1An Act to amend 20.370 (1) (hs) (title), 20.370 (1) (mu) and 29.063 (1); and
to
2create 20.370 (1) (he), 29.063 (7) and 29.063 (8) of the statutes;
relating to:
3chronic wasting disease research, sampling, and education; deer carcass
4disposal sites; and making an appropriation.

Current law allows the Department of Natural Resources to manage and
provide funding to conduct testing for chronic wasting disease (CWD) in cervids,
which are any species of deer or elk that are present in the wild and are not
farm-raised deer.
Under this bill, DNR may research CWD in cervids, and the bill appropriates
$1,000,000 annually from the general fund in fiscal years 2023-24 and 2024-25 for
research on and management of CWD. Current law appropriates no money for this
purpose.
Currently, DNR administers a program under which it provides self-service
chronic wasting disease sampling kiosks where hunters may drop off deer carcass
parts for sampling. This bill codifies this program by requiring DNR to establish and
administer it and provides $200,000 in the 2023-25 fiscal biennium for the program.
The bill allows DNR to contract with private entities to conduct the sampling and to
pay private entities per sample taken.
This bill requires DNR to provide large metal containers where hunters may
dispose of deer carcasses, to be placed in locations throughout the state as
determined by DNR. The bill provides in the 2023-25 fiscal biennium $2,000,000 for
the carcass disposal sites. The bill also provides in the 2023-25 fiscal biennium
$100,000 for DNR to provide education to hunters about chronic wasting disease and
the importance of proper carcass disposal.
