AB522,,22An Act to amend 119.04 (1); and to create 20.255 (2) (e) and 118.237 of the statutes; relating to: grants to school districts to pay student teachers an hourly wage, granting rule-making authority, and making an appropriation.
AB522,,33Analysis by the Legislative Reference Bureau
Beginning in the 2024-25 school year, this bill requires a school board to pay each student teacher who student teaches in the school district an hourly wage of at least $15 per hour. The bill also requires the Department of Public Instruction to reimburse school boards for the cost of paying student teachers an hourly wage of $15 per hour. Under the bill, annually on the third Monday in June, DPI must provide aid to school boards in an amount equal to $15 times the total number of hours student teachers student taught in the school district during the preceding school term.

AB522,15Section 1. 20.255 (2) (e) of the statutes is created to read:
AB522,,6620.255 (2) (e) Student teacher compensation grants. A sum sufficient for aid under s. 118.237 to pay student teachers an hourly wage.
AB522,27Section 2. 118.237 of the statutes is created to read:
AB522,,88118.237 Student teachers; compensation. (1) In this section:
AB522,,99(a) “Institution of higher education” means a postsecondary institution located in this state that provides an educational program for which it awards a bachelor’s or higher degree and that is listed in the U.S. department of education’s database of accredited postsecondary institutions and programs.
AB522,,1010(b) “Student teacher” means an individual enrolled in an institution of higher education who is participating in the student teaching component of a teacher preparatory program approved under s. 115.28 (7) (a).
AB522,,1111(2) Beginning in the 2024-25 school year, a school board shall pay a student teacher who is participating in the student teaching component of a teacher preparatory program at a school in the school district an hourly wage of at least $15 for the hours the student teacher participates in the student teaching component in the school district.
AB522,,1212(3) Annually on the 3rd Monday of June, for each student teacher who participated in the student teaching component of a teacher preparatory program in a school district during the preceding school term, the department shall pay the school board of the school district an amount determined by multiplying $15 times the number of hours the student teacher participated in the student teaching component of the teacher preparatory program in the school district during the preceding school term, as reported to the department by the school board. The department shall make payments under this subsection from the appropriation under s. 20.255 (2) (e).
AB522,,1313(4) The department may promulgate rules to administer this section.
