ASSEMBLY AMENDMENT 2, TO ASSEMBLY SUBSTITUTE AMENDMENT 1, TO ASSEMBLY BILL 973

AB973-ASA1-AA2,1,1 At the locations indicated, amend the substitute amendment as follows:

AB973-ASA1-AA2,1,4 1. Page 2, line 1: delete the material beginning with “procedures, providing" and ending with “appropriation" on line 2 and substitute “procedures and providing an exemption from emergency rule procedures”.

AB973-ASA1-AA2,1,5 2. Page 3, line 14: after that line insert:

AB973-ASA1-AA2,1,6 “ Section 3c. 71.01 (1ap) of the statutes is created to read:

AB973-ASA1-AA2,1,7 71.01 (1ap) “Apprenticeship program” has the meaning given in s. 106.001 (4).

AB973-ASA1-AA2,3g Section 3g. 71.01 (1v) of the statutes is created to read:

AB973-ASA1-AA2,1,12 71.01 (1v) “Eligible apprenticeship expenses” means any of the following costs incurred by an apprentice, as defined in s. 106.001 (1), the apprentice's sponsor, as defined in ss. 106.001 (8) and 106.05 (1) (p), or the apprentice's employer, as defined in s. 106.001 (5), in connection with an apprenticeship under subch. I of ch. 106:

AB973-ASA1-AA2,2,3 (a) Tools, books and instructional guides, and other materials, including personal protective equipment, that are used in the apprentice's trade, craft, or business.

AB973-ASA1-AA2,2,4 (b) Tuition costs, as defined in s. 106.05 (1) (t).

AB973-ASA1-AA2,2,6 (c) Travel costs, including mileage reimbursement, mass transit-related costs, parking costs, and taxicab and transportation network company ride fares.

AB973-ASA1-AA2,3r Section 3r. 71.05 (6) (a) 30. of the statutes is created to read:

AB973-ASA1-AA2,2,10 71.05 (6) (a) 30. Any amount for which a subtraction is claimed under par. (b) 57. to the extent that the amount was refunded or otherwise returned to the claimant.”.

AB973-ASA1-AA2,2,12 3. Page 3, line 17: delete “definition and limitations in subd. 57. b. to d." and substitute “limitations in subd. 57. c. and d.".

AB973-ASA1-AA2,2,13 4. Page 3, line 21: delete lines 21 to 23.

AB973-ASA1-AA2,2,23 “ Section 15g. 106.05 (3) (a) of the statutes is amended to read:

AB973-ASA1-AA2,3,7 106.05 (3) (a) If the amount of funds to be distributed under sub. (2) exceeds the amount available in the appropriation under s. 20.445 (1) (dr) for completion awards under sub. (2), the department may reduce the reimbursement percentage or deny applications for completion awards that would otherwise qualify under sub. (2). In that case, the department shall determine the reimbursement percentage and eligibility on the basis of the dates on which apprentices and sponsors applicants become eligible for completion awards.

AB973-ASA1-AA2,15r Section 15r. 106.05 (3) (a) of the statutes, as affected by 2021 Wisconsin Act .... (this act), is amended to read:

AB973-ASA1-AA2,3,16 106.05 (3) (a) If the amount of funds to be distributed under sub. subs. (2) and (2m) exceeds the amount available in the appropriation under s. 20.445 (1) (dr) for completion awards under sub. subs. (2) and (2m), the department may reduce the reimbursement percentage or deny applications for completion awards that would otherwise qualify under sub. subs. (2) and (2m). In that case, the department shall determine the reimbursement percentage and eligibility on the basis of the dates on which applicants become eligible for completion awards.”.

AB973-ASA1-AA2,3,17 9. Page 9, line 10: delete lines 10 to 18 and substitute:

AB973-ASA1-AA2,3,19 “ Section 22m. Effective dates. This act takes effect on the day after publication, except as follows:

AB973-ASA1-AA2,3,22 (1b) The treatment of ss. 106.05 (title), (1) (e) 1. and 3., (f), and (v), (2m), and (3) (a) (by Section 15r) and (b) (intro.) and 106.273 (2) (b) 1. takes effect on the 2nd day after publication of the 2023 biennial budget act.”.
