NR 665.1053(2)(b) (b) Equipped with a barrier fluid system that is connected by a closed-vent system to a control device that complies with s. NR 665.1060.
NR 665.1053(2)(c) (c) Equipped with a system that purges the barrier fluid into a hazardous waste stream with no detectable emissions to atmosphere.
NR 665.1053(3) (3)The barrier fluid may not be a hazardous waste with organic concentrations 10 percent or greater by weight.
NR 665.1053(4) (4)Equip each barrier fluid system described in subs. (1) to (3) with a sensor that will detect failure of the seal system, barrier fluid system or both.
NR 665.1053(5)(a)(a) Check each sensor required in sub. (4) daily, or equip it with an audible alarm and check the alarm monthly to ensure it is functioning properly, unless the compressor is located within the boundary of an unmanned plant site, in which case check the sensor daily.
NR 665.1053(5)(b) (b) Determine, based on design considerations and operating experience, a criterion that indicates failure of the seal system, the barrier fluid system or both.
NR 665.1053(6) (6)If the sensor indicates failure of the seal system, the barrier fluid system or both based on the criterion determined under sub. (5) (b), a leak is detected.
NR 665.1053(7)(a)(a) When a leak is detected, repair it as soon as practicable, but not later than 15 calendar days after it is detected, except as provided in s. NR 665.1059.
NR 665.1053(7)(b) (b) Make a first attempt at repair (e.g., tightening the packing gland) no later than 5 calendar days after each leak is detected.
NR 665.1053(8) (8)A compressor is exempt from subs. (1) and (2) if it is equipped with a closed-vent system capable of capturing and transporting any leakage from the seal to a control device that complies with s. NR 665.1060, except as provided in sub. (9).
NR 665.1053(9) (9)Any compressor that is designated, as described in s. NR 665.1064 (7) (b), for no detectable emission as indicated by an instrument reading of less than 500 ppm above background is exempt from subs. (1) to (8) if the compressor meets all of the following requirements:
NR 665.1053(9)(a) (a) It is determined to be operating with no detectable emissions, as indicated by an instrument reading of less than 500 ppm above background, measured by the method specified in s. NR 665.1063 (3).
NR 665.1053(9)(b) (b) It is tested for compliance with par. (a) initially upon designation, annually and at other times requested by the department.

NR 665.1054 NR 665.1054Standards: pressure relief devices in gas or vapor service.
NR 665.1054(1)(1)Except during pressure releases, operate each pressure relief device in gas or vapor service with no detectable emissions, as indicated by an instrument reading of less than 500 ppm above background, measured by the method specified in s. NR 665.1063 (3).
NR 665.1054(2)(a)(a) After each pressure release, return the pressure relief device to a condition of no detectable emissions, as indicated by an instrument reading of less than 500 ppm above background, as soon as practicable, but no later than 5 calendar days after each pressure release, except as provided in s. NR 665.1059.
NR 665.1054(2)(b) (b) No later than 5 calendar days after the pressure release, monitor the pressure relief device to confirm the condition of no detectable emissions, as indicated by an instrument reading of less than 500 ppm above background, measured by the method specified in s. NR 665.1063 (3).
NR 665.1054(3) (3)Any pressure relief device that is equipped with a closed-vent system capable of capturing and transporting leakage from the pressure relief device to a control device described in s. NR 665.1060 is exempt from subs. (1) and (2).

NR 665.1055 NR 665.1055Standards: sampling connection systems.
NR 665.1055(1)(1)Equip each sampling connection system with a closed-purge, closed-loop or closed-vent system. The system shall collect the sample purge for return to the process or for routing to the appropriate treatment system. Gases displaced during filling of the sample container are not required to be collected or captured.
NR 665.1055(2) (2)Each closed-purge, closed-loop or closed-vent system required in sub. (1) shall meet one of the following requirements:
NR 665.1055(2)(a) (a) It returns the purged process fluid directly to the process line.
NR 665.1055(2)(b) (b) It collects and recycles the purged process fluid.
NR 665.1055(2)(c) (c) It is designed and operated to capture and transport all the purged process fluid to a waste management unit that complies with the applicable requirements of ss. NR 665.1085 to 665.1087 or a control device that complies with s. NR 665.1060.
NR 665.1055(3) (3)In-situ sampling systems and sampling systems without purges are exempt from subs. (1) and (2).

NR 665.1056 NR 665.1056Standards: open-ended valves or lines.
NR 665.1056(1)(a) (a) Equip each open-ended valve or line with a cap, blind flange, plug or a second valve.
NR 665.1056(1)(b) (b) The cap, blind flange, plug or second valve shall seal the open end at all times except during operations requiring hazardous waste stream flow through the open-ended valve or line.
NR 665.1056(2) (2)Operate each open-ended valve or line equipped with a second valve in a manner such that the valve on the hazardous waste stream end is closed before the second valve is closed.
NR 665.1056(3) (3)When a double block and bleed system is being used, the bleed valve or line may remain open during operations that require venting the line between the block valves but shall comply with sub. (1) at all other times.

NR 665.1057 NR 665.1057Standards: valves in gas or vapor service or in light liquid service.
NR 665.1057(1)(1)Monitor each valve in gas or vapor or light liquid service monthly to detect leaks by the methods specified in s. NR 665.1063 (2) and comply with subs. (2) to (5), except as provided in subs. (6) to (8) and ss. NR 665.1061 and 665.1062.
NR 665.1057(2) (2)If an instrument reading of 10,000 ppm or greater is measured, a leak is detected.
NR 665.1057(3)(a)(a) Any valve for which a leak is not detected for 2 successive months may be monitored the first month of every succeeding quarter, beginning with the next quarter, until a leak is detected.
NR 665.1057(3)(b) (b) If a leak is detected, monitor the valve monthly until a leak is not detected for 2 successive months.
NR 665.1057(4)(a)(a) When a leak is detected, repair it as soon as practicable, but no later than 15 calendar days after the leak is detected, except as provided in s. NR 665.1059.
NR 665.1057(4)(b) (b) Make a first attempt at repair no later than 5 calendar days after each leak is detected.
NR 665.1057(5) (5)First attempts at repair include, but are not limited to, the following best practices where practicable:
NR 665.1057(5)(a) (a) Tightening of bonnet bolts.
NR 665.1057(5)(b) (b) Replacement of bonnet bolts.
NR 665.1057(5)(c) (c) Tightening of packing gland nuts.
NR 665.1057(5)(d) (d) Injection of lubricant into lubricated packing.
NR 665.1057(6) (6)Any valve that is designated, as described in s. NR 665.1064 (7) (b), for no detectable emissions, as indicated by an instrument reading of less than 500 ppm above background, is exempt from sub. (1) if the valve meets all of the following requirements:
NR 665.1057(6)(a) (a) It has no external actuating mechanism in contact with the hazardous waste stream.
NR 665.1057(6)(b) (b) It is operated with emissions less than 500 ppm above background determined by the method specified in s. NR 665.1063 (3).
NR 665.1057(6)(c) (c) It is tested for compliance with par. (b) initially upon designation, annually and at other times requested by the department.
NR 665.1057(7) (7)Any valve that is designated, as described in s. NR 665.1064 (8) (a), as an unsafe-to-monitor valve is exempt from sub. (1) if the owner or operator does all of the following:
NR 665.1057(7)(a) (a) Determines that the valve is unsafe to monitor because monitoring personnel would be exposed to an immediate danger as a consequence of complying with sub. (1).
NR 665.1057(7)(b) (b) Adheres to a written plan that requires monitoring of the valve as frequently as practicable during safe-to-monitor times.
NR 665.1057(8) (8)Any valve that is designated, as described in s. NR 665.1064 (8) (b), as a difficult-to-monitor valve is exempt from sub. (1) if all of the following requirements are met:
NR 665.1057(8)(a) (a) The owner or operator of the valve determines that the valve cannot be monitored without elevating the monitoring personnel more than 2 meters above a support surface.
NR 665.1057(8)(b) (b) The hazardous waste management unit within which the valve is located was in operation before June 1, 1995.
NR 665.1057(8)(c) (c) The owner or operator of the valve follows a written plan that requires monitoring of the valve at least once per calendar year.
NR 665.1057 Note Note: The equivalent federal RCRA regulations have a compliance date of June 1, 1990, based on when those rules took effect. The Wisconsin rules, initially promulgated in CR 94-076, became effective on June 1, 1995.

NR 665.1058 NR 665.1058Standards: pumps and valves in heavy liquid service, pressure relief devices in light liquid or heavy liquid service and flanges and other connectors.
NR 665.1058(1)(1)Monitor pumps and valves in heavy liquid service, pressure relief devices in light liquid or heavy liquid service and flanges and other connectors within 5 days by the method specified in s. NR 665.1063 (2) if evidence of a potential leak is found by visual, audible, olfactory or any other detection method.
NR 665.1058(2) (2)If an instrument reading of 10,000 ppm or greater is measured, a leak is detected.
NR 665.1058(3)(a)(a) When a leak is detected, repair it as soon as practicable, but not later than 15 calendar days after it is detected, except as provided in s. NR 665.1059.
NR 665.1058(3)(b) (b) Make the first attempt at repair no later than 5 calendar days after each leak is detected.
NR 665.1058(4) (4)First attempts at repair include, but are not limited to, the best practices described under s. NR 665.1057 (5).
NR 665.1058(5) (5)Any connector that is inaccessible or is ceramic or ceramic-lined (e.g., porcelain, glass or glass-lined) is exempt from sub. (1) and from s. NR 665.1064.

NR 665.1059 NR 665.1059Standards: delay of repair.
NR 665.1059(1)(1)Delay of repair of equipment for which leaks have been detected shall be allowed if the repair is technically infeasible without a hazardous waste management unit shutdown. In such a case, repair the equipment before the end of the next hazardous waste management unit shutdown.
NR 665.1059(2) (2)Delay of repair of equipment for which leaks have been detected shall be allowed for equipment that is isolated from the hazardous waste management unit and that does not continue to contain or contact hazardous waste with organic concentrations at least 10 percent by weight.
NR 665.1059(3) (3)Delay of repair for valves shall be allowed if all of the following conditions are met:
NR 665.1059(3)(a) (a) The owner or operator determines that emissions of purged material resulting from immediate repair are greater than the emissions likely to result from delay of repair.
NR 665.1059(3)(b) (b) When repair procedures are effected, collect and destroy or recover the purged material in a control device complying with s. NR 665.1060.
NR 665.1059(4) (4)Delay of repair for pumps shall be allowed if all of the following conditions are met:
NR 665.1059(4)(a) (a) The repair requires use of a dual mechanical seal system that includes a barrier fluid system.
NR 665.1059(4)(b) (b) The repair is completed as soon as practicable, but not later than 6 months after the leak was detected.
NR 665.1059(5) (5)Delay of repair beyond a hazardous waste management unit shutdown shall be allowed for a valve if valve assembly replacement is necessary during the hazardous waste management unit shutdown, valve assembly supplies have been depleted and valve assembly supplies had been sufficiently stocked before the supplies were depleted. Repair may not be delayed beyond the next hazardous waste management unit shutdown unless the next hazardous waste management unit shutdown occurs sooner than 6 months after the first hazardous waste management unit shutdown.

NR 665.1060 NR 665.1060Standards: closed-vent systems and control devices.
NR 665.1060(1)(1)Owners and operators of closed-vent systems and control devices subject to this subchapter shall comply with s. NR 665.1033.
NR 665.1060(2)(a)(a) The owner or operator of an existing facility who can not install a closed-vent system and control device to comply with this subchapter on the effective date that the facility becomes subject to this subchapter shall prepare an implementation schedule that includes dates by which the closed-vent system and control device will be installed and in operation. Install the controls as soon as possible, but the implementation schedule may allow up to 30 months after the effective date that the facility becomes subject to this subchapter for installation and startup.
