to amend 20.445 (1) (bm); and

2create 20.445 (1) (bk) and 106.276 of the statutes;
relating to: a commercial
3driver training grant program.

This substitute amendment differs from 2023 Senate Bill 271 in the following
respects:
1. The substitute amendment provides that, in order to qualify for a grant for
providing training leading to an individual receiving a commercial driver's license
(CDL), the following additional requirements must be satisfied:
a. The individual receiving the training must reside and obtain a CDL in this
state.
b. The grant applicant must have a facility in this state that is listed in the
Federal Motor Carrier Safety Administration's registry of approved training
providers, and the training must be provided at or through that facility.
2. The substitute amendment removes the appropriation of funds to the Joint
Committee on Finance.
3. The substitute amendment repeals the provisions for the grant program on
July 1, 2025, which is the date by which grant applications must be received.

15106.276 Commercial driver training grant program. (1) (a) The
16department shall establish and administer a commercial driver training grant
17program.

(b) A person that satisfies the eligibility requirements under par. (c) may apply
19to the department for a grant under this section. The department shall prescribe the
20form, nature, and extent of information that shall be contained in applications for
21grants under this section.

(c) An applicant is eligible for a grant under this section if all of the following
23are satisfied:

11. The applicant provides to an individual who resides in this state training in
2the operation of commercial motor vehicles that satisfies the requirements of
49 CFR
3part 380, subparts F and G.

2. The applicant is listed on the Training Provider Registry (TPR), as set forth

49 CFR part 380, subpart G.

2m. The applicant has a facility in this state that is listed in the Training
7Provider Registry described in subd. 2., and the training described in subd. 1. is
8provided at or through that facility.

3. The individual for whom the applicant provides training under subd. 1.
10obtains an initial commercial driver license, as defined in s. 340.01 (7m), in this state
11after the effective date of this subdivision .... [LRB inserts date].

4. The application is received by the department before July 1, 2025.

(d) From the appropriation under s. 20.445 (1) (bk), the department may award
14grants to eligible applicants under par. (c). The amount of a grant under this section
15with regard to each individual trained may not exceed 50 percent of the costs of
16training the individual in the operation of commercial motor vehicles or $3,000,
17whichever is less.

18(2) Before July 1 of each year, the department shall prepare a report
19summarizing the number and amount of grants awarded under sub. (1). The
20department shall submit the report to the appropriate standing committees of the
21legislature under s. 13.172 (3).

Effective dates. This act takes effect on the day after publication,
