149.39 Head start supplement. From the appropriation under s. 20.255
220.437 (2) (eh), the state superintendent secretary shall distribute funds to
3agencies determined by the state superintendent secretary to be eligible for
4designation as head start agencies under 42 USC 9836 to provide comprehensive
5health, educational, nutritional, social, and other services to economically
6disadvantaged children and their families. The state superintendent secretary
7shall distribute the funds in a manner consistent with 42 USC 9831 to 9852 except
8that there is no matching fund requirement. The state superintendent secretary
9shall give preference in funding under this section to agencies that are receiving
10federal funds under 42 USC 9831 to 9852 and to agencies that operate full-time or
11early head start programs. Funds distributed under this section may be used to
12match available federal funds under 42 USC 9831 to 9852 only if the funds are used
13to secure additional federal funds for the purposes under this section.

21experts to provide consultation, training, mentoring, and coaching.

AB50,1001,2323(e) Assistance programs for pupils and families.
AB50,1001,2424(f) Mental health navigators.

1(g) Mental health system planning.
AB50,1002,22(h) Translator and interpreter services.
AB50,1002,43(i) School-employed mental health professionals who are accessible to all
4pupils and for whom a reimbursement is not made under s. 115.364 (2) (a).
AB50,1002,65(j) Setting up spaces and purchasing equipment suitable for mental health
6telehealth service delivery.
AB50,1002,87(k) Projects designed to assist minors experiencing problems resulting from
8the use of alcohol or other drugs or to prevent alcohol or other drug use by minors.
AB50,1002,99(L) Telehealth services, as defined in s. 440.01 (1) (hm).
AB50,1002,1010(2) The following costs are ineligible for reimbursement under sub. (1):
AB50,1002,1111(a) Payments for direct treatment services or insurance deductibles.

AB50,1002,1313(c) Staff salaries for positions that are not related to pupil mental health.

16school board or operator of an independent charter school under sub. (1) may not

AB50,1004,1615(b) Literacy tutoring means tutoring that includes science-based early
16reading instruction and does not include 3-cueing.
AB50,1004,1817(c) Science-based early reading instruction has the meaning given in s.
18118.015 (1c) (b).
AB50,1004,1919(d) Three-cueing has the meaning given in s. 118.015 (1c) (c).
AB50,1004,2420(2) The department shall establish and implement a competitive grant
21program to award grants to community-based nonprofit organizations for the
22purpose of providing literacy tutoring, including high-dosage literacy tutoring, to
23pupils in 5-year-old kindergarten to grade 3 who have not yet demonstrated the
24ability to read at grade level.
