AB279-ASA1,2,10920.192 (1) (bg) Talent recruitment grants. The amounts in the schedule for
10grants for talent recruitment under s. 238.14.
AB279-ASA1,311Section 3. 238.14 of the statutes is created to read:
AB279-ASA1,2,1212238.14 Talent recruitment grants. (1) Definitions. In this section:
AB279-ASA1,2,1413(a) Household means a group of one or more individuals who dwell together
14within the same dwelling.

1(b) Household goal means the total number of households that a talent
2recruitment program under this section seeks to successfully incentivize to relocate
3or commit to relocate from outside this state to a municipality in this state.
AB279-ASA1,3,74(2) Establishment of grant program. The corporation shall establish and
5administer the economic development program under this section for the purpose of
6awarding grants for talent recruitment programs to incentivize households to
7relocate from outside this state to a municipality in this state.
AB279-ASA1,3,128(3) Grants. (a) From the appropriation under s. 20.192 (1) (bg), the
9corporation shall award grants to eligible applicants under sub. (4) for the purpose
10of the administration of talent recruitment programs and the costs associated with
11incentivizing households to relocate from outside this state to municipalities in this
12state.
AB279-ASA1,3,1413(b) No more than $500,000 in grant moneys may be awarded to support talent
14recruitment programming in a single municipality in a single fiscal year.
AB279-ASA1,3,2015(c) The corporation shall disburse 50 percent of the total grant award upon
16entering into a grant contract and 50 percent of the total grant award upon the
17recipient reporting to the corporation that it has successfully met half of the
18household goal stated in the talent recruitment program plan under sub. (4) (b). If
19the recipient fails to meet half of its stated household goal, the corporation shall not
20disburse the remaining grant amount.
AB279-ASA1,3,2221(4) Applicant eligibility. An applicant is eligible to receive a grant if the
22applicant meets all of the following criteria:
AB279-ASA1,3,2323(a) The applicant is any of the following:
AB279-ASA1,3,24241. A city, village, town, county, or American Indian tribe or band in this state.

12. A nonprofit organization, the mission of which includes economic
2development, workforce and talent development, or community development.
AB279-ASA1,4,43(b) The applicant provides the corporation with a talent recruitment program
4plan that includes all of the following details:
AB279-ASA1,4,751. The total estimated cost of the program and the individual estimated costs
6associated with the programs design, administration, marketing, and relocation
7incentive initiatives.
AB279-ASA1,4,982. The programs household goal and the estimated total grant amount per
9household.
AB279-ASA1,4,10103. The programs estimated state and local tax impact.
AB279-ASA1,4,11114. The programs estimated total economic impact.
AB279-ASA1,4,1412(c) The applicant demonstrates its ability to contribute at least 20 percent of
13the total talent recruitment program cost. The applicants contribution may
14include local investments and in-kind donations.
AB279-ASA1,4,1715(d) If the applicant is a previous recipient of grant under this section, the
16applicant has met the household goal stated in the talent recruitment program plan
17under par. (b) for the previous grant.
AB279-ASA1,4,2018(5) Household eligibility. A household is eligible for talent recruitment
19program incentives under this section if the household meets all of the following
20criteria:
AB279-ASA1,4,2221(a) The household resides outside of this state at the time the household
22applies for talent recruitment program incentives under this section.
AB279-ASA1,4,2323(b) The household has an individual household income of at least $55,000.

1(c) The household submits an application to the recipient of a grant under this
2section to receive talent recruitment program incentives.
AB279-ASA1,5,53(6) Reports. Each recipient of a grant under this section shall provide
4semiannual reports to the corporation with the following data regarding talent
5recruitment program outcomes:
AB279-ASA1,5,66(a) Total number of household applications.
AB279-ASA1,5,77(b) Total number of approved households.
AB279-ASA1,5,88(c) Cost per approved household.
AB279-ASA1,5,99(d) The annual incomes and occupations of approved households.
AB279-ASA1,5,1110(e) The economic impact of the talent recruitment program, including state
11and local tax revenue and new consumer spending.
AB279-ASA1,412Section 4. Effective date.
AB279-ASA1,5,1413(1) This act takes effect on the day after publication, or on the 2nd day after
14publication of the 2025 biennial budget act, whichever is later.
