Under current law, health insurance policies and self-insured governmental health plans that provide coverage of outpatient health care services, preventive treatments and services, or prescription drugs and devices are required to provide coverage of certain contraceptives and related services, including outpatient consultations, examinations, procedures, and medical services that are necessary to prescribe, administer, maintain, or remove a contraceptive. This bill requires that health insurance policies and self-insured governmental health plans that are required to provide such contraceptive coverage under current law also provide coverage for sterilization procedures and patient education and counseling. Health insurance policies are referred to in the statutes as disability insurance policies.
This proposal may contain a health insurance mandate requiring a social and financial impact report under s. 601.423, stats.

AB1198,15Section 1. 632.895 (17) (b) 2. of the statutes is amended to read:

Outpatient consultations, examinations, procedures, and medical services that are necessary to prescribe, administer, maintain, or remove a contraceptive, if covered for any other drug benefits under the policy or plan sterilization procedures, and patient education and counseling.
AB1198,27Section 2. Initial applicability.
AB1198,,88(1) For policies and plans containing provisions inconsistent with this act, this act first applies to policy or plan years beginning on the effective date of this subsection, except as provided in sub. (2).
AB1198,,99(2) For policies and plans that are affected by a collective bargaining agreement containing provisions inconsistent with this act, this act first applies to policy or plan years beginning on the effective date of this subsection or on the day on which the collective bargaining agreement is newly established, extended, modified, or renewed, whichever is later.
AB1198,310Section 3. Effective date.
AB1198,,1111(1) This act takes effect on the first day of the 4th month beginning after publication.
