SENATE SUBSTITUTE AMENDMENT 1, TO SENATE RESOLUTION 11

November 8, 2021 - Offered by Senators Larson, Carpenter, Smith, Ringhand, Erpenbach, Wirch, Roys, L. Taylor and Johnson.

SR11-SSA1,1,1 Relating to: condemning the violent insurrection in Washington, D.C.

SR11-SSA1,1,3 Whereas, the general election for President of the United States was held on November 3, 2020; and

SR11-SSA1,1,6 Whereas, after counting, canvassing, and recounting votes, Joseph R. Biden and Kamala D. Harris were certified as the winners of the state of Wisconsin, having earned over 20,000 more votes than Donald J. Trump and Michael R. Pence; and

SR11-SSA1,1,9 Whereas, nationally, Joseph R. Biden and Kamala D. Harris earned 81,283,485 votes and 306 Electoral College delegates compared to 74,223,744 votes and 232 Electoral College delegates for Donald J. Trump and Michael R. Pence; and

SR11-SSA1,1,12 Whereas, President Donald J. Trump has obsessively, recklessly, and without evidence, claimed that widespread voter fraud and a litany of conspiracy theories influenced the outcome of the November 3, 2020, general election; and

SR11-SSA1,2,2 Whereas, President Donald J. Trump promoted and was a featured speaker at the January 6, 2021, “March to Save America” rally in Washington D.C.; and

SR11-SSA1,2,5 Whereas, in his remarks to the crowd, President Donald J. Trump falsely claimed “we won this election, and we won it by a landslide” and encouraged the assembled mob to march on the U.S. Capitol; and

SR11-SSA1,2,9 Whereas, at the urging of the President, and in an attempt to subvert the democratic counting of Electoral College votes, an armed mob of Trump supporters stormed the U.S. Capitol, unlawfully gaining entrance to the building after smashing windows and breaching police barricades; and

SR11-SSA1,2,13 Whereas, the mob violently looted and vandalized the U.S. Capitol building while assaulting members of law enforcement and forcing drastic emergency actions to protect and safeguard the Vice President of the United States, lawmakers, members of the media, and the general public; and

SR11-SSA1,2,15 Whereas, at least five people died, dozens were physically injured, and countless more suffered severe trauma as a result of the violent insurrection; and

SR11-SSA1,2,20 Whereas, the Federal Bureau of Investigation has received information regarding coordinated armed protests at all 50 state capitols involving threats from armed domestic terrorist organizations to storm state, local and federal government buildings, directly threatening the safety and security of the Wisconsin State Senate and its members; and

SR11-SSA1,2,23 Whereas, the dangerous language used by President Donald J. Trump to question the legitimacy of our elections and incite violence has drawn bipartisan condemnation from Wisconsin's federal delegation; now, therefore, be it

SR11-SSA1,3,3 Resolved by the senate, That in recognition of the fair, impartial, and legitimate November 3, 2020, general election for President of the United States, the Wisconsin State Senate recognizes and affirms Joseph R. Biden and Kamala D. Harris as the certified winners of Wisconsin's Electoral College votes; and, be it further

SR11-SSA1,3,7 Resolved, That the Wisconsin State Senate rejects President Donald J. Trump's claims of a “stolen election” and denounces the conspiracies espoused by him as un-American, demonstrably false, undermining of our core democratic values, and dangerous to the peaceful transition of presidential authority; and, be it further

SR11-SSA1,3,10 Resolved, That the Wisconsin State Senate condemns the violent insurrection that was incited by President Donald J. Trump on January 6, 2021, in Washington, D.C.; and, be it further

SR11-SSA1,3,14 Resolved, That the Wisconsin State Senate offers its condolences to the family and loved ones of U.S. Capitol Police Officer Brian D. Sicknick, a military veteran and twelve year member of the U.S. Capitol Police Department, who was fatally injured by the violent mob.
