AB50-ASA2,254,2217(d) 1. Each academic department in an institution may designate one 18individual to serve as the chairperson of the department. The duties of the 19chairperson shall be determined by the chancellor of the institution to which the 20individual is assigned. The teaching responsibilities under par. (c) may be reduced 21for the department chairperson commensurate with the individual’s duties as 22chairperson. AB50-ASA2,255,6232. An institution may assign administrative duties to instructional employees 24other than the chairperson of a department and may designate these instructional
1employees as having these administrative duties, but the institution may not 2designate more than 10 percent of either faculty or instructional academic staff as 3having administrative duties. The teaching responsibilities under par. (c) may be 4reduced for instructional employees designated as having administrative duties to 5the extent the reduction is approved by the joint committee on employment 6relations no later than January 31, 2026. AB50-ASA2,255,87(e) 1. In this paragraph, “buyout” means replacing general purpose revenue 8or program revenue funding for a position with funding from other revenue sources. AB50-ASA2,255,1492. The board may develop a buyout policy under which the number of credit 10hours that an instructional employee is required to teach under par. (c) may be 11reduced by reducing in the same proportion the portion of the instructional 12employee’s compensation, including salary and benefits, funded from general 13purpose revenue or program revenue and replacing it with compensation funded 14from other revenue sources. AB50-ASA2,255,2015(f) 1. Subject to subds. 2. to 4., the board may adopt guidelines, consistent 16with the provisions of this subsection that provide additional details relevant to the 17requirements under this subsection, or that present exceptions for reasonably 18justified circumstances, but only if, no later than December 1, 2025, the board 19submits to the joint committee on employment relations the proposed guidelines for 20legislative review. AB50-ASA2,256,2212. In the proposed guidelines submitted under subd. 1., the board may 22propose exceptions to the requirements under par. (c) or other requirements under 23this subsection. If the joint committee on employment relations approves these
1exceptions prior to January 31, 2026, the board may adopt and implement the 2exceptions and incorporate the approved exceptions into its guidelines. AB50-ASA2,256,733. In the proposed guidelines submitted under subd. 1., the board may 4propose exceptions to any required methodology for the buyout policy under par. (e). 5If the joint committee on employment relations approves these exceptions prior to 6January 31, 2026, the board may adopt and implement the exceptions and 7incorporate the approved exceptions into its guidelines. To the extent applicable, the board’s submission under subd. 1. shall 9include any request for a reduction in teaching responsibilities for instructional 10employees designated as having administrative duties under par. (d) 2. AB50-ASA2,256,1211(g) Annually, the board shall report to the appropriate standing committees of 12the legislature under s. 13.172 (3) all of the following information: AB50-ASA2,256,14131. The total credit hours taught by faculty and instructional academic staff, 14grouped according to the following factors: AB50-ASA2,256,1515a. Classification as faculty or instructional academic staff. AB50-ASA2,256,1616b. Institution to which the employee is assigned. AB50-ASA2,256,1817c. Whether the employee has a full-time appointment and, if not, the extent of 18the part-time appointment. AB50-ASA2,256,1919d. Each funding source and the amount of funding from each source. AB50-ASA2,256,21202. The percentage of teaching staff at each institution meeting the full 21workload requirements under this subsection. AB50-ASA2,256,2322(h) In its report under s. 13.94 (1) (t), the legislative audit bureau shall 23evaluate the board’s compliance with the requirements under this subsection. AB50-ASA2,257,1310(b) Except as provided in and pars. (c) and (d), beginning on September 1, 112026, each full-time instructor shall teach no fewer than 24 credit hours per 12academic year and, if the instructor is employed on a 12-month contract, an 13additional 6 credit hours during the summer. AB50-ASA2,14018Section 140. 38.16 (3) (a) 2w. of the statutes is amended to read: AB50-ASA2,259,221938.16 (3) (a) 2w. “Revenue” means the sum of the tax levy, property tax relief 20aid under subs. (4) and (5), amounts under s. 79.0965, and payments received under 21s. 79.096, not including a payment received under s. 79.096 (3) or 79.0965 (3) for a 22tax incremental district that has been terminated. AB50-ASA2,14123Section 141. 41.152 of the statutes is created to read: AB50-ASA2,260,42441.152 Film production tax credits. (1) The state film office shall
1implement a program to accredit productions and certify expenses for purposes of 2ss. 71.07 (5f) and (5h), 71.28 (5f) and (5h), and 71.47 (5f) and (5h). Application for 3accreditation or certification shall be made to the office in each taxable year for 4which accreditation or certification is desired. AB50-ASA2,260,165(2) If the state film office accredits a production under sub. (1), the office shall 6determine the amount of the production’s production expenditures, as defined in s. 771.07 (5f) (a) 4. The state film office shall not issue an accreditation or certification 8under sub. (1) without first receiving written confirmation from the applicant that 9the applicant has retained a certified public accountant located in this state to 10conduct periodic audits to ensure compliance with this section and ss. 71.07 (5f) and 11(5h), 71.28 (5f) and (5h), and 71.47 (5f) and (5h), as prescribed by rule by the office. 12An entity applying for a tax credit under s. 71.07 (5f), 71.28 (5f), or 71.47 (5f) that 13does not have its commercial domicile in this state shall indicate that on its 14application along with the amount of production expenditures it anticipates 15spending in this state and the amount of expenditures, if any, it anticipates 16spending in another state on the same production. AB50-ASA2,261,217(3) The state film office shall notify the department of revenue of every 18production accredited under sub. (1), the amount of the production’s production 19expenditures, as defined in s. 71.07 (5f) (a) 4., every certification issued under sub. 20(1), and the amount of the tax credits under ss. 71.07 (5f) and (5h), 71.28 (5f) and 21(5h), and 71.47 (5f) and (5h) allocated to the applicant for the taxable year for which 22the applicant’s claim relates. The state film office shall notify the department of
1revenue under this subsection no later than 30 days after allocating tax credits to 2an applicant. AB50-ASA2,261,63(4) The state film office may not allocate more than $5,000,000 in tax credits 4under ss. 71.07 (5f) and (5h), 71.28 (5f) and (5h), and 71.47 (5f) and (5h) in each 5fiscal year and no more than $1,000,000 in tax credits to any single applicant in 6each fiscal year. AB50-ASA2,261,117(5) Each applicant who produces an accredited production, as defined in s. 871.07 (5f) (a) 1., that is eligible for a tax credit under s. 71.07 (5f), 71.28 (5f), or 971.47 (5f) shall include in the finished production an acknowledgment to the state 10of Wisconsin and the state film office as designed by the state film office, including 11a logo designed by the state film office. AB50-ASA2,261,1812(6) Annually, beginning in 2027, the state film office shall prepare a report 13specifying the number of persons who submitted tax credit applications in the 14previous year and the amount of the tax credits allocated to each such applicant. 15The report shall also provide recommendations and suggestions on improving the 16efficiency of the program implemented under this section. The office shall submit 17the report to the legislature, in the manner provided under s. 13.172 (2), no later 18than April 30 each year. AB50-ASA2,261,1919(7) The department shall promulgate rules to administer this section. AB50-ASA2,14220Section 142. 45.41 (5) of the statutes is amended to read: AB50-ASA2,261,232145.41 (5) From the appropriation under s. 20.485 (2) (vs), the department may 22annually grant up to $75,000 $100,000 to the Wisconsin department of the 23American Legion for the operation of Camp American Legion. 1Section 143. 45.82 (2) of the statutes is amended to read: AB50-ASA2,262,13245.82 (2) The department of veterans affairs shall award a grant annually to 3a county that meets the standards developed under this section if the county 4executive, administrator, or administrative coordinator certifies to the department 5that it employs a county veterans service officer who, if chosen after April 15, 2015, 6is elected or appointed under s. 45.80 (1). A grant for $11,688 $12,300 shall be 7awarded for a county with a population of less than 20,000, a grant for $13,750 8$14,400 shall be awarded for a county with a population of 20,000 to 45,499, a grant 9for $15,813 $16,600 shall be awarded for a county with a population of 45,500 to 1074,999, and a grant for $17,875 $18,800 shall be awarded for a county with a 11population of 75,000 or more. The department of veterans affairs shall use the most 12recent Wisconsin official population estimates prepared by the demographic 13services center when making grants under this subsection. AB50-ASA2,14414Section 144. 45.82 (3) of the statutes is repealed. AB50-ASA2,14515Section 145. 45.82 (4) of the statutes is amended to read: AB50-ASA2,263,21645.82 (4) The department shall provide grants to the governing bodies of 17federally recognized American Indian tribes and bands from the appropriation 18under s. 20.485 (2) (km) or (vu) if that governing body enters into an agreement 19with the department regarding the creation, goals, and objectives of a tribal 20veterans service officer, appoints a veteran to act as a tribal veterans service officer, 21and gives that veteran duties similar to the duties described in s. 45.80 (5), except 22that the veteran shall report to the governing body of the tribe or band. The 23department may make in an amount not to exceed $20,625 $21,700 per grant
1annual grants under this subsection and shall promulgate rules to implement this 2subsection. (1) In this section, “national 5crisis hotline” means the telephone or text access number “988,” or its successor, 6that is maintained under the federally administered program under 42 USC 290bb-736c. AB50-ASA2,263,108(2) The department shall award grants to organizations that provide crisis 9intervention services and crisis care coordination to individuals who contact the 10national crisis hotline from anywhere within this state. AB50-ASA2,14711Section 147. 46.548 of the statutes is created to read: AB50-ASA2,263,141246.548 Regional referral hospital support payment; Waukesha 13County. (1) Definition. In this section, “eligible hospital” means a hospital that 14meets all of the following criteria: AB50-ASA2,263,1515(a) The hospital is located in Waukesha County. AB50-ASA2,263,1616(b) The hospital is certified under s. 50.35. AB50-ASA2,263,1717(c) The hospital has 300 or more licensed acute care beds. AB50-ASA2,263,1818(d) The hospital is privately owned and operated as a nonprofit. AB50-ASA2,263,2019(e) The hospital serves as a regional referral center providing tertiary-level 20care to residents of multiple counties. AB50-ASA2,263,2221(f) The hospital provides specialized services in at least 3 of the following 22areas: AB50-ASA2,263,23231. Cardiology. AB50-ASA2,264,1
13. Orthopedic surgery. AB50-ASA2,264,224. Obstetrics with neonatal intensive care. AB50-ASA2,264,335. Behavioral health. AB50-ASA2,264,74(2) State supplemental payment. Beginning in fiscal year 2025-26 and 5annually thereafter, the department shall, from the appropriation under s. 20.435 6(1) (be), make a payment in the amount appropriated under s. 20.435 (1) (be) for the 7fiscal year in which the payment is made to each eligible hospital under this section. AB50-ASA2,264,98(3) Use of funds. A hospital receiving a payment under this section may use 9the funds for any of the following expenses: AB50-ASA2,264,1010(a) Staffing and equipment for specialty services with high regional demand. AB50-ASA2,264,1111(b) Capital upgrades that expand access to intensive or specialty care. AB50-ASA2,264,1312(c) Support for complex patient discharge planning and community care 13coordination. AB50-ASA2,264,1514(d) Programs that improve outcomes for patients with dementia, chronic 15disease, or behavioral health conditions. AB50-ASA2,264,1816(4) Reporting requirements. Each hospital receiving a payment under this 17section shall submit an annual report to the department that includes all of the 18following information: AB50-ASA2,264,1919(a) A summary of how funds were used. AB50-ASA2,264,2120(b) The number and type of patients served through services supported by the 21use of funds under sub. (3). AB50-ASA2,264,2322(c) An attestation that funds were not used to supplant other public or private 23reimbursements.
