4s. 49.32 (2). Refunds received relating to payments made under s. 49.32 (2) from this
5appropriation account shall be returned to this appropriation account.
6Notwithstanding ss. 20.001 (3) (a) and 20.002 (1), the department of children and
7families may transfer moneys under this paragraph between fiscal years. Except for
8moneys authorized for transfer under s. 48.526 (3), all moneys from this paragraph
9allocated under s. 48.526 (3) and not spent or encumbered by counties by December
1031 of each year shall lapse into the local government fund on the succeeding January
