AB50-ASA2-AA4,1,6 (1) Funding for the University of Wisconsin Missing-in-Action Recovery and Identification Project.

AB50-ASA2-AA4,1,7 (a) In this subsection:

AB50-ASA2-AA4,1,8 1. “Board” means the Board of Regents of the University of Wisconsin System.

AB50-ASA2-AA4,1,10 2. “MIA Recovery Project” means the University of Wisconsin Missing-in- Action Recovery and Identification Project.

AB50-ASA2-AA4,2,3 (b) From the appropriation under s. 20.285 (1) (a), the board shall provide $500,000 in funding in each fiscal year of the 2025-27 fiscal biennium for the MIA Recovery Project to perform a mission for the recovery and identification of Wisconsin veterans who are missing in action.

AB50-ASA2-AA4,2,9 (c) The MIA Recovery Project, acting through its representative, shall submit at the conclusion of the mission for which the funds were expended, to the board, the joint committee on finance, the standing committees of each house of the legislature dealing with veterans matters, the governor, the department of veterans affairs, and the department of military affairs, a report on the mission’s findings and an accounting of expenditures for the mission.

AB50-ASA2-AA4,9247 Section 9247. Fiscal changes; University of Wisconsin System.

AB50-ASA2-AA4,2,15 (1) In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for fiscal year 2025-26 is increased by $500,000 and the dollar amount for fiscal year 2026-27 is increased by $500,000 to provide funding for the Missing-in- Action Recovery and Identification Project under Section 9147 (1) of this act.”.

AB50-ASA2-AA4,3,9 16.22 (2m) State scholarship program. There is created a scholarship program for recipients of awards disbursed under 42 USC 12604. From the appropriation under s. 20.505 (4) (fm), the board shall award scholarships annually, on a dollar-for-dollar match with the federal award, under this subsection. The board may prorate an award based on available moneys. To be eligible for a scholarship under this program, an applicant shall provide proof of all of the following:

From the All moneys received from the corporation for national and community service under 42 USC 12542 (a) and 12571 (a), as a continuing appropriation, the amounts in the schedule that are designated for administering the national and community service program, for the administration of the national and community service program under s. 16.22.

From the All moneys received from the corporation for national and community service under 42 USC 12542 (a) and 12571 (a), all moneys not appropriated under par. (o) that are designated for the purpose of national service program grants, for national service program grants under s. 16.22 (2) (h).

AB50-ASA2-AA4,4,15 (1) Position authorization; national and community service board. The authorized FTE positions for the department of administration are increased by 1.0 PR positions for administrative support of the national and community service board.

AB50-ASA2-AA4,4,23 (1) General program operations. In the schedule under s. 20.005 (3) for the appropriation to the department of administration under s. 20.505 (1) (a), the dollar amount for fiscal year 2025-26 is increased by $26,200 to carry out the purposes for which the appropriation is made. In the schedule under s. 20.005 (3) for the appropriation to the department of administration under s. 20.505 (1) (a), the dollar amount for fiscal year 2026-27 is increased by $31,100 to carry out the purposes for which the appropriation is made.

In the schedule under s. 20.005 (3) for the appropriation to the department of administration under s. 20.505 (4) (o), the dollar amount for fiscal year 2025-26 is increased by $104,900 to carry out the purposes for which the appropriation is made. In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for fiscal year 2025-26 is increased by $2,500,000 and the dollar amount for fiscal year 2026-27 is increased by $2,500,000 to expand the tribal educational promise initiative to additional University of Wisconsin System institutions.”.

AB50-ASA2-AA4,11,15 (a) Merit-based and market-based compensation. The administrator of the division of personnel management in the department of administration shall provide in the compensation plan under s. 230.12 for the 2025-27 fiscal biennium for merit-based salary increases and other market-based compensation salary increases to attract and retain high performing faculty at University of Wisconsin system institutions, particularly institutions other than the University of Wisconsin-Madison, that are paid for with $28,000,000 GPR from the compensation reserves for fiscal year 2025-26 and $28,000,000 GPR from the compensation reserves for fiscal year 2026-27.

AB50-ASA2-AA4,12,2 (b) Compensation plan amendment. If, on the effective date of this paragraph, the compensation plan under s. 230.12 has been adopted for the 2025-27 fiscal biennium and the compensation plan does not include the merit-based salary increases and other market-based compensation salary increases under par. (a), by no later than 30 days after the effective date of this paragraph, the administrator of the division of personnel management in the department of administration shall propose an amendment under s. 230.12 (3) (c) to include the merit-based salary increases and other market-based compensation salary increases under par. (a) in the compensation plan for the 2025-27 fiscal biennium.”.

AB50-ASA2-AA4,12,7 36.61 (1) (ab) “Behavioral health provider” means an individual who, under ch. 457, is certified as a social worker or licensed as a clinical social worker, a marriage and family therapist, or a professional counselor.
