AB1120,,22An Act to create 20.192 (1) (c) and 238.24 of the statutes; relating to: grants to small- or medium-sized manufacturers for the purchase of advanced manufacturing technology hardware and software and making an appropriation. AB1120,,33Analysis by the Legislative Reference Bureau This bill requires the Wisconsin Economic Development Corporation to award grants to small- or medium-sized manufacturers headquartered in Wisconsin for the purchase of advanced manufacturing technology hardware and software. No grant awarded under the bill may exceed 33 percent of the purchase price paid by the manufacturer for the hardware and software or $200,000, whichever is less, and the manufacturer is required to have established an advanced technology adoption implementation plan approved by the Wisconsin Center for Manufacturing and Productivity, Inc., that includes the purchase of the hardware and software that is subject to the grant and requires that such hardware and software be utilized in Wisconsin. Under the bill, WEDC must coordinate with the Wisconsin Center for Manufacturing and Productivity to implement the grant program.

AB1120,,44The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: AB1120,15Section 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert the following amounts for the purposes indicated: AB1120,26Section 2. 20.192 (1) (c) of the statutes is created to read: AB1120,,7720.192 (1) (c) Manufacturing modernization grants. The amounts in the schedule for grants to small- or medium-sized manufacturers for the purchase of advanced manufacturing technology hardware and software under s. 238.24 and for administration of those grants. AB1120,38Section 3. 238.24 of the statutes is created to read: AB1120,,99238.24 Manufacturing modernization grant program. (1) Definition. In this section, “small- or medium-sized manufacturer” means a manufacturer headquartered in this state who had $50 million or less in gross revenues in the manufacturer’s fiscal year immediately preceding the date of the manufacturer’s application for a grant under this section. AB1120,,1010(2) Grants. (a) From the appropriation under s. 20.192 (1) (c), the corporation may award grants to small- or medium-sized manufacturers for the purchase of advanced manufacturing technology hardware and software. AB1120,,1111(b) No grant awarded under this section may exceed 33 percent of the purchase price paid by the small- or medium-sized manufacturer for the hardware and software or $200,000, whichever is less. AB1120,,1212(c) The corporation may not award a grant under this section unless the small- or medium-sized manufacturer has established an advanced technology adoption implementation plan approved by the Wisconsin Center for Manufacturing and Productivity, Inc., that includes the purchase of the hardware and software that is subject to the grant and requires that all such hardware and software be utilized in this state. AB1120,,1313(3) Collaboration. In implementing the grant program under this section, the corporation shall coordinate with the Wisconsin Center for Manufacturing and Productivity, Inc.
