The person enrolls in a district school and provides the district board with 7proof that the person has filed or will file an application for lawful permanent 8resident status with the U.S. citizenship and immigration services as soon as the 9person is eligible to do so. SB45-SSA2-SA3,17,111138.22 (6) (g) Any person who meets all of the following requirements: SB45-SSA2-SA3,17,14121. The person is a member of a federally recognized American Indian tribe or 13band in this state or is a member of a federally recognized tribe in Minnesota, 14Illinois, Iowa, or Michigan. SB45-SSA2-SA3,17,18152. The person has resided in Wisconsin, Minnesota, Illinois, Iowa, or 16Michigan, or in any combination of these states, for at least 12 months immediately 17preceding the beginning of any semester or session in which the person enrolls in a 18district school. SB45-SSA2-SA3,17,232038.24 (5m) Fee remission for certain tribal members. (a) Subject to pars. 21(b) and (c), the district board shall grant full remission of program fees under sub. 22(1m) (a) to (c) and incidental fees under s. 38.14 (9) to any student enrolled in a 23district school who is all of the following: SB45-SSA2-SA3,18,2

(a) for 128 credits or 8 6semesters, whichever is longer. SB45-SSA2-SA3,18,87(c) A student is eligible for remission of fees under par. (a) only if the student 8maintains a cumulative grade point average of at least 2.0. SB45-SSA2-SA3,18,151038.24 (5r) Fee remission for student teachers. (a) In this subsection, 11“student teacher” means an individual enrolled in a district school who is a resident 12of this state, as determined according to the procedures established under s. 38.22 13(4) (a), and who is participating in the student teaching component of an educator 14preparatory program approved by the state superintendent of public instruction 15under s. 115.28 (7) (a). In consultation with the department of health 6services, the board shall establish a program for awarding to no more than 15 7students at the school an annual scholarship, including a stipend, equal to $30,000 8for each year of a student’s enrollment or dental general practice residency but not 9exceeding 4 years. The board shall pay the scholarships from the appropriation 10account under s. 20.235 (1) (dg). From the appropriation account under s. 20.235 11(1) (dg), the board shall also provide the school $350,000 annually for the 12development and operation of programs to support the recruitment and training of 13students in rural dentistry. SB45-SSA2-SA3,22,65(e) “Parkinson’s disease registry” means the Parkinson’s disease registry 6established and maintained by the Population Health Institute under s. 36.47 (3). SB45-SSA2-SA3,22,97(f) “Population Health Institute” means the Population Health Institute, or 8its successor, at the University of Wisconsin-Madison School of Medicine and Public 9Health. SB45-SSA2-SA3,22,1710(2) Reporting required. Beginning on the first day of the 25th month 11beginning after the effective date of this subsection .... [LRB inserts date], if a 12health care provider diagnoses a patient with Parkinson’s disease or a 13parkinsonism in this state or, for a health care provider who has primary 14responsibility for treating a patient’s Parkinson’s disease or parkinsonism, treats a 15patient’s Parkinson’s disease or parkinsonism in this state, that health care 16provider or the health care facility that employs or contracts with the health care 17provider shall do all of the following: SB45-SSA2-SA3,22,1818(a) Offer the patient the opportunity to do all of the following: SB45-SSA2-SA3,22,20191. Review any informational materials developed by the Population Health 20Institute about the Parkinson’s disease registry. SB45-SSA2-SA3,22,22212. Speak with and ask questions of their health care provider about the 22Parkinson’s disease registry. SB45-SSA2-SA3,22,24233. Affirmatively decline, in writing, to participate in the collection of data for 24purposes of the Parkinson’s disease registry. SB45-SSA2-SA3,23,3

(d), report the information specified in the list 2under s. 36.47 (3) (d) about the patient’s case to the Population Health Institute in 3the format prescribed by the Population Health Institute under s. 36.47 (3) (c). SB45-SSA2-SA3,23,54(c) Notify the patient orally and in writing about the reporting requirement 5under par. (b). SB45-SSA2-SA3,23,106(d) If the patient affirmatively declines in writing to participate in the 7collection of data for purposes of the Parkinson’s disease registry, report only the 8incident of the patient’s Parkinson’s disease or parkinsonism to the Population 9Health Institute in the format prescribed by the Population Health Institute under 10s. 36.47 (3) (c). SB45-SSA2-SA3,23,1811(3) Confidentiality. Any information reported to the Population Health 12Institute under sub. (2) that could identify an individual who is the subject of the 13report or a health care provider submitting the report is confidential. Confidential 14information obtained or reported in compliance with sub. (2) is not available for 15subpoena and may not be disclosed, discoverable, or compelled to be produced in any 16civil, criminal, administrative, or other proceeding. Confidential information 17obtained or reported in compliance with sub. (2) is not admissible as evidence in any 18civil, criminal, administrative, or other tribunal or court for any reason. SB45-SSA2-SA3,23,2219(4) Responsibility. A health care facility that employs or contracts with a 20health care provider diagnosing a patient with, or treating a patient with, 21Parkinson’s disease or a parkinsonism is ultimately responsible for meeting the 22requirements under sub. The Board of Regents of the 11University of Wisconsin System shall submit to the administrator of the division of 12personnel management in the department of administration, with its 13recommendations for adjustments to compensation and employee benefits for 14employees of the system under s. 230.12 (3) (e) 1. for the 2025-27 fiscal biennium, a 15plan to provide paid sick leave benefits to temporary employees of the system. The 16plan shall provide sick leave benefits at the same rate such benefits are provided to 17permanent and project employees of the system. SB45-SSA2-SA3,26,652. “MIA Recovery Project” means the University of Wisconsin Missing-in-6Action Recovery and Identification Project. SB45-SSA2-SA3,26,107(d) From the appropriation under s. 20.285 (1) (a), the board shall provide 8$500,000 in funding in each fiscal year of the 2025-27 fiscal biennium for the MIA 9Recovery Project to perform a mission for the recovery and identification of 10Wisconsin veterans who are missing in action. SB45-SSA2-SA3,26,1611(e) The MIA Recovery Project, acting through its representative, shall submit 12at the conclusion of the mission for which the funds were expended, to the board, 13the joint committee on finance, the standing committees of each house of the 14legislature dealing with veterans matters, the governor, the department of veterans 15affairs, and the department of military affairs, a report on the mission’s findings 16and an accounting of expenditures for the mission.
