was conducted for a fully licensed educational interpreter licensed under s. PI 34.086 for pupils who are deaf or hard of hearing and that a fully licensed educational interpreter was not available.
PI 34.087(2)(c) (c) The license holder is enrolled in an approved interpreter training program recognized by the department.
PI 34.087(3) (3)Duration. A license issued under this section is valid for one year.
PI 34.087(4) (4)Nonrenewable. Except as provided in sub. (5), a license issued under this section may not be renewed.
PI 34.087(5) (5)Renewal. The district administrator or designed official of the employing school district may request that a license issued under this section be renewed. The license may be renewed if, between the date of issuance and the proposed renewal date, the applicant satisfactorily makes progress toward meeting the licensing requirements under s. PI 34.086. A license issued under this section may be renewed no more than 5 times.

PI 34.088 PI 34.088 Educational interpreter, 5-year nonrenewable license.
PI 34.088(1)(1)Authorization. A license issued under this section authorizes the license holder to work as an educational interpreter.

PI 34.088(2)(b) (b) Meets the requirements under s. PI 34.086 (3) (a) but does not meet the requirements under s. PI 34.086 (3) (b).
PI 34.088(3) (3)Duration. A license issued under this section is valid for 5 years.
PI 34.088(4) (4)Nonrenewable. A license issued under this section may not be renewed.

PI 34.089 PI 34.089 Orientation and mobility, 5-year renewable license.
PI 34.089(1)(1)Authorization. A license issued under this section authorizes the license holder to provide orientation and mobility related services in kindergarten through grade 12.
PI 34.089(2) (2)Eligibility. The state superintendent may issue an orientation and mobility license under this section to an applicant who has completed an orientation and mobility program approved by the association for education and rehabilitation of the blind and visually impaired and has demonstrated knowledge and understanding in all of the following:
PI 34.089(2)(a) (a) Child or adolescent psychology;
PI 34.089(2)(b) (b) Measurement and evaluation;
PI 34.089(2)(c) (c) Psychology of education or educational psychology; and
PI 34.089(2)(d) (d) Curriculum and methods of instruction.
PI 34.089(3) (3)Duration. A license issued under this section is valid for 5 years.
PI 34.089(4) (4)Renewal.
PI 34.089(4)(a) (a) A license issued under this section may be renewed if the licensee meets one of the following requirements:
PI 34.089(4)(a)1. 1. Certification from the Academy for Certification of Vision Rehabilitation and Education Professionals.
