25Section 280. 20.155 (1) (c) of the statutes is created to read:

120.155 (1) (c) State broadband office and planning and line extension grants;
2general purpose revenue.
The amounts in the schedule for the operations of the state
3broadband office within the public service commission, for broadband planning
4grants under s. 196.504 (2g), and for financial assistance grants for broadband line

6Section 281. 20.155 (3) (a) of the statutes is created to read:

15Section 283. 20.155 (3) (rm) of the statutes is amended to read:
16 20.155 (3) (rm) Broadband grants; other funding. From the universal service
17fund, as a continuing appropriation, all moneys transferred under s. 196.218 (3) (a)
182s. b., for broadband expansion grants under s. 196.504 (2).
19Section 284. 20.165 (1) (kf) of the statutes is created to read:
20 20.165 (1) (kf) Interagency and intra-agency programs. All moneys received
21from other state agencies and all moneys received by the department from the
22department not directed to be deposited under pars. (k) to (ke) for the administration
23of programs or projects for which received.
24Section 285. 20.165 (2) (j) of the statutes, as affected by 2017 Wisconsin Act
25331
, section 2, is amended to read:

120.165 (2) (j) Safety and building operations. The amounts in the schedule for
2the purposes of chs. 101 and 145 and ss. 167.35, 236.12 (2) (ap), 236.13 (1) (d) and
3(2m), and 236.335 and for the purpose of transferring the amounts in the schedule
4under par. (kf) to the appropriation account under par. (kf)
. All moneys received
5under ch. 145 and ss. 101.178, 101.19, 101.63 (9), 101.654 (3), 101.73 (12), 101.82 (4),
6101.955 (2), 167.35 (2) (f), and 236.12 (7) shall be credited to this appropriation
7account.
8Section 286. 20.165 (2) (kf) of the statutes is created to read:
9 20.165 (2) (kf) Private on-site wastewater treatment system replacement and
10rehabilitation.
As a continuing appropriation, the amounts in the schedule for
11financial assistance under the private on-site wastewater treatment system
12replacement and rehabilitation program under s. 145.246. All moneys transferred
13from par. (j) shall be credited to this appropriation account.
14Section 287. 20.192 (1) (a) of the statutes is amended to read:
15 20.192 (1) (a) Operations and programs. A sum sufficient in each fiscal year
16equal to the amount obtained by subtracting from $56,550,700 in fiscal year
172021-22, $51,550,700 in fiscal year 2022-23, and
$41,550,700 in each fiscal year
18thereafter
an amount equal to the sum of the amounts expended in that fiscal year
19from the appropriations under pars. (r) and (s), for the operations of the Wisconsin
20Economic Development Corporation and for funding economic development
21programs developed and implemented under s. 238.03. No more than $16,512,500
22may be expended from this appropriation in any fiscal year, except that no more than
23$25,012,500 may be expended from this appropriation in fiscal year 2021-22 and no
24more than $20,012,500 may be expended from this appropriation in fiscal year

12022-23,
and moneys may be expended from this appropriation only if there are no
2unencumbered moneys available in the appropriation account under par. (r).
3Section 288. 20.192 (1) (ar) of the statutes is created to read:
4 20.192 (1) (ar) Small business pandemic recovery programs. Biennially, the
5amounts in the schedule for programs under s. 238.137 to assist small businesses in
6recovery from the COVID-19 global pandemic.
7Section 289. 20.192 (1) (c) of the statutes is created to read:
8 20.192 (1) (c) Venture capital fund of funds program. As a continuing
9appropriation, the amounts in the schedule to meet the financial needs of the venture
10capital fund of funds program established under s. 238.145 (2), including
11management fees and the amounts necessary to make investments through the
12program.
13Section 290 . 20.192 (1) (km) of the statutes is created to read:
14 20.192 (1) (km) Tribal economic development. The amounts in the schedule for
15the purpose of promoting small business economic development benefiting American
16Indian tribes or bands in this state under s. 238.29. All moneys transferred from the
17appropriation account under s. 20.505 (8) (hm) 28. shall be credited to this
18appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered
19balance on June 30 of each year shall revert to the appropriation account under s.
2020.505 (8) (hm).
21Section 291. 20.192 (1) (r) of the statutes is amended to read:
22 20.192 (1) (r) Economic development fund; operations and programs. From the
23economic development fund, after deducting the amounts appropriated from that
24fund
as a continuing appropriation, all moneys not expended under s. 20.566 (1) (q),
25all moneys received from the deposits made under s. 77.97, for the operations of the

1Wisconsin Economic Development Corporation and for funding the economic
2development programs it administers.
3Section 292 . 20.192 (1) (t) of the statutes is created to read:
4 20.192 (1) (t) Underserved community grants. From the community
5reinvestment fund, the amounts in the schedule for the purpose of providing
6underserved community grants under s. 238.139.
7Section 293. 20.235 (1) (e) (title) of the statutes is amended to read:
8 20.235 (1) (e) (title) Minnesota-Wisconsin public vocational school student
9reciprocity agreement.
10Section 294. 20.235 (2) (k) of the statutes is created to read:
11 20.235 (2) (k) General program operations — service funds. All moneys
12received from other state agencies to carry out the purposes for which received.
13Section 295. 20.255 (1) (hg) of the statutes is amended to read:
14 20.255 (1) (hg) Personnel licensure, teacher supply, information and analysis
15and teacher improvement.
The amounts in the schedule All moneys received from
16the licensure of school and public library personnel under s. 115.28 (7) (d) and all
17moneys received under s. 115.41,
to fund licensure administrative costs under s. ss.
18115.28 (7) (d) and 118.19 (10), teacher supply, information and analysis costs under
19s. 115.29 (5), and teacher improvement under s. 115.41. Ninety percent of all moneys
20received from the licensure of school and public library personnel under s. 115.28 (7)
21(d), and all moneys received under s. 115.41, shall be credited to this appropriation.
22Section 296. 20.255 (2) (ac) of the statutes is amended to read:
23 20.255 (2) (ac) General equalization aids. The amounts in the schedule A sum
24sufficient equal to, in the 2022-23 fiscal year and biennially thereafter, the amount
25determined by the joint committee on finance under s. 121.075 (3) and, in the

12021-22 fiscal year and biennially thereafter, the amount determined by law
for the
2payment of educational aids under ss. 121.08, 121.09, 121.095, and 121.105, 121.137
3and subch. VI of ch. 121.
4Section 297. 20.255 (2) (ap) of the statutes is repealed.
5Section 298. 20.255 (2) (az) of the statutes is amended to read:
6 20.255 (2) (az) Special Needs Scholarship Program. A sum sufficient to make
7the payments under s. 115.7915 (4m) (a), (cm), and (e) and (4p).
8Section 299. 20.255 (2) (b) of the statutes is amended to read:
9 20.255 (2) (b) Aids for special education and school age parents programs. The
10amounts in the schedule
A sum sufficient for the payment of the full cost of special
11education for children in hospitals and convalescent homes under s. 115.88 (4) and
12for the payment of
aids for special education and school age parents programs under
13ss. 115.88, 115.93 and 118.255
as provided under s. 115.882.
14Section 300. 20.255 (2) (cc) of the statutes is amended to read:
15 20.255 (2) (cc) Bilingual-bicultural education aids English learner categorical
16aid
. The amounts in the schedule for bilingual-bicultural education programs aid
17under subch. VII of ch. 115 s. 115.995.
18Section 301. 20.255 (2) (cg) of the statutes is amended to read:

23Section 302. 20.255 (2) (ch) of the statutes is created to read:

120.255 (2) (ch) Capacity-building grants for licensed educators. The amounts
2in the schedule for grants to increase licensure of bilingual teachers and teachers of

4Section 303. 20.255 (2) (co) of the statutes is created to read:
5 20.255 (2) (co) Supplemental nutrition aid. A sum sufficient for payments
6under s. 115.342.
7Section 304. 20.255 (2) (cv) of the statutes is created to read:
8 20.255 (2) (cv) Driver education aid. A sum sufficient for driver education aid
9for qualified driver education providers under s. 121.42.
10Section 305. 20.255 (2) (cx) of the statutes is created to read:
11 20.255 (2) (cx) Aid for transportation; early college credit program. The
12amounts in the schedule to reimburse parents and guardians under s. 118.55 (7g) for
13the transportation of pupils attending a course at an institution of higher education
14and taking the course for high school credit.
15Section 306. 20.255 (2) (cy) of the statutes is amended to read:
16 20.255 (2) (cy) Aid for transportation; open enrollment and early college credit

. The amounts in the schedule to reimburse parents for the costs of

11the schedule for grants to school districts under s. 115.457.
12Section 311. 20.255 (2) (eh) of the statutes is renumbered 20.437 (2) (eh) and
13amended to read:
14 20.437 (2) (eh) Head start supplement. The amounts in the schedule for the
15head start supplement under s. 115.3615 49.39.
