Transgender equality task force.

(a)
Creation. There is created a committee called the transgender equality task
4force for the purpose of studying the legal and societal barriers to equality for
5transgender, intersex, nonbinary, and gender nonconforming individuals in this
6state and making recommendations to improve their lives. The task force shall
7consist of the following members:

81. A representative of the office of the commissioner of insurance, appointed by
9the commissioner of insurance, whose duties or expertise includes insurance services
10and policies as applied to transgender, intersex, nonbinary, and gender
11nonconforming individuals.

12. A representative of the department of financial institutions, appointed by
2the secretary of financial institutions, whose duties or expertise includes financial
3services and policies as applied to transgender, intersex, nonbinary, and gender
4nonconforming individuals.

53. Three members appointed by the secretary of health services, one of whom
6is a representative of the department of health services whose duties or expertise
7includes protecting the rights of transgender, intersex, nonbinary, and gender
8nonconforming individuals or eliminating discrimination in departmental
9programs, policies, or initiatives; one of whom is a physician who specializes in
10transgender, intersex, nonbinary, and gender nonconforming health issues; and one
11of whom is a member of the Wisconsin Transgender Health Coalition.

22and one of whom is a representative of the Trans Counseling Advocacy Research and

9transgender, intersex, nonbinary, and gender nonconforming youth.

(b)
Organization and administration.

191. The transgender equality task force shall organize as soon as practicable
20following the appointment of its members but not later than the 30th day following
21the appointment of its members. Upon its organization, the task force shall elect a
22steering committee from among its members. The steering committee shall consist
23of 5 members, at least 3 of whom shall be transgender, intersex, nonbinary, or gender
24nonconforming individuals. The task force may meet and hold meetings at the times
25and places it designates or upon the call of the steering committee. A majority of the
1members shall constitute a quorum. The task force may conduct business without
2a quorum present but may vote on a recommendation only when a quorum is present.
3Except as provided under subd. 3
., the members of the task force shall serve without
4compensation but shall be reimbursed for actual and necessary expenses, including
5mileage costs, incurred in the performance of their duties as members of the task
6force.

72. The transgender equality task force shall receive assistance and services
8from any state, county, or local department, board, office, commission, or agency, as
9the task force considers necessary to effectuate the purposes of this act.

103. From the appropriation under s. 20.505 (1) (a), the department of
11administration shall staff and provide funding for the transgender equality task
12force. The physician member appointed under par. (a
) 3. and each member appointed
13under par. (a) 11. to 15
. shall be paid a stipend at the hourly rate of $15 for time
14necessarily spent in the performance of their duties, unless the member is an
15employee of the state performing those duties while on state time.

(c)
Duties. The transgender equality task force shall study the legal and
17societal barriers to equality for transgender, intersex, nonbinary, and gender
18nonconforming individuals in this state and shall provide recommendations in a
19report, submitted to the governor and the legislature in the manner required under
20par. (d), on how to ensure the equality and improve the lives of transgender, intersex,
21nonbinary, and gender nonconforming individuals. Those recommendations shall
22address the following areas:

(d)
Report. The transgender equality task force shall submit the report under
12par. (c) to the governor and to the legislature in the manner provided under s. 13.172
13(2) no later than the first day of the 12th month beginning after the effective date of
14this paragraph. The task force terminates upon submission of its report.
