1An Act to amend 255.15 (4); and
to create 255.15 (3) (d) of the statutes;
2relating to: public health campaign for prevention of tobacco and electronic
3cigarette use and a grant program to support organizations working on youth
4vaping and cessation services; funding for special education, the University of
5Wisconsin System, and the technical college system; and making an
6appropriation.
Analysis by the Legislative Reference Bureau
This bill provides additional funding to the Department of Health Services to
develop and carry out a public health campaign aimed at the prevention of initiation
of tobacco and electronic cigarette use. The bill also provides funding to DHS to
distribute grants to local and regional organizations working on youth vaping and
providing cessation services. Further, the bill provides additional funding to the
Department of Public Instruction for aids for special education and to the University
of Wisconsin System and the technical college system for purposes of maintaining
compliance with maintenance of effort requirements of the federal Consolidated
Appropriations Act, 2021, and the federal American Rescue Plan Act of 2021.

The people of the state of Wisconsin, represented in senate and assembly, do

(3) (d) From the appropriation under s. 20.435 (1) (fm), the department

(4) Reports. Not later than April 15,
2002 2024, and annually
8thereafter, the department shall submit to the governor and to the chief clerk of each
9house of the legislature for distribution under s. 13.172 (2) a report that evaluates
10the success of the
grant program programs under sub. (3). The report shall specify
11the number of grants awarded during the immediately preceding fiscal year and the
12purpose for which each grant was made. The report shall also specify donations and
13grants accepted by the department under sub. (5).

7System under s. 20.285 (1) (a), the dollar amount for fiscal year 2022-23 is increased
