SB1109,,22An Act to create 20.435 (1) (gd) and 255.20 (4) of the statutes; relating to: violence prevention grants and making an appropriation. SB1109,,33Analysis by the Legislative Reference Bureau This bill directs the Department of Health Services to establish a program to distribute funds to local health departments or tribal health centers that apply to conduct violence prevention programs or to award grants to organizations to conduct violence prevention programs. Under the bill, the amounts collected from the excise taxes on vapor products are appropriated to fund the grants. The bill prohibits local health departments and tribal health centers from distributing grant funds under the program to a law enforcement agency, tribal law enforcement agency, or any entity that provides services in conjunction with or through a law enforcement agency or tribal law enforcement agency. The bill increases the number of authorized DHS positions by one position in fiscal year 2023-24 for administration of the program and also increases funding to DHS for this position.

SB1109,,44The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: SB1109,15Section 1. 20.435 (1) (gd) of the statutes is created to read: SB1109,,6620.435 (1) (gd) Violence prevention grants. All moneys received from taxes imposed and collected under subch. III of ch. 139 with respect to vapor products, as defined in s. 139.75 (14), for grants to local health departments or tribal health centers under s. 255.20 (4). SB1109,27Section 2. 255.20 (4) of the statutes is created to read: SB1109,,88255.20 (4) (a) In this subsection: SB1109,,991. “Law enforcement agency” has the meaning given in s. 165.85 (2) (bv). SB1109,,10102. “Tribal law enforcement agency” has the meaning given in s. 165.83 (1) (e). SB1109,,1111(b) Establish a program to distribute moneys from the appropriation under s. 20.435 (1) (gd) to local health departments or tribal health centers that apply for moneys to conduct violence prevention programs or to award grants to organizations to conduct violence prevention programs. A local health department or tribal health center may not distribute grant funds under this subsection to a law enforcement agency, a tribal law enforcement agency, or any entity that provides services in conjunction with or through a law enforcement agency or tribal law enforcement agency. Grant applications are due no later than June 30 of each fiscal year. SB1109,,1313(1) Violence prevention grant program administration. In the schedule under s. 20.005 (3) for the appropriation to the department of health services under s. 20.435 (1) (a), the dollar amount for fiscal year 2023-24 is increased by $30,000 to increase the authorized FTE positions for the department by 1.0 GPR position for the administration of the violence prevention grant program under s. 255.20 (4). In the schedule under s. 20.005 (3) for the appropriation to the department of health services under s. 20.435 (1) (a), the dollar amount for fiscal year 2024-25 is increased by $120,000 to provide funding for the position authorized under this subsection.
