AB43,,1652 36.25 (43) Foster youth support programs. From the appropriation under s. 20.285 (1) (cr), the board shall allocate funding to each institution to establish or maintain support programs for students enrolled in the institution who formerly resided in a foster home or group home. Support programs funded under this subsection may offer students who formerly resided in a foster home or group home, among other forms of support, any of the following:

AB43,,1653 (a) Scholarships.

AB43,,1654 (b) Employment.

AB43,,1655 (c) Emergency funds.

AB43,,1656 (d) Basic supplies.

AB43,,1657 (e) Mentorships to assist with academic preparations and successful navigation of the complex college environment.

AB43,,1658 (f) Other resources such as career planning, financial literacy training, and math and writing support.

AB43,647 Section 647. 36.25 (56) of the statutes is created to read:

AB43,,1660 36.25 (56) UniverCity Alliance program. From the appropriation under s. 20.285 (1) (fm), the board shall provide funding for the UniverCity Alliance program to connect in partnership Wisconsin communities, towns, cities, and counties with University of Wisconsin-Madison education, service, and research activities in order to address the communities’ biggest local challenges.

AB43,,1662 36.25 (58) Institute for Sustainable Technology at the University of Wisconsin-Stevens Point. From the appropriation under s. 20.285 (1) (a), the Board of Regents shall provide funding to the Wisconsin Institute for Sustainable Technology at the University of Wisconsin-Stevens Point to broaden the institute’s support for, and further technical contributions to, the state’s forest and paper industries and for the institute’s ongoing operations.

AB43,,1666 2. The student has resided in Wisconsin, Minnesota, Illinois, Iowa, or Michigan, or in any combination of these states, for at least 12 months immediately preceding the beginning of any semester or session in which the student enrolls in an institution.

AB43,,1668 36.27 (2) (b) 5. A person who is a resident of and living in this state at the time of registering at an institution, and who is a veteran as described under s. 45.01 (12) (fm), is entitled to the exemption under par. (a).

AB43,,1670 36.27 (2) (cr) A person who is not a citizen of the United States is entitled to the exemption under par. (a) if that person meets all of the following requirements:

AB43,,1672 2. The person was continuously present in this state for at least 3 years following the first day of attending a high school in this state or immediately preceding receipt of a declaration of equivalency of high school graduation.

AB43,,1673 3. The person enrolls in an institution and provides that institution with proof that the person has filed or will file an application for lawful permanent resident status with the U.S. citizenship and immigration services as soon as the person is eligible to do so.

(b), the board may repay, on behalf of a health care provider, up to $25,000 in educational loans obtained by the health care provider from a public or private lending institution for education related to the health care provider’s field of practice, as determined by the board with the advice of the council.

AB43,,1700 36.61 (2) (b) For a health care provider that is a medical assistant, the board’s repayment under par. (a) may not exceed $12,500.

AB43,,1702 36.61 (3) (a) The board shall enter into a written agreement with the health care provider. In the agreement, the health care provider shall agree to practice at least 32 clinic hours per week for 3 years in one or more eligible practice areas in this state or in a rural area, except that a health care provider in the expanded loan assistance program under sub. (8) who is not a dental hygienist, dental assistant, dental auxiliary, or dental therapist may only agree to practice at a public or private nonprofit entity in a health professional shortage area.

AB43,,1704 36.61 (3) (b) The agreement shall specify that the responsibility of the board to make the payments under the agreement is subject to the amount of funds transferred to the board under s. 20.505 (8) (hm) 6r., the contributions received and penalties assessed by the board, and the appropriation appropriations under s. 20.285 (1) (br) and (qj).

AB43,,1709 1. Up to 40 percent of the principal of the loan or $5,000, whichever is less, during the first year of participation in the program under this section.

AB43,,1710 2. Up to an additional 40 percent of the principal of the loan or $5,000, whichever is less, during the 2nd year of participation in the program under this section.

AB43,,1711 3. Up to an additional 20 percent of the principal of the loan or $2,500, whichever is less, during the 3rd year of participation in the program under this section.

AB43,666 Section 666. 36.61 (5) (a) of the statutes is amended to read:

(3) is subject to the amount of funds transferred to the board under s. 20.505 (8) (hm) 6r., the contributions received and penalties assessed by the board, and the appropriation appropriations under s. 20.285 (1) (br) and (qj).

If the cost of repaying the loans of all eligible applicants, when added to the cost of loan repayments scheduled under existing agreements, exceeds the total amount of funds transferred to the board under s. 20.505 (8) (hm) 6r., the contributions received and penalties assessed by the board, and the appropriation appropriations under s. 20.285 (1) (br) and (qj), then, subject to par. (bm), the board shall establish priorities among the eligible applicants based upon the following considerations:

The degree to which there is an extremely high need for medical care in the eligible practice area, health professional shortage area, or rural area in which an eligible applicant who is not a dental hygienist, dental assistant, dental auxiliary, or dental therapist desires to practice and the degree to which there is an extremely high need for dental care in the dental health shortage area or rural area in which an eligible applicant who is a dental hygienist, dental assistant, dental auxiliary, or dental therapist desires to practice.

AB43,669 Section 669. 36.61 (8) (c) 3. of the statutes is amended to read:

AB43,,1719 36.61 (8) (c) 3. Practice at a public or private nonprofit entity in a health professional shortage area, if the health care provider is not a dental hygienist, dental assistant, dental auxiliary, or dental therapist, or in a dental health shortage area, if the health care provider is a dental hygienist, dental assistant, dental auxiliary, or dental therapist.

AB43,670 Section 670. 36.62 (2) of the statutes is amended to read:

AB43,,1721 36.62 (2) Advise the board on the amount, up to $25,000 for health care providers other than medical assistants and up to $12,500 for medical assistants, to be repaid on behalf of each health care provider who participates in the health care provider loan assistance program under s. 36.61.

AB43,671 Section 671. 38.04 (7m) of the statutes is amended to read:

AB43,,1723 38.04 (7m) Financial aids. By February 10 of each year, the board shall develop and submit to the higher educational aids board for its review under s. 39.285 (1) a proposed formula for the awarding of grants under s. 39.435, except for grants awarded under s. 39.435 (2) or (5), for the next fiscal year to students enrolled in the technical colleges.

AB43,672 Section 672. 38.04 (25) of the statutes is created to read:

AB43,,1725 38.04 (25) Grants to technical colleges for dual enrollment courses related to health care. From the appropriation under s. 20.292 (1) (c), the board shall award grants to technical colleges to reimburse the technical colleges for expenses related to providing to high school students dual enrollment courses related to health care, as determined by the board.

AB43,673 Section 673. 38.16 (3) (a) 4. of the statutes is amended to read:

AB43,,1727 38.16 (3) (a) 4. “Valuation factor” means a percentage equal to the greater of either zero 2 percent as compared to the previous year or the percentage change in the district’s January 1 equalized value due to the aggregate new construction, less improvements removed, in municipalities located in the district between the previous year and the current year, as determined by the department of revenue under par. (am).

From the appropriation under s. 20.292 (1) (f), the board shall award grants to district boards for the purpose of increasing the number of customized instruction and training opportunities for businesses to meet current workforce demands in various industries.
