NR 440.46(7)(d)3.3. Direct measurement or material balance using good engineering practice shall be used to determine the amount of glass pulled during the performance test. The rate of glass produced is defined as the weight of glass pulled from the affected facility during the performance test divided by the number of hours taken to perform the performance test. NR 440.47(1)(a)(a) The provisions of this section apply to each affected facility at any grain terminal elevator or any grain storage elevator, except as provided under sub. (5) (b). The affected facilities are each truck unloading station, truck loading station, barge and ship unloading station, barge and ship loading station, railcar loading station, railcar unloading station, grain dryer and all grain handling operations. NR 440.47(1)(b)(b) Any facility under par. (a) which commences construction, modification or reconstruction after August 3, 1978 is subject to the requirements of this section. NR 440.47(2)(2) Definitions. As used in this section, terms not defined in this subsection have the meanings given in s. NR 440.02. NR 440.47(2)(a)(a) “Capture system” means the equipment such as sheds, hoods, ducts, fans, dampers, etc. used to collect particulate matter generated by an affected facility at a grain elevator. NR 440.47(2)(b)(b) “Column dryer” means any equipment used to reduce the moisture content of grain in which the grain flows from the top to the bottom in one or more continuous packed columns between 2 perforated metal sheets. NR 440.47(2)(c)(c) “Fugitive emission” means the particulate matter which is not collected by a capture system and is released directly into the atmosphere from an affected facility at a grain elevator. NR 440.47(2)(d)(d) “Grain” means corn, wheat, sorghum, rice, rye, oats, barley and soybeans. NR 440.47(2)(e)(e) “Grain elevator” means any plant or installation at which grain is unloaded, handled, cleaned, dried, stored or loaded. NR 440.47(2)(f)(f) “Grain handling operations” include bucket elevators or legs (excluding legs used to unload barges or ships), scale hoppers and surge bins (garners), turn heads, scalpers, cleaners, trippers, and the headhouse and other such structures. NR 440.47(2)(g)(g) “Grain loading station” means that portion of a grain elevator where the grain is transferred from the elevator to a truck, railcar, barge or ship. NR 440.47(2)(h)(h) “Grain storage elevator” means any grain elevator located at any wheat flour mill, wet corn mill, dry corn mill (human consumption), rice mill or soybean oil extraction plant which has a permanent grain storage capacity of 35,200 m3 (ca. 1 million bushels). NR 440.47(2)(i)(i) “Grain terminal elevator” means any grain elevator which has a permanent storage capacity of more than 88,100 m3 (ca. 2.5 million U.S. bushels), except those located at animal food manufacturers, pet food manufacturers, cereal manufacturers, breweries and livestock feedlots. NR 440.47(2)(j)(j) “Grain unloading station” means that portion of a grain elevator where the grain is transferred from a truck, railcar, barge or ship to a receiving hopper. NR 440.47(2)(k)(k) “Permanent storage capacity” means grain storage capacity which is inside a building, bin or silo. NR 440.47(2)(L)(L) “Process emission” means the particulate matter which is collected by a capture system. NR 440.47(2)(m)(m) “Rack dryer” means any equipment used to reduce the moisture content of grain in which the grain flows from the top to the bottom in a cascading flow around rows of baffles or racks. NR 440.47(2)(o)(o) “Unloading leg” means a device which includes a bucket-type elevator which is used to remove grain from a barge or ship. NR 440.47(3)(a)(a) On and after the 60th day of achieving the maximum production rate at which the affected facility will be operated, but no later than 180 days after initial startup, no owner or operator subject to the provisions of this section may cause to be discharged into the atmosphere any gases which exhibit greater than zero percent opacity from any: NR 440.47(3)(a)1.1. Column dryer with column plate perforation exceeding 2.4 mm diameter (ca. 0.094 inch). NR 440.47(3)(a)2.2. Rack dryer in which exhaust gases pass through a screen filter coarser than 50 mesh. NR 440.47(3)(b)(b) On and after the date on which the performance test required to be conducted by s. NR 440.08 is completed, no owner or operator subject to the provisions of this section may cause to be discharged into the atmosphere from any affected facility except a grain dryer any process emission which: NR 440.47(3)(b)1.1. Contains particulate matter in excess of 0.023 g/dscm (ca. 0.010 gr/dscf). NR 440.47(3)(c)(c) On and after the 60th day of achieving the maximum production rate at which the affected facility will be operated, but no later than 180 days after initial startup, no owner or operator subject to the provisions of this section may cause to be discharged into the atmosphere any fugitive emission from: NR 440.47(3)(c)1.1. Any individual truck unloading station, railcar unloading station, or railcar loading station, which exhibits greater than 5% opacity. NR 440.47(3)(c)2.2. Any grain handling operation which exhibits greater than zero percent opacity. NR 440.47(3)(c)3.3. Any truck loading station which exhibits greater than 10% opacity. NR 440.47(3)(c)4.4. Any barge or ship loading station which exhibits greater than 20% opacity. NR 440.47(3)(d)(d) The owner or operator of any barge or ship unloading station shall operate as follows: NR 440.47(3)(d)1.1. The unloading leg shall be enclosed from the top (including the receiving hopper) to the center line of the bottom pulley and ventilation to a control device shall be maintained on both sides of the leg and the grain receiving hopper. NR 440.47(3)(d)2.2. The total rate of air ventilated shall be at least 32.1 actual cubic meters per cubic meter of grain handling capacity (ca. 40 ft3/bushel). NR 440.47(3)(d)3.3. Rather than meet the requirements of subds. 1. and 2., the owner or operator may use other methods of emission control if it is demonstrated to the administrator’s satisfaction that they would reduce emissions of particulate matter to the same level or less. NR 440.47(4)(a)(a) In conducting the performance tests required in s. NR 440.08, the owner or operator shall use as reference methods and procedures the test methods in Appendix A of 40 CFR part 60, incorporated by reference in s. NR 440.17, or other methods and procedures as specified in this subsection, except as provided in s. NR 440.08 (2). Acceptable alternative methods and procedures are given in par. (c). NR 440.47(4)(b)(b) The owner or operator shall determine compliance with the particulate matter standards in sub. (3) as follows: NR 440.47(4)(b)1.1. Method 5 shall be used to determine the particulate matter concentration and the volumetric flow rate of the effluent gas. The sampling time and sample volume for each run shall be at least 60 minutes and 1.70 dscm (60 dscf). The probe and filter holder shall be operated without heaters. NR 440.47(4)(b)2.2. Method 2 shall be used to determine the ventilation volumetric flow rate. NR 440.47(4)(c)(c) The owner or operator may use the following as alternatives to the reference methods and procedures specified in this subsection: NR 440.47(5)(a)(a) The factor 6.5 shall be used in place of “annual asset guidelines repair allowance percentage,” to determine whether a capital expenditure as defined by in s. NR 440.02 has been made to an existing facility. NR 440.47(5)(b)(b) For purposes of this chapter, the following physical changes or changes in the method of operation may not by themselves be considered a modification of any existing facility described under sub. (1) (a): NR 440.47(5)(b)1.1. The addition of gravity loadout spouts to existing grain storage or grain transfer bins. NR 440.47(5)(b)3.3. Replacement of motor and drive units driving existing grain handling equipment. NR 440.47(5)(b)4.4. The installation of permanent storage capacity with no increase in hourly grain handling capacity. (4), Register, July, 1993, No. 451, eff. 8-1-93. NR 440.48NR 440.48 Surface coating of metal furniture. NR 440.48(1)(1) Applicability and designation of affected facility. NR 440.48(1)(a)(a) The affected facility to which the provisions of this section apply is each metal furniture surface coating operation in which organic coatings are applied. NR 440.48(1)(b)(b) This section applies to each affected facility identified in par. (a) on which construction, modification or reconstruction is commenced after November 28, 1980. NR 440.48(1)(c)(c) Any owner or operator of a metal furniture surface coating operation that uses less than 3,842 liters of coating (as applied) per year and keeps purchase or inventory records or other data necessary to substantiate annual coating usage shall be exempt from all other provisions of this section. These records shall be maintained at the source for a period of at least 2 years. NR 440.48(2)(a)(a) As used in this section, terms not defined in this paragraph have the meanings given in s. NR 440.02. NR 440.48(2)(a)1.1. “Bake oven” means a device which uses heat to dry or cure coatings. NR 440.48(2)(a)2.2. “Dip coating” means a method of applying coatings in which the part is submerged in a tank filled with the coatings. NR 440.48(2)(a)3.3. “Electrodeposition” or “EDP” means a method of applying coatings in which the part is submerged in a tank filled with the coatings and in which an electrical potential is used to enhance deposition of the coatings on the part. NR 440.48(2)(a)4.4. “Electrostatic spray application” means a spray application method that uses an electrical potential to increase the transfer efficiency of the coatings. NR 440.48(2)(a)5.5. “Flashoff area” means the portion of a surface coating operation between the coating application area and bake oven. NR 440.48(2)(a)6.6. “Flow coating” means a method of applying coatings in which the part is carried through a chamber containing numerous nozzles which direct unatomized streams of coatings from many different angles onto the surface of the part. NR 440.48(2)(a)7.7. “Organic coating” means any coating used in a surface coating operation, including dilution solvents, from which volatile organic compound emissions occur during the application or the curing process. For the purpose of this section, powder coatings are not included in this definition. NR 440.48(2)(a)8.8. “Powder coating” means any surface coating which is applied as a dry powder and is fused into a continuous coating film through the use of heat. NR 440.48(2)(a)9.9. “Spray application” means a method of applying coatings by atomizing and directing the atomized spray toward the part to be coated. NR 440.48(2)(a)10.10. “Surface coating operation” means the system on a metal furniture surface coating line used to apply and dry or cure an organic coating on the surface of the metal furniture part or product. The surface coating operation may be a prime coat or a topcoat operation and includes the coating application station or stations, flashoff area and curing oven. NR 440.48(2)(a)11.11. “Transfer efficiency” means the ratio of the amount of coating solids deposited onto the surface of a part or product to the total amount of coating solids used. NR 440.48(2)(a)12.12. “VOC content” means the proportion of a coating that is volatile organic compounds (VOCs), expressed as kilograms of VOCs per liter of coating solids. NR 440.48(2)(a)13.13. “VOC emissions” means the mass of volatile organic compounds (VOCs), expressed as kilograms of VOCs per liter of applied coating solids, emitted from a metal furniture surface coating operation. NR 440.48(2)(b)(b) As used in this section, symbols not defined in this paragraph have the meanings given in s. NR 440.03. NR 440.48(2)(b)1.1. Ca is the VOC concentration in each gas stream leaving the control device and entering the atmosphere (parts per million by volume, as carbon). NR 440.48(2)(b)2.2. Cb is the VOC concentration in each gas stream entering the control device (parts per million by volume, as carbon). NR 440.48(2)(b)3.3. Cf is the VOC concentration in each gas stream emitted directly to the atmosphere (parts per million by volume, as carbon). NR 440.48(2)(b)4.4. Dc is the density of each coating, as received (kilograms per liter). NR 440.48(2)(b)5.5. Dd is the density of each diluent VOC solvent (kilograms per liter). NR 440.48(2)(b)6.6. Dr is the density of VOC solvent recovered by an emission control device (kilograms per liter). NR 440.48(2)(b)7.7. E is the VOC destruction efficiency of the control device (fraction). NR 440.48(2)(b)8.8. F is the proportion of total VOCs emitted by an affected facility that enters the control device (fraction). NR 440.48(2)(b)9.9. G is the volume-weighted average mass of VOCs in coatings consumed in a calendar month per unit volume of coating solids applied (kilograms per liter). NR 440.48(2)(b)11.11. Ld is the volume of each diluent VOC solvent added to coatings (liters). NR 440.48(2)(b)12.12. Lr is the volume of VOC solvent recovered by an emission control device (liters).
