This bill prohibits cities, villages, towns, and counties (political subdivisions)
and state agencies from requiring the testing of audible devices of fire alarm systems
in the state capitol building later than 9 a.m. on Tuesdays, Wednesdays, and
Thursdays. If a political subdivision or state agency has adopted an ordinance or
promulgated a rule that imposes such a requirement, the bill provides that the
ordinance or rule does not apply and may not be enforced.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1076,1 4Section 1 . 16.841 of the statutes is created to read:
AB1076,1,5 516.841 Fire alarm testing in state capitol. (1) In this section:
AB1076,1,66 (a) “Political subdivision” means a city, village, town, or county.
AB1076,1,77 (b) “State agency" has the meaning given in s. 20.001 (1).

1(2) Except as required under any federal law or regulation, no state agency or
2political subdivision may require the testing of audible devices of fire alarm systems
3in the state capitol building later than 9 a.m. on any Tuesday, Wednesday, or
4Thursday. If a state agency or political subdivision has promulgated a rule or
5adopted an ordinance that is in effect on the effective date of this subsection .... [LRB

7alarm systems in the state capitol building later than 9 a.m. on any Tuesday,
