AB549,1,3 1An Act to create 20.145 (1) (a) and 601.415 (14) of the statutes; relating to:
2pharmacy benefits tool grants, education and higher education funding, and
3making an appropriation.
Analysis by the Legislative Reference Bureau
This bill directs the Office of the Commissioner of Insurance to award grants
in an amount of up to $500,000 in each fiscal year to health care providers to develop
and implement a tool that would allow prescribers to disclose the cost of prescription
drugs for patients. The tool must be usable by physicians and other prescribers to
determine the cost of prescription drugs for their patients. Any health care provider
that receives a grant to develop and implement a patient pharmacy benefits tool is
required to contribute matching funds equal to at least 50 percent of the total grant
awarded. If the grants are awarded, the bill provides additional funding to the
Department of Public Instruction for aids for special education and to the University
of Wisconsin System and the technical college system.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB549,3 4Section 3. 601.415 (14) of the statutes is created to read:
AB549,2,105 601.415 (14) Patient pharmacy benefits tool. (a) From the appropriation
6under s. 20.145 (1) (a), beginning in the 2022-23 fiscal year, the office shall award
7grants in a total amount of up to $500,000 each fiscal year to health care providers
8to develop and implement a tool for prescribers to disclose the cost of prescription
9drugs for patients. The tool must be usable by physicians and other prescribers to
10determine the cost of prescription drugs for their patients.
AB549,2,1211 (b) Any health care provider that receives a grant under par. (a) shall contribute
12matching funds equal to at least 50 percent of the grant amount awarded.
AB549,4 13Section 4. Fiscal changes.
AB549,2,1814 (1) Special education aid. In the schedule under s. 20.005 (3) for the
15appropriation to the department of public instruction under s. 20.255 (2) (b), if the
16grants under s. 601.415 (14) are awarded, the dollar amount is increased by $315,000
17for the fiscal year of the 2021-23 fiscal biennium in which the grants are awarded
18to increase funding for aids for special education under s. 115.88.

1(2) UW System; general program operations. In the schedule under s. 20.005
2(3) for the appropriation to the Board of Regents of the University of Wisconsin
3System under s. 20.285 (1) (a), if the grants under s. 601.415 (14) are awarded, the
4dollar amount is increased by $68,000 for the fiscal year of the 2021-23 fiscal
5biennium in which the grants are awarded to increase funding for the purposes for
6which the appropriation is made.
AB549,3,117 (3) State aids for technical colleges. In the schedule under s. 20.005 (3) for
8the appropriation to the technical college system board under s. 20.292 (1) (d), if the
9grants under s. 601.415 (14) are awarded, the dollar amount is increased by $12,000
10to increase funding for the fiscal year of the 2021-23 fiscal biennium in which the
11grants are awarded for the purposes for which the appropriation is made.
