6services, the board shall establish a program for awarding to no more than 15
7students at the school an annual scholarship, including a stipend, equal to $30,000
8for each year of a students enrollment or dental general practice residency but not
9exceeding 4 years. The board shall pay the scholarships from the appropriation
10account under s. 20.235 (1) (dg). From the appropriation account under s. 20.235
11(1) (dg), the board shall also provide the school $350,000 annually for the
12development and operation of programs to support the recruitment and training of
13students in rural dentistry.

7by rules of the administrator, except that unused sick leave shall accumulate from

9date], employees appointed under s. 230.26 (1) shall accrue leave of absence with
10pay owing to sickness at the same rate as permanent and project state employees,
11and such leave shall be prorated if the employee works less than full-time. After
12July 1, 1973, employees appointed to career executive positions under the program
13established under s. 230.24 or positions designated in s. 19.42 (10) (L) or 20.923 (4),
14(7), (8), and (9) or authorized under s. 230.08 (2) (e) shall have any unused sick leave
15credits restored if they are reemployed in a career executive position or in a position
16under s. 19.42 (10) (L) or 20.923 (4), (7), (8), and (9) or authorized under s. 230.08 (2)
17(e), regardless of the duration of their absence. Restoration of unused sick leave
18credits if reemployment is to a position other than those specified above shall be in
19accordance with rules of the administrator.
SB45-SSA2-SA3,5320Section 53. 255.18 of the statutes is created to read:

SB45-SSA2-SA3,22,65(e) Parkinsons disease registry means the Parkinsons disease registry
6established and maintained by the Population Health Institute under s. 36.47 (3).
SB45-SSA2-SA3,22,97(f) Population Health Institute means the Population Health Institute, or
8its successor, at the University of Wisconsin-Madison School of Medicine and Public
9Health.
SB45-SSA2-SA3,22,1710(2) Reporting required. Beginning on the first day of the 25th month
11beginning after the effective date of this subsection .... [LRB inserts date], if a
12health care provider diagnoses a patient with Parkinsons disease or a
13parkinsonism in this state or, for a health care provider who has primary
14responsibility for treating a patients Parkinsons disease or parkinsonism, treats a
15patients Parkinsons disease or parkinsonism in this state, that health care
16provider or the health care facility that employs or contracts with the health care
17provider shall do all of the following:

20Institute about the Parkinsons disease registry.

SB45-SSA2-SA3,22,24233. Affirmatively decline, in writing, to participate in the collection of data for
24purposes of the Parkinsons disease registry.

1(b) Except as provided in par. (d), report the information specified in the list
2under s. 36.47 (3) (d) about the patients case to the Population Health Institute in
3the format prescribed by the Population Health Institute under s. 36.47 (3) (c).
SB45-SSA2-SA3,23,54(c) Notify the patient orally and in writing about the reporting requirement
5under par. (b).
SB45-SSA2-SA3,23,106(d) If the patient affirmatively declines in writing to participate in the
7collection of data for purposes of the Parkinsons disease registry, report only the
8incident of the patients Parkinsons disease or parkinsonism to the Population
9Health Institute in the format prescribed by the Population Health Institute under
10s. 36.47 (3) (c).
SB45-SSA2-SA3,23,1811(3) Confidentiality. Any information reported to the Population Health
12Institute under sub. (2) that could identify an individual who is the subject of the
13report or a health care provider submitting the report is confidential. Confidential
14information obtained or reported in compliance with sub. (2) is not available for
15subpoena and may not be disclosed, discoverable, or compelled to be produced in any
16civil, criminal, administrative, or other proceeding. Confidential information
17obtained or reported in compliance with sub. (2) is not admissible as evidence in any
18civil, criminal, administrative, or other tribunal or court for any reason.
SB45-SSA2-SA3,23,2219(4) Responsibility. A health care facility that employs or contracts with a
20health care provider diagnosing a patient with, or treating a patient with,
21Parkinsons disease or a parkinsonism is ultimately responsible for meeting the
22requirements under sub. (2)..

11University of Wisconsin System shall submit to the administrator of the division of
12personnel management in the department of administration, with its
13recommendations for adjustments to compensation and employee benefits for
14employees of the system under s. 230.12 (3) (e) 1. for the 2025-27 fiscal biennium, a
15plan to provide paid sick leave benefits to temporary employees of the system. The
16plan shall provide sick leave benefits at the same rate such benefits are provided to
17permanent and project employees of the system.
SB45-SSA2-SA3,24,1818(3) Funding allocations for certain programs and initiatives.
SB45-SSA2-SA3,24,1919(a) In this subsection:
SB45-SSA2-SA3,24,20201. Board means the Board of Regents of the system.
SB45-SSA2-SA3,24,21212. System means the University of Wisconsin System.
SB45-SSA2-SA3,24,2322(b) From the appropriation under s. 20.285 (1) (a), the board shall allocate at
23least the following amounts for the following purposes:
SB45-SSA2-SA3,25,2241. In fiscal year 2025-26, $1,209,500, and in fiscal year 2026-27, $1,612,500, to

1increase assistance to veterans and military personnel enrolled in the system and
2to their families.
SB45-SSA2-SA3,25,532. In each fiscal year of the 2025-27 fiscal biennium, $1,001,500, for the
4program under s. 36.61, including any extension of program eligibility to additional
5health care providers, as defined in s. 36.61 (1) (b).
SB45-SSA2-SA3,25,763. In each fiscal year of the 2025-27 fiscal biennium, $500,000, to establish or
7continue foster youth programming for eligible students enrolled in the system.
SB45-SSA2-SA3,25,1184. In each fiscal year of the 2025-27 fiscal biennium, $300,000, for the
9University of WisconsinMadisons UniverCity Alliance program that leverages the
10universitys academic and research resources to address challenges faced by urban
11areas.
SB45-SSA2-SA3,25,14125. In each fiscal year of the 2025-27 fiscal biennium, $1,000,000, to support
13journalism programs and fellowships for students and graduates of journalism
14programs at system institutions.
SB45-SSA2-SA3,25,18156. In each fiscal year of the 2025-27 fiscal biennium, $250,000, for the system
16to provide education, training, research, and technical assistance to support small
17businesses and entrepreneurs, economic development practitioners, and
18communities in the development of entrepreneurial activity in rural Wisconsin.
SB45-SSA2-SA3,25,2319(4) Grant to the Institute for Healthy Aging. From the appropriation
20under s. 20.285 (1) (a), the Board of Regents of the University of Wisconsin System
21shall award a grant of $450,000 in each fiscal year of the 2025-27 fiscal biennium to
22the Institute for Healthy Aging to support programs in fall prevention and recovery
23training.

1(5) Funding for the University of Wisconsin Missing-in-Action
2Recovery and Identification Project.
SB45-SSA2-SA3,26,33(c) In this subsection:
SB45-SSA2-SA3,26,441. Board means the Board of Regents of the University of Wisconsin System.
SB45-SSA2-SA3,26,652. MIA Recovery Project means the University of Wisconsin Missing-in-
6Action Recovery and Identification Project.
SB45-SSA2-SA3,26,107(d) From the appropriation under s. 20.285 (1) (a), the board shall provide
8$500,000 in funding in each fiscal year of the 2025-27 fiscal biennium for the MIA
9Recovery Project to perform a mission for the recovery and identification of
10Wisconsin veterans who are missing in action.
SB45-SSA2-SA3,26,1611(e) The MIA Recovery Project, acting through its representative, shall submit
12at the conclusion of the mission for which the funds were expended, to the board,
13the joint committee on finance, the standing committees of each house of the
14legislature dealing with veterans matters, the governor, the department of veterans
15affairs, and the department of military affairs, a report on the missions findings
16and an accounting of expenditures for the mission.
SB45-SSA2-SA3,26,2117(6) Funding allocation for a statewide Parkinsons disease registry.
18From the appropriation under s. 20.285 (1) (a), the Board of Regents of the
19University of Wisconsin System shall allocate in fiscal year 2025-26, at least
20$3,900,000, and in fiscal year 2026-27, at least $2,400,000, to establish the
21statewide Parkinsons disease registry under s. 36.47.
