Whereas, the ability of American citizens to exercise their right to vote is
5foundational to our representative democracy; and

Whereas, the legitimacy of the American form of government depends on the
7citizens' widespread confidence in the fairness of elections and acceptance of election

Whereas, preserving the integrity of the electoral process is one of our
10government's most important responsibilities; and

Whereas, the administration of elections in Wisconsin is governed by an
12extensive set of duly enacted laws; and

1Whereas, however, election laws are not self-enforcing but rely on the good
2faith efforts of election officials to dutifully carry out those laws as written in order
3to ensure fair elections; and

Whereas, the integrity of our electoral process has been jeopardized by election
5officials who, either through willful disregard or reckless neglect, have failed to
6adhere to our election laws by, at various times, ignoring, violating, and encouraging
7noncompliance with bright-line rules established by the statutes and regulations
8governing the administration of elections in Wisconsin; and

Whereas, it is the duty of the Wisconsin Legislature to make laws and to
10exercise its oversight and investigative authority to determine the extent to which
11elections in Wisconsin have been conducted in compliance with the law; and

Whereas, election administrators, poll workers, and members of the Wisconsin
13National Guard came together in the midst of a global pandemic to conduct a safe,
14secure, and transparent election, dutifully carrying out those laws as written; now,
15therefore, be it

assembly, That the members of the Wisconsin Assembly
17hereby commend election administrators, poll workers, and members of the
18Wisconsin National Guard for their tireless efforts on behalf of voters across
19Wisconsin and thank these dedicated public servants, who put their country and
20democracy above all else for the benefit of our state; and, be it further

21Resolved, That the Wisconsin Assembly hereby directs the Assembly
22Committee on Campaigns and Elections to investigate the administration of
23elections in Wisconsin, focusing in particular on elections conducted after January
241, 2019.
