SB891,1,4 1An Act to create 36.25 (58) of the statutes; relating to: requiring the Board of
2Regents of the University of Wisconsin System to establish collaborative
3engineering programs involving the University of Wisconsin-Stout and the
4University of Wisconsin-Stevens Point.
Analysis by the Legislative Reference Bureau
This bill requires the Board of Regents of the University of Wisconsin System
to expand the manufacturing engineering program and the engineering technology
program at UW-Stout to allow participation in these programs through a
collaboration between UW-Stout and UW-Stevens Point. The Northcentral
Technical College may also participate in this collaboration. The collaborative
manufacturing engineering program is taught at the Wausau branch campus of
UW-Stevens Point. The bill becomes effective on July 1, 2023.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB891,1 5Section 1. 36.25 (58) of the statutes is created to read:

136.25 (58) Collaborative engineering programs at University of
2Wisconsin-Stout and University of Wisconsin-Stevens Point.
(a) The board shall
3expand the manufacturing engineering program and the engineering technology
4program at the University of Wisconsin-Stout to establish program options for
5participation in these programs through a collaboration between the University of
6Wisconsin-Stout and the University of Wisconsin-Stevens Point. The Northcentral
7Technical College may also participate in this collaboration.
SB891,2,98 (b) The collaborative manufacturing engineering program under par. (a) shall
9include all of the following characteristics:
SB891,2,1110 1. The program shall be delivered at the Wausau branch campus of the
11University of Wisconsin-Stevens Point.
SB891,2,1512 2. Each student enrolled in the program shall, for the first 2 years in the
13program, take courses taught at the Wausau branch campus by University of
14Wisconsin-Stevens Point faculty, and this coursework shall be credited toward the
15student's associate degree in pre-engineering.
SB891,2,1916 3. After a student's first 2 years in the program, the student shall take courses
17taught at the Wausau branch campus by University of Wisconsin-Stout faculty. If
18the Northcentral Technical College participates in the program, program courses
19may also be taught at a campus of the Northcentral Technical College.
SB891,2,2220 (c) As part of the collaborative manufacturing engineering program under par.
21(a), the board shall establish an engineering testing laboratory located at the Wausau
22branch campus of the University of Wisconsin-Stevens Point.
SB891,3,223 (d) The board shall ensure that, if the Northcentral Technical College
24participates in the collaborative engineering technology program under par. (a), the

1established articulation agreements between the Northcentral Technical College
2and the University of Wisconsin-Stout apply.
SB891,3,53 (e) The board shall ensure that the University of Wisconsin-Stout and the
4University of Wisconsin-Stevens Point jointly market the collaborative programs
5under par. (a).
SB891,2 6Section 2. Effective date.
SB891,3,77 (1) This act takes effect on July 1, 2023.
