SB70,1110,2011 104.035 (8m) Minimum wage adjustments. Effective on January 1, 2027, and
12effective on each January 1 thereafter, the department shall revise the minimum
13wages established under subs. (1) to (6). The department shall determine the revised
14minimum wage by calculating the percentage difference between the consumer price
15index for the 12-month period ending on the last day of the last month for which that
16information is available and the consumer price index for the 12-month period
17ending on the last day of the month 12 months prior to that month, adjusting the
18minimum wages then in effect by that percentage difference. The department shall
19annually have the revised amount published in the Wisconsin Administrative
20Register and on the department's website.
SB70,1875 21Section 1875 . 106.04 of the statutes is created to read:
SB70,1110,25 22106.04 Employment of apprentices on state public works projects. (1)
23Definition. In this section, “project" means a project of public works that is subject
24to s. 103.49 or 103.50 in which work is performed by employees employed in trades
25that are apprenticeable under this subchapter.

1(2) Waiver. If the department grants an exception or modification to any
2requirement in any contract for the performance of work on a project relating to the
3employment and training of apprentices, the department shall post that information
4on its Internet site, together with a detailed explanation for granting the exception
5or modification.
SB70,1876 6Section 1876. 106.112 of the statutes is created to read:
SB70,1111,12 7106.112 Local workforce development boards youth service and
8training grants.
(1) Youth service grants. From the appropriation under s.
920.445 (1) (bj), the department shall award grants to local workforce development
10boards established under 29 USC 3122 for youth services and training in school and
11outside school settings. Grants awarded under this section may be used for any of
12the following purposes:
SB70,1111,1413 (a) Tutoring, paid and unpaid work experiences, preapprenticeship programs,
14and internships.
SB70,1111,1615 (b) On-the-job training, occupational skills training, and education offered
16concurrently with workforce preparation and training.
SB70,1111,1817 (c) Leadership development opportunities, supportive services, mentoring,
18follow-up services, and counseling.
SB70,1111,1919 (d) Financial literacy education and entrepreneurial skills training.
SB70,1111,2120 (e) Education related to labor market information and employment
21information, and postsecondary education and training preparation.
SB70,1111,23 22(2) Implementation. To implement this section, the department shall do all of
23the following:

1(a) Promulgate rules prescribing procedures and criteria for awarding grants
2under sub. (1) and the information with respect to those grants that must be
3contained in the reports required under sub. (3).
SB70,1112,64 (b) Receive and review applications for grants under sub. (1) (a) to (e) and
5prescribe the form, nature, and extent of the information that must be contained in
6an application for such a grant.
SB70,1112,107 (c) Require annual reports from local workforce development boards that
8receive grants that describe how the board expended the grant moneys and the
9outcomes the board achieved, including the number of youth who participated in the
10programs and services funded in part or wholly by the grant moneys.
SB70,1112,15 11(3) Annual report. Annually, by December 31, the department shall submit
12a report to the governor and the cochairpersons of the joint committee on finance
13providing an account of the department's activities and expenditures under this
14section during the preceding fiscal year and detailing the amounts expended for each
15of the grants provided under sub. (2) during that fiscal year.
SB70,1877 16Section 1877. 106.145 of the statutes is created to read:
SB70,1112,23 17106.145 Worker advancement initiative. (1) Worker advancement
18initiative.
The department shall, from the appropriation under s. 20.445 (1) (cm),
19establish and administer a worker advancement initiative to offer participants
20subsidized employment and skills training opportunities with local employers. The
21department shall target the subsidized employment and skills training
22opportunities to individuals in sectors of the workforce that have not recovered from
23the loss of employees due to the COVID-19 pandemic.

1(2) Worker advancement initiative; health-care workforce opportunity
2grants.
(a) The department shall, from the appropriation under s. 20.445 (1) (cm),
3establish and administer a program to do all of the following:
SB70,1113,841. Make grants to local workforce development boards established under 29
5USC 3122
to assist individuals whose employment status was negatively affected by
6the COVID-19 pandemic and whose employment status has not improved. The
7department shall prioritize connecting individuals to health-care-related
8employment opportunities.
SB70,1113,119 2. Make grants to technical colleges and nursing schools to implement
10strategies to increase the number of graduates who go on to work in
11health-care-related fields.
SB70,1113,1612 3. Provide solutions to reduce barriers to employment in health-care-related
13fields and create ways to attract individuals to employment in health-care-related
14fields. Solutions to reduce barriers to employment may include services to fulfill
15clinical requirements, career navigation services, transportation services, and the
16provision of supplies.
SB70,1113,2017 (b) During the 2023-25 fiscal biennium, of the moneys in the appropriation
18under s. 20.445 (1) (cm), the department shall allocate $2,500,000 in each fiscal year
19of the 2023-25 fiscal biennium for establishing and administering the program
20under par. (a).
SB70,1113,25 21(3) Worker advancement initiative; local CDL training grants. The
22department shall, from the appropriation under s. 20.445 (1) (cm), make grants to
23local workforce development boards established under 29 USC 3122 to provide
24sector-based training programs related to increasing the number of individuals
25obtaining commercial driver licenses, as defined in s. 340.01 (7m).

1(4) Worker advancement initiative; ROBUST program. (a) The department
2shall, from the appropriation under s. 20.445 (1) (cm), establish and administer a
3program for reengaging out-of-work, barriered, and underserved individuals
4through system transformation. Through the program, the department shall find
5methods to more effectively reach and serve population groups that are underserved
6and disconnected from the labor force.
SB70,1114,97 (b) During the 2023-25 fiscal biennium, of the moneys in the appropriation
8under s. 20.445 (1) (cm), the department shall allocate $4,500,000 in fiscal year
92023-24 for establishing and administering the program under par. (a).
SB70,1114,13 10(5) Implementation. (a) Duties. To implement this section, the department
11shall receive and review applications for grants under subs. (2) and (3) and prescribe
12the form, nature, and extent of the information that must be contained in an
13application for a grant under sub. (2) or (3).
SB70,1114,1614 (b) Powers. In addition to the duties described in par. (a), the department shall
15have all other powers necessary and convenient to implement this section, including
16the power to audit and inspect the records of grant recipients.
SB70,1878 17Section 1878. 106.27 (title) of the statutes is amended to read:

SB70,1879 19Section 1879. 106.27 (1p) of the statutes is created to read:
SB70,1114,2220 106.27 (1p) Wisconsin green jobs training program. (a) In this subsection,
21“green jobs” means jobs that produce goods or provide services that benefit the
22environment or conserve natural resources.
SB70,1115,223 (b) From the appropriation under s. 20.445 (1) (bp), the department shall award
24grants to public or private organizations for the development and implementation
25of green jobs training programs in this state. As a condition of receiving a grant

1under this subsection, the department may require a public or private organization
2to provide matching funds at a percentage to be determined by the department.

15administer a clean energy training and reemployment program to connect workers
16with employers and use other apprenticeship and technical college programs to
17deliver training for clean energy jobs.
SB70,1883 18Section 1883. 106.29 of the statutes is created to read:
SB70,1115,23 19106.29 Workforce innovation grant program. (1) Workforce innovation
20grants.
The department shall, from the appropriation under s. 20.445 (1) (bw),
21establish and operate a program to provide grants to regional organizations to design
22and implement plans to address their region's workforce challenges that arose
23during or were exacerbated by the COVID-19 pandemic.

25shall receive and review applications for grants under sub. (1) and prescribe the

2for a grant under sub. (1).
SB70,1116,53 (b) Powers. In addition to the duties described in par. (a), the department shall
4have all other powers necessary and convenient to implement this section, including
5the power to audit and inspect the records of grant recipients.
SB70,1884 6Section 1884 . 106.30 (1) of the statutes is amended to read:
SB70,1116,117 106.30 (1) Definition. In this section, “nurse" means a registered nurse
8licensed under s. 441.06 or permitted under s. 441.08, a licensed practical nurse
9licensed or permitted under s. 441.10, or an advanced practice registered nurse
10prescriber certified under s. 441.16 (2), or a nurse-midwife licensed under s. 441.15
11441.09.
SB70,1885 12Section 1885. 106.30 (2) of the statutes is amended to read:
SB70,1116,1913 106.30 (2) Survey form. Each odd-numbered year Biennially, the department
14of workforce development shall develop and submit to the department of safety and
15professional services a survey form to gather data under s. 441.01 (7) (a) 1. to assist
16the department of workforce development in evaluating the supply of, demand for,
17and turnover among nurses in this state and in determining whether there are any
18regional shortages of nurses, shortages of nurses in any speciality areas, or
19impediments to entering the nursing profession in this state.
SB70,1886 20Section 1886 . 106.50 (1) of the statutes is amended to read:
SB70,1117,1021 106.50 (1) Intent. It is the intent of this section to render unlawful
22discrimination in housing. It is the declared policy of this state that all persons shall
23have an equal opportunity for housing regardless of sex, race, color, sexual
24orientation, disability, religion, national origin, marital status, family status, status
25as a holder or nonholder of a license under s. 343.03 (3r),
status as a victim of

1domestic abuse, sexual assault, or stalking, lawful source of income, age, or ancestry
2and it is the duty of the political subdivisions to assist in the orderly prevention or
3removal of all discrimination in housing through the powers granted under ss.
466.0125 and 66.1011. The legislature hereby extends the state law governing equal
5housing opportunities to cover single-family residences that are owner-occupied.
6The legislature finds that the sale and rental of single-family residences constitute
7a significant portion of the housing business in this state and should be regulated.
8This section shall be considered an exercise of the police powers of the state for the
9protection of the welfare, health, peace, dignity, and human rights of the people of
10this state.
