SB686,,33Analysis by the Legislative Reference Bureau Under this bill, no state agency or local governmental unit may do any of the following in awarding a grant or loan or other financial assistance to any person:
1. Discriminate against the person based on the person’s participation in production agriculture or the exploration, production, use, transport, sale, or manufacture of fossil fuel–based energy.
2. Consider social and governance criteria; diversity, equity, and inclusion policies; or political and ideological factors.
The bill does not apply to the State of Wisconsin Investment Board or any assets under its management.
