The purpose of this chapter is to establish policies and procedures to meet the requirement that precollege scholarships, as authorized in s. 115.43, Stats., be awarded to economically disadvantaged pupils on a competitive basis and that criteria for the review and approval of applications for scholarships be established. PI 22.02PI 22.02 Definitions. In this chapter: PI 22.02(1)(1) “Department” means the department of public instruction. PI 22.02(2)(2) “Economically disadvantaged pupil” means a pupil who is eligible for a free or reduced-priced lunch under 42 USC 1758 (b). PI 22.02(3)(3) “Postsecondary educational institutions” means the University of Wisconsin System campuses, private four-year colleges and universities in Wisconsin, and Wisconsin technical college institutions. PI 22.02(4)(4) “Precollege programs” means classes or programs designed by postsecondary educational institutions to improve pupils’ academic skills necessary for success in college and technical college studies. PI 22.02(5)(5) “Scholarship program” means the precollege scholarship program under s. 115.43, Stats. PI 22.02(6)(6) “State superintendent” means the superintendent of public instruction for the state of Wisconsin. PI 22.02(7)(7) “WEOP” or “Wisconsin educational opportunity program” means a program within the department which assists disadvantaged students to develop postsecondary school plans. PI 22.03(1)(1) The scholarship program shall provide scholarships for economically disadvantaged pupils to attend precollege programs. PI 22.03(2)(2) Economically disadvantaged pupils in grades 6 through 12 are eligible for these scholarships. PI 22.03(3)(3) The department shall collect data from the postsecondary educational institutions related to participants in the program. PI 22.04PI 22.04 Criteria for the review and approval of precollege programs. PI 22.04(1)(1) Postsecondary educational institutions under this chapter shall submit to the state superintendent proposals for precollege programs. PI 22.04(2)(2) Precollege programs shall include at least one of the following: PI 22.04(2)(a)(a) Reinforcement in basic skills and competencies such as reading, writing, speaking, listening, mathematics, and reasoning. PI 22.04(2)(b)(b) Reinforcement in skills and attitudes necessary for success in college and employment, including study skills, work habits, and instructor and employer expectations. PI 22.04(2)(c)(c) Special experiences, such as computer camps, and workshops in science, mathematics, writing, reading, arts and humanities. PI 22.04(2)(d)(d) Reinforcement in employability skills and attitudes. PI 22.04(3)(3) Precollege programs may also include other components, such as the following: PI 22.04(3)(a)(a) Information on financial aids available to all pupils and to economically disadvantaged pupils in particular. PI 22.04(3)(c)(c) Information on college living such as dormitory life and support groups. PI 22.04(4)(4) If upon review the state superintendent determines that a proposed precollege program meets the criteria specified in this section, the state superintendent may award scholarships to eligible pupils to attend the program. PI 22.05PI 22.05 Scholarship applications. PI 22.05(1)(1) The department shall develop, in consultation with postsecondary school educational institutions, a scholarship application which shall include verification that the pupil is eligible for free or reduced-priced lunch. PI 22.05(2)(2) The department shall disseminate information and scholarship application forms to public and private middle schools, junior high schools and secondary schools, WEOP offices, tribal education offices and postsecondary educational institutions with precollege programs. Information and application forms shall be available to pupils from these schools and offices. PI 22.05(3)(3) Annually, the department shall establish deadlines for scholarship applications in consultation with school districts, colleges and universities. PI 22.05(4)(4) A pupil shall submit the scholarship application by the deadline under sub. (3) to a postsecondary educational institution that meets the requirements under s. PI 22.04. PI 22.06(1)(1) Scholarship awards shall be made by the state superintendent. PI 22.06(2)(2) Scholarships shall be awarded to economically disadvantaged pupils and paid to the postsecondary educational institution providing the precollege program in which the pupil is enrolled. PI 22.06(3)(3) Reimbursement to the enrolling postsecondary educational institution shall be based on the number of pupils attending its precollege program who receive scholarships under this chapter. PI 22.06(4)(4) Eligible pupils may receive three scholarship awards per year contingent on the availability of scholarship funds. PI 22.06(5)(5) Scholarship awards may not exceed the cost of the precollege program which may include only tuition, books, supplies, and, if applicable, room and board. PI 22.06 HistoryHistory: Cr.
