Authority and applicability. Pursuant to authority under ss.
46.056 (1) and
227.11 (2), Stats., the department adopts this chapter as the procedures governing complaints by inmates pertaining to the Wisconsin Resource Center.

DHS 97.03(1)(b)
(b) “DCTS administrator” means the administrator of the department's division of care and treatment services.
DHS 97.03(1)(d)
(d) “Wisconsin Resource Center" or “WRC" means the state prison established pursuant to s.
46.056, Stats., and administered by the department.

(2) Notwithstanding s.
DOC 310.03, the following terms, when used in ch.
DOC 310 in connection with processing WRC inmate complaints under this chapter, have the meanings given below:
DHS 97.03(2)(a)
(a) “Appropriate reviewing authority" means the director of WRC or that person's designee.
DHS 97.03(2)(c)
(c) “Director" means the director of the WRC or that person's designee.
DHS 97.03(2)(d)
(d) “Institution complaint examiner" means the person assigned by the director of WRC to investigate complaints filed by inmates.

For complaints pertaining to WRC, the provisions of ch.
DOC 310 apply, except as provided in sub.
(2).
DHS 97.04(2)(b)
(b) The CCE shall send a copy of his or her recommendation under s.
DOC 310.12 to the DCTS administrator, and the DCTS administrator or designee may make a recommendation to the secretary of corrections.
