17professional services shall fund a septage characterization study by the Department
18of Soil and Waste Resources of the College of Natural Resources of the University of
19Wisconsin-Stevens Point. The study shall analyze and make recommendations on
20practices to mitigate the risk of contamination of the state's groundwater and surface
21waters through the strategic and data-driven application of septage at sites
22approved by the department of natural resources. The Department of Soil and Waste
23Resources of the College of Natural Resources of the University of
24Wisconsin-Stevens Point shall prepare a report detailing the results of the study and

1shall submit the report to the appropriate standing committees of the legislature in
2the manner provided under s. 13.172 (3) no later than December 31, 2022.

AB444,41,74 (1) Grant for manufacturing engineering apprenticeship center. From the
5appropriation under s. 20.292 (1) (f), in the 2021-22 fiscal year, the technical college

AB444,41,1010 (a) Definitions. In this subsection:
AB444,41,12 111. “Governmental organization” means a department or a subunit of a county,
12city, village, town, or federally recognized American Indian tribe or band in this state.
AB444,41,16 132. “Tourism promotion and development organization” means a nonprofit
14organization or a governmental organization whose primary purpose is the
15promotion and development of tourism to or within this state or a particular region
16in this state.
AB444,41,2117 (b) Continuation of operations grants. From the appropriation under s. 20.380
18(1) (c), the department of tourism shall award grants to tourism promotion and
19development organizations, other than governmental organizations, adversely
20affected by the COVID-19 global pandemic to assist those organizations to remain
21operational.
AB444,41,2522 (c) Tourism marketing grants. From the appropriation under s. 20.380 (1) (c),
23the department of tourism shall award grants to tourism promotion and
24development organizations for purposes of short-term tourism marketing in
25connection with this state's recovery from the COVID-19 global pandemic.

17Economic Development Corporation may award a loan of up to $50,000,000 to the
18Consolidated Cooperative for the purchase of the Verso Paper Mill, located at 600 4th
19Avenue North in the city of Wisconsin Rapids. The loan shall be for the term and
20upon the conditions as may be agreed upon between the corporation and the
21cooperative.
AB444,43,222 (b) Before awarding the loan under par. (a), the Wisconsin Economic
23Development Corporation shall determine that substantial additional funding for
24the purchase of the Verso Paper Mill has been secured from both nonstate revenue

1sources and in the form of a loan issued by the Board of Commissioners of Public
2Lands to an entity eligible for the loan.

AB444,43,104 (a) No later than the first day of the 25th month beginning after the effective
5date of this paragraph, from the appropriation under s. 20.192 (1) (c), the Wisconsin
6Economic Development Corporation may award a loan of up to $15,000,000 to the
7Park Falls Mill Multi-Stakeholder Cooperative for the purchase of the Park Falls
8Pulp and Paper Mill, located at 200 1st Avenue North in the city of Park Falls. The
9loan shall be for the term and upon the conditions as may be agreed upon between
10the corporation and the cooperative.
