AB50-ASA2-AA4,19 Section 19. 36.61 (5) (b) 1. of the statutes is amended to read:

AB50-ASA2-AA4,15,16 36.61 (5) (b) 1. The degree to which there is an extremely high need for medical care in the eligible practice area, health professional shortage area, or rural area in which an eligible applicant who is not a dental therapist, dental assistant, dental auxiliary, or dental hygienist desires to practice and the degree to which there is an extremely high need for dental care in the dental health shortage area or rural area in which an eligible applicant who is a dental therapist, dental assistant, dental auxiliary, or dental hygienist desires to practice.

AB50-ASA2-AA4,20 Section 20. 36.61 (8) (c) 3. of the statutes is amended to read:

AB50-ASA2-AA4,15,22 36.61 (8) (c) 3. Practice at a public or private nonprofit entity in a health professional shortage area, if the health care provider is not a dental therapist, dental assistant, dental auxiliary, or dental hygienist, or in a dental health shortage area, if the health care provider is a dental therapist, dental assistant, dental auxiliary, or dental hygienist.

AB50-ASA2-AA4,21 Section 21. 36.62 (2) of the statutes is amended to read:

AB50-ASA2-AA4,16,3 36.62 (2) Advise the board on the amount, up to $25,000 for health care providers other than medical assistants and up to $12,500 for medical assistants, to be repaid on behalf of each health care provider who participates in the health care provider loan assistance program under s. 36.61.

AB50-ASA2-AA4,9147 Section 9147. Nonstatutory provisions; University of Wisconsin System.

AB50-ASA2-AA4,16,11 (1) Funding allocation for health care provider loan program. From the appropriation under s. 20.285 (1) (a), the Board of Regents of the University of Wisconsin System shall allocate in each fiscal year of the 2025-27 fiscal biennium, at least $1,001,500, for the program under s. 36.61, including any extension of program eligibility to additional health care providers, as defined in s. 36.61 (1) (b).”.

AB50-ASA2-AA4,16,20 (b) From the appropriation under s. 20.285 (1) (a), the board shall allocate at least the following amounts for the following purposes:

AB50-ASA2-AA4,16,23 1. In fiscal year 2025-26, $1,209,500, and in fiscal year 2026-27, $1,612,500, to increase assistance to veterans and military personnel enrolled in the system and to their families.

AB50-ASA2-AA4,17,3 2. In each fiscal year of the 2025-27 fiscal biennium, $1,001,500, for the program under s. 36.61, including any extension of program eligibility to additional health care providers, as defined in s. 36.61 (1) (b).

AB50-ASA2-AA4,17,5 3. In each fiscal year of the 2025-27 fiscal biennium, $500,000, to establish or continue foster youth programming for eligible students enrolled in the system.

AB50-ASA2-AA4,17,9 4. In each fiscal year of the 2025-27 fiscal biennium, $300,000, for the University of Wisconsin–Madison’s UniverCity Alliance program that leverages the university’s academic and research resources to address challenges faced by urban areas.

AB50-ASA2-AA4,17,12 5. In each fiscal year of the 2025-27 fiscal biennium, $1,000,000, to support journalism programs and fellowships for students and graduates of journalism programs at system institutions.

AB50-ASA2-AA4,17,16 6. In each fiscal year of the 2025-27 fiscal biennium, $250,000, for the system to provide education, training, research, and technical assistance to support small businesses and entrepreneurs, economic development practitioners, and communities in the development of entrepreneurial activity in rural Wisconsin.

AB50-ASA2-AA4,17,17 (2) Grant to the Institute for Healthy Aging.

AB50-ASA2-AA4,17,21 (a) From the appropriation under s. 20.285 (1) (a), the Board of Regents of the University of Wisconsin System shall award a grant of $450,000 in each fiscal year of the 2025-27 fiscal biennium to the Institute for Healthy Aging to support programs in fall prevention and recovery training.”.

AB50-ASA2-AA4,18,7 36.27 (3g) Fee remission for certain tribal members. (a) Subject to pars. (b) and (c), the board shall grant full remission of academic fees and segregated fees to any student enrolled in the system who is all of the following:

AB50-ASA2-AA4,18,8 1. A bona fide resident of this state, as determined under sub. (2).

AB50-ASA2-AA4,18,10 2. An enrolled member of a federally recognized American Indian tribe in this state.

AB50-ASA2-AA4,18,12 (b) A student is eligible for remission of fees under par. (a) for 128 credits or 8 semesters, whichever is longer.

AB50-ASA2-AA4,18,14 (c) A student is eligible for remission of fees under par. (a) only if the student maintains a cumulative grade point average of at least 2.0.

AB50-ASA2-AA4,18,16 (b) The board shall grant full remission of academic fees to student teachers during their semester of student teaching.

AB50-ASA2-AA4,24 Section 24. 36.27 (3p) (a) 1r. g. of the statutes is created to read:

AB50-ASA2-AA4,18,19 36.27 (3p) (a) 1r. g. The person meets the criteria described under s. 45.01 (12) (fm).

AB50-ASA2-AA4,20,7 (1) Fee remission for certain tribal members. The treatment of s. 36.27 (3g) first applies to students who enroll for the semester or session following the effective date of this subsection.

AB50-ASA2-AA4,20,10 (2) Fee remission for student teachers. The treatment of s. 36.27 (3q) first applies to individuals who commence student teaching in the first semester that begins after the effective date of this subsection.”.

AB50-ASA2-AA4,21,7 2. The person was continuously present in this state for at least 3 years following the first day of attending a high school in this state or immediately preceding receipt of a declaration of equivalency of high school graduation.

AB50-ASA2-AA4,21,11 3. The person enrolls in an institution and provides that institution with proof that the person has filed or will file an application for lawful permanent resident status with the U.S. citizenship and immigration services as soon as the person is eligible to do so.

AB50-ASA2-AA4,9347 Section 9347. Initial applicability; University of Wisconsin System.

AB50-ASA2-AA4,21,15 (1) Nonresident tuition exemption for certain tribal members. The treatment of s. 36.27 (2) (ar) first applies to students who enroll for the semester or session following the effective date of this subsection.

AB50-ASA2-AA4,21,18 (2) Nonresident tuition exemption for certain undocumented individuals. The treatment of s. 36.27 (2) (cr) first applies to persons who enroll for the semester or session following the effective date of this subsection.”.

AB50-ASA2-AA4,21,19 19. At the appropriate places, insert all of the following:

AB50-ASA2-AA4,21,20 “Section 34. 36.47 of the statutes is created to read:

AB50-ASA2-AA4,21,21 36.47 Parkinson’s disease registry. (1) Definitions. In this section:

AB50-ASA2-AA4,21,23 (a) “Department” means the Population Health Institute, or its successor, at the University of Wisconsin-Madison School of Medicine and Public Health.

AB50-ASA2-AA4,22,1 (a) “Health care facility” has the meaning given in s. 155.01 (6).

AB50-ASA2-AA4,22,3 (b) “Health care provider” means a physician, surgeon, physician assistant, or nurse practitioner.

AB50-ASA2-AA4,22,9 (c) “Parkinsonism” means a condition that causes a combination of the movement abnormalities seen in Parkinson’s disease, including tremor at rest, slow movements, muscle rigidity, stooped posture, or unsteady or shuffling gait, which often overlap with and can evolve from what appears to be Parkinson’s disease. “Parkinsonism” includes multiple system atrophy, dementia with Lewy bodies, corticobasal degeneration, and progressive supranuclear palsy.

AB50-ASA2-AA4,22,14 (d) “Parkinson’s disease” means a chronic and progressive neurologic disorder resulting from deficiency of the neurotransmitter dopamine as the consequence of specific degenerative changes in the basal ganglia, which is characterized by tremor at rest, slow movements, muscle rigidity, stooped posture, and unsteady or shuffling gait.

AB50-ASA2-AA4,22,16 (2) Consultation by the department of health services. The department of health services may do all of the following:

AB50-ASA2-AA4,22,18 (a) Assist the department in the establishment and maintenance of a Parkinson’s disease registry, as provided under sub. (3).

AB50-ASA2-AA4,22,20 (b) Make recommendations to the department on the data to be collected in the Parkinson’s disease registry.

AB50-ASA2-AA4,22,21 (c) Advise the department on the Parkinson’s disease registry.

AB50-ASA2-AA4,22,23 (d) Make recommendations to the department on the best practices for the establishment of the Parkinson’s disease registry under sub. (3).

AB50-ASA2-AA4,23,5 (3) Parkinson’s disease registry. (a) By no later than the first day of the 19th month beginning after the effective date of this paragraph .... [LRB inserts date], the department shall, after consultation with the department of health services, establish and maintain a Parkinson’s disease registry for the collection, storage, and dissemination of information about the incidence and prevalence of Parkinson’s disease and parkinsonisms in this state.

AB50-ASA2-AA4,23,7 (b) The department shall collect and store in the Parkinson’s disease registry data reported under s. 255.18 (2) by health care providers and health care facilities.

AB50-ASA2-AA4,23,9 (c) The department shall prescribe the format for reporting information to the department under s. 255.18 (2).

AB50-ASA2-AA4,23,19 (d) The department shall create, and regularly review and revise, a list of information that health care providers and health care facilities must report, subject to s. 255.18 (2) (d), to the department under s. 255.18 (2). The list shall include the incident of a patient’s Parkinson’s disease or parkinsonism; necessary triggering diagnostic conditions, consistent with the latest version of the International Statistical Classification of Diseases and Related Health Problems; resulting case data on issues including diagnosis, treatment, and survival; and patient demographic information, including age, gender, and race. The Board of Regents of the University of Wisconsin System may promulgate rules to implement and administer this paragraph.

AB50-ASA2-AA4,23,23 (e) The University of Wisconsin-Madison may enter into agreements in order for the department to securely and confidentially receive information from data reporting entities and their associated electronic medical records vendors related to Parkinson’s disease testing, diagnosis, and treatment.

AB50-ASA2-AA4,24,4 (f) 1. The University of Wisconsin-Madison may enter into agreements in order for the department to disclose data collected in the Parkinson’s disease registry to another state’s Parkinson’s disease registry, a federal Parkinson’s disease control agency, a local health officer, or a researcher who proposes to conduct research on Parkinson’s disease.

AB50-ASA2-AA4,24,9 2. Before disclosing data containing confidential information to an entity under subd. 1., the University of Wisconsin-Madison shall require the entity to specify the purpose for the requested disclosure, agree in writing to maintain the confidentiality of the information and, if the entity is a researcher, provide all of the following to the University of Wisconsin-Madison:

AB50-ASA2-AA4,24,10 a. A written protocol to perform research.

AB50-ASA2-AA4,24,14 b. Documentation of approval of the research protocol by an institutional review board of a domestic institution that has a federalwide assurance approved by the office for human research protections of the federal department of health and human services.

AB50-ASA2-AA4,24,17 c. Documentation that demonstrates to the University of Wisconsin- Madison’s satisfaction that the researcher has established procedures and has the capability to maintain the confidentiality of the information.
