SB952,1,3 1An Act to create 20.455 (2) (es) and 165.97 of the statutes; relating to: grants
2for pretrial release monitoring and accountability programs and making an
3appropriation.
Analysis by the Legislative Reference Bureau
Under this bill, the Department of Justice is authorized to provide up to
$10,000,000 in grants to counties for programs that provide pretrial release
monitoring and accountability services. Under the bill, the programs must be
evidence-based and may include location monitoring, mental health treatment,
substance use disorder treatment, and sobriety monitoring.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

7The department of justice shall award grants from the appropriation under s. 20.455
8(2) (es) to counties for pretrial release monitoring and accountability programs.
9Programs funded under this section must use evidence-based practices to provide
10services for individuals released from custody under ch. 969, and may include
11location monitoring, mental health treatment, substance use disorder treatment,
12and sobriety monitoring.

SB952,3,214 (1) Special education aid. In the schedule under s. 20.005 (3) for the
15appropriation to the department of public instruction under s. 20.255 (2) (b), the
16dollar amount is increased by $3,100,000 for the 2021-22 fiscal year to increase
17funding for aids for special education under s. 115.88. In the schedule under s. 20.005
18(3) for the appropriation to the department of public instruction under s. 20.255 (2)

1(b), the dollar amount is increased by $3,100,000 for the 2022-23 fiscal year to
2increase funding for aids for special education under s. 115.88.
SB952,3,103 (2) UW System, general program operations. In the schedule under s. 20.005
4(3) for the appropriation to the Board of Regents of the University of Wisconsin
5System under s. 20.285 (1) (a), the dollar amount is increased by $800,000 for the
62021-22 fiscal year to increase funding for the purpose for which the appropriation
7is made. In the schedule under s. 20.005 (3) for the appropriation to the Board of
8Regents of the University of Wisconsin System under s. 20.285 (1) (a), the dollar
9amount is increased by $800,000 for the 2022-23 fiscal year to increase funding for
10the purpose for which the appropriation is made.
