AB652,,22An Act to renumber 121.02 (1) (r); and to create 118.30 (8) and 121.02 (1) (r) 2. of the statutes; relating to: remote proctoring of certain pupil assessments. AB652,,33Analysis by the Legislative Reference Bureau Current law requires school boards, charter schools, and private schools participating in a parental choice program to administer a state assessment to pupils in grades 3 to 8 and 10, commonly known as the Forward Exam. This bill allows the Forward Exam to be administered through remote proctoring if the school board, charter school operator, or private school governing body administering the Forward Exam has in place a remote proctoring policy that contains at least all of the following requirements:
1. The examination must be administered at an assigned date and time set by the school within the testing period.
2. The pupil must attend a synchronous examination session initiated and managed by school personnel.
3. The examination must be administered to the pupil using a device through which the pupil is monitored by the examination proctor through video for the duration of the examination.
4. The pupil may not exit the examination administration until instructed to do so.
5. The submission of the examination must be verified by the administrator of the examination.
AB652,,44The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: AB652,15Section 1. 118.30 (8) of the statutes is created to read: AB652,,66118.30 (8) (a) In this subsection, “remote examination” means an examination in which all or a portion of the examination is provided through means of the Internet, and the pupil taking the examination and the examination proctor are geographically remote from each other. AB652,,77(b) An examination administered under sub. (1m) (a) 1., (am) 1., or (b) by a school board; under sub. (1r) (a) 1., (am) 1., or (b) by the operator of a charter school under s. 118.40 (2r) or (2x); under sub. (1s) (a), (b), (c), or (d) by the governing body of a private school participating in the program under s. 119.23; or under sub. (1t) (a), (b), (c), or (d) by the governing body of a private school participating in the program under s. 118.60; or any other examination in reading, mathematics, or science administered to pupils in grades 3 to 8 and 10 to comply with 20 USC 6311 (b) (2) may be administered to a pupil as a remote examination if the school board, operator of the charter school, or governing body of the private school that is administering the examination has a remote proctoring policy that contains at least all of the following requirements: AB652,,881. The pupil must attend a synchronous examination session initiated and managed by school personnel. AB652,,10103. The examination must be administered to the pupil using a device through which the pupil is monitored by the examination proctor through video for the duration of the examination. If the examination platform does not allow the proctor to view the pupil and the pupil’s background, the pupil must use one device to take the examination and there must be a 2nd device to allow the proctor to view the pupil and the pupil’s background on-camera for the duration of the examination. If the examination platform allows the proctor to view the pupil and the pupil’s background, the policy may not require a 2nd device. AB652,,11114.
