AB274,,22An Act to amend 20.445 (1) (bm); and to create 20.445 (1) (bk) and 106.276 of the statutes; relating to: a commercial driver training grant program and making an appropriation. AB274,,33Analysis by the Legislative Reference Bureau This bill requires the Department of Workforce Development to establish a commercial driver training grant program. Under the program, DWD provides grants to persons or other entities that provide training leading to an individual receiving a commercial driver’s license. The training must, in order to qualify for a grant, satisfy entry-level driver training requirements established by the Federal Motor Carrier Safety Administration (FMCSA), including that the grant applicant be listed on the FMCSA’s registry of approved training providers. Grants under the bill may not exceed, for each individual trained, 50 percent of the costs of training the individual in the operation of commercial motor vehicles or $3,000, whichever is less. DWD may not award grants for applications to participate in the training program received after June 30, 2025.

Biennially, the amounts in the schedule for the administration of the local youth apprenticeship grant program under s. 106.13 (3m), the youth summer jobs program under s. 106.18, the employment transit assistance grant program under s. 106.26, the workforce training program under s. 106.27, the teacher development program grants under s. 106.272, the career and technical education incentive grant program under s. 106.273, the technical education equipment grant program under s. 106.275, the commercial driver training grant program under s. 106.276, and the apprentice programs under subch. (1) (a) The department shall establish and administer a commercial driver training grant program. AB274,,1212(b) A person that satisfies the eligibility requirements under par. (c) may apply to the department for a grant under this section. The department shall prescribe the form, nature, and extent of information that shall be contained in applications for grants under this section. AB274,,1313(c) An applicant is eligible for a grant under this section if all of the following are satisfied: AB274,,14141. The applicant provides training to an individual in the operation of commercial motor vehicles that satisfies the requirements of 49 CFR part 380, subparts F and G. AB274,,15152. The applicant is listed on the Training Provider Registry (TPR), as set forth in 49 CFR part 380, subpart G. AB274,,16163. The individual for whom the applicant provides training under subd. 1. obtains an initial commercial driver license after the effective date of this subdivision .... [LRB inserts date]. AB274,,17174. The application is received by the department before July 1, 2025. AB274,,1818(d) From the appropriation under s. 20.445 (1) (bk), the department may award grants to eligible applicants under par. (c). The amount of a grant under this section with regard to each individual trained may not exceed 50 percent of the costs of training the individual in the operation of commercial motor vehicles or $3,000, whichever is less. AB274,,1919(2) Annually, the department shall prepare a report summarizing the number and amount of grants awarded under sub. (1). The department shall submit the report to the appropriate standing committees of the legislature under s. 13.172 (3). AB274,520Section 5. Fiscal changes. AB274,,2121(1) In the schedule under s. 20.005 (3) for the appropriation to the joint committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year 2023-24 is increased by $1,500,000 to provide funding for the commercial driver training grant program under s. 106.276.
