PI 20.05   Records.
PI 20.01 PI 20.01 Definitions. In this chapter:
PI 20.01(1) (1) “Center” has the meaning given in s. 115.525 (1), Stats.
PI 20.01(2) (2) “DECA” means Wisconsin DECA.
PI 20.01(3) (3) “Department” means the department of public instruction.
PI 20.01(4) (4) “FBLA” means Wisconsin Future Business Leaders of America.
PI 20.01(5) (5) “FCCLA” means Wisconsin Family, Career, and Community Leaders of America.
PI 20.01(6) (6) “FFA” means Wisconsin Association of FFA, Inc.
PI 20.01(7) (7) “HOSA-Future Health Professionals” means Wisconsin Health Occupations Students of America-Future Health Professionals.
PI 20.01(8) (8) “Program” has the meaning given in s. 115.52 (1), Stats.
PI 20.01(9) (9) “SkillsUSA” means Wisconsin Association of SkillsUSA, Inc.
PI 20.01(10) (10) “State superintendent” means the state superintendent of public instruction.

PI 20.02 PI 20.02 Applicability and purpose. This chapter establishes procedures as authorized under s. 20.907 (5), Stats., for the handling of monies received and expended by the department in conjunction with student activities and gifts received for the benefit of students at the Wisconsin educational services program for the deaf and hard of hearing, the Wisconsin center for the blind and visually impaired, and statewide career and technical student organizations including, but not limited to, DECA, FBLA, FCCLA, FFA, HOSA-Future Health Professionals, and SkillsUSA.

PI 20.03 PI 20.03 State superintendent responsibilities.
PI 20.03(1)(1) The state superintendent may receive and expend funds incident to carrying out the activities of statewide career and technical student organizations including, but not limited to, DECA, FBLA, FCCLA, FFA, HOSA-Future Health Professionals, and SkillsUSA.
PI 20.03(2) (2) A separate checking account or accounts for funds described in sub. (1) shall be established by the director of the career and technical education team in a public depository as defined under s. 34.01 (5), Stats., with accrued interest added to the account.
PI 20.03 Note Note: The state superintendent's authority to administer the activities of career and technical student organizations is derived from the Carl D. Perkins Career and Technical Education Act at 20 USC 2344 (c) (4).

PI 20.04 PI 20.04 Wisconsin educational services program for the deaf and hard of hearing; Wisconsin center for the blind and visually impaired.
PI 20.04(1) (1) The directors of the Wisconsin educational services program for the deaf and hard of hearing and the Wisconsin center for the blind and visually impaired may receive and expend funds incident to:
PI 20.04(1)(a) (a) Funds received from parents for the use of students in residence.
PI 20.04(1)(b) (b) Gifts from the public or from specific activities carried out by individuals or organizations for the benefit of the students.
PI 20.04(1)(c) (c) Funds received from student organized social or business activities carried out with the approval of the directors of the respective program or center.
PI 20.04(2) (2) A separate checking account or accounts for funds described in sub. (1) shall be established by the directors of the respective program or center in a public depository as defined under s. 34.01 (5), Stats., with accrued interest added to the account.

PI 20.05 PI 20.05 Records.
PI 20.05(1)(1) Complete, accurate and auditable records of all accounts established under ss. PI 20.03 and 20.04 shall be maintained by the department.
PI 20.05(2) (2) Records shall be established in accordance with generally accepted accounting, auditing, and internal control principles and practices.
