SJR45,1,2 Relating to: condemning violence against the Asian Pacific Islander Desi American (APIDA) community.

SJR45,1,4 Whereas, 23 million Asian Americans and Pacific Islanders account for 7 percent of the population in the United States; and

SJR45,1,6 Whereas, anti-Asian racism and hate are not new and have a long history in the United States; and

SJR45,1,8 Whereas, Asian Americans have been the target of xenophobic policies, labor exploitation, and hate crimes since the founding of the United States; and

SJR45,1,11 Whereas, political leaders, our previous presidential administration, and a system of white supremacy have intensified anti-Asian hate and violence over the last year; and

SJR45,1,13 Whereas, the use of anti-Asian rhetoric has resulted in Asian Americans being harassed, assaulted, and scapegoated for the COVID–19 pandemic; and

SJR45,1,15 Whereas, violence and hate crimes against Asian Americans have increased by 150 percent in major U.S. cities; and

SJR45,2,3 Whereas, in the last year, Asian American and Pacific Islander women made up 68 percent of the 3,800 incidents against Asian Americans and Pacific Islanders; and

SJR45,2,5 Whereas, since the start of year 2021, there has been a surge in anti-Asian attacks targeting elderly Asian Americans; and

SJR45,2,8 Whereas, the World Health Organization (WHO) and the Centers for Disease Control and Prevention (CDC) recognize that naming COVID–19 by its geographic location or linking it to a specific ethnicity perpetuates stigma; and

SJR45,2,10 Whereas, no one should live in fear in our communities across Wisconsin and the United States; now, therefore, be it

SJR45,2,13 Resolved by the senate, the assembly concurring, That the Wisconsin Legislature condemns violence of all forms against the APIDA community; and, be it further

SJR45,2,16 Resolved, That the Wisconsin Legislature condemns all acts of racism, xenophobia, discrimination, anti-Asian sentiment, scapegoating, and ethnic or religious intolerance; and, be it further

SJR45,2,19 Resolved, That the Wisconsin Legislature calls on leaders at all levels to recommit the United States to serving as a world leader in building more inclusive, diverse, and tolerant communities.
