1Relating to: proclaiming April as Hmong Heritage Month in Wisconsin.
2 Whereas, Hmong forces fought for and with U.S. armed forces during the
3Vietnam War; and
4 Whereas, the Hmong people faced danger and persecution following the
5Vietnam War; and
6 Whereas, the United States is now home to a sizable Hmong community, which
7took root as Hmong veterans and refugees sought asylum; and
8 Whereas, the Hmong people brought with them a rich culture with millennia
9of heritage, including distinct language, music, art, dance, cuisine, traditions, and
10more; and
11 Whereas, the third-largest population of Hmong people in the United States
12lives in Wisconsin; and
13 Whereas, Hmong Americans have lived, worked, and raised families in
14Wisconsin for nearly 50 years; and

1Whereas, the Hmong people continue to overcome discrimination, linguistic
2and cultural barriers, and economic hardship as they play integral roles in
3education, industry, agriculture, public service, culture, and many other areas; and
4 Whereas, Hmong entrepreneurs operate businesses throughout Wisconsin,
5creating jobs, stimulating the economy, and providing products and services to
6Wisconsin communities; and
7 Whereas, Hmong Wisconsinites embrace the importance of family, history, and
8community as they preserve and teach others about their cultural traditions; and
9 Whereas, Hmong community organizations have provided valuable and
10culturally sensitive aid and resources to those impacted by the COVID-19 pandemic;
11and
12 Whereas, the Hmong community and culture are an invaluable part of the
13multicultural diversity of the state; and
14 Whereas, Hmong Heritage Month has been celebrated with events in April
15every year since 2004; and
16 Whereas, in a time of heightened violence and prejudice against the Asian
17American and Pacific Islander community, it is especially important to recognize and
18celebrate the value and contributions of members of that community; now, therefore,
19be it
20Resolved by the assembly, the senate concurring, That the Wisconsin
21Legislature hereby proclaims April as Hmong Heritage Month in the state of
22Wisconsin and officially commends the Hmong community for its contributions to the
23United States and to the state of Wisconsin.
