19city, village, town, or federally recognized American Indian tribe or band in this state.

21organization or a governmental organization whose primary purpose is the
22promotion and development of tourism to or within this state or a particular region

25(1) (c), the department of tourism shall award grants to tourism promotion and

2affected by the COVID-19 global pandemic to assist those organizations to remain

5the department of tourism shall award grants to tourism promotion and

16department of transportation shall set aside $1,200,000 for repairs to the Ray
17Nitschke Memorial Bridge in Brown County.
AB68-SSA1,1620,2418 (2) Town of Milton project. Notwithstanding limitations on the amount and
19use of aids provided under s. 86.31 or on eligibility requirements for receiving aids
20provided under s. 86.31, in the 2021-23 fiscal biennium, from the appropriation
21under s. 20.395 (2) (ft), the department of transportation shall award a grant under
22s. 86.31 (3m) to the town of Milton in Rock County for the Clear Lake Road project.
23The amount of the grant awarded under this subsection shall be $75,000 or the total
24cost of the project, whichever is less.

1(3) Interchange of i 94 and moorland road. In the 2021-23 fiscal biennium,

18Missing-in-Action Recovery and Identification Project.
AB68-SSA1,1621,2119 (b) From the appropriation under s. 20.285 (1) (bt), the board shall provide
20funding for the MIA Recovery Project to perform a mission for the recovery and
21identification of Wisconsin veterans who are missing in action.
AB68-SSA1,1622,222 (c) The MIA Recovery Project, acting through its representative, shall submit
23at the conclusion of the mission for which the funds were expended, to the board, the
24joint committee on finance, the standing committees of each house of the legislature
25dealing with veterans matters, the governor, the department of veterans affairs, and

1the department of military affairs, a report on the mission's findings and an
2accounting of expenditures for the mission.
AB68-SSA1,1622,63 (3) Extension services provided by state specialists. The Board of Regents of
4the University of Wisconsin System shall revise the plan under s. 36.115 (8) (a), if
5necessary to comply with s. 36.115 (8) (c), no later than the first day of the 4th month
6beginning after the effective date of this subsection.
AB68-SSA1,1622,127 (4) Resident undergraduate tuition. Notwithstanding s. 36.27 (1) (a), the
8Board of Regents of the University of Wisconsin System may not charge resident
9undergraduates enrolled in an institution, as defined in s. 36.05 (9), or college
10campus, as defined in s. 36.05 (6m), in the 2021-22 or 2022-23 academic year more
11in academic fees than it charged resident undergraduates enrolled in that institution
12or college campus in the 2020-21 academic year.
AB68-SSA1,1622,2013 (5) Juneteenth holiday. The administrator of the division of personnel
14management in the department of administration shall include June 19 as a paid
15holiday in the proposal for adjusting compensation and employee benefits for
16University of Wisconsin System employees for the 2021-22 and 2022-23 fiscal years
17that it submits to the joint committee on employee relations under s. 230.12 (3) (e)
181. The recommendation shall specify that the first June 19 paid holiday is the June

25(k).

6of the system.

13of Wisconsin-Madison, comprised of 15.0 full-time equivalent county-based
14agriculture agent positions, 3.0 full-time equivalent research positions focusing on
15applied agriculture research, and 2.0 full-time equivalent research positions

12research specified in par. (b), the research conducted to date, the research to be
13conducted, the findings of the research to date, and how those findings are informing
14the person's work, as well as the work of county-based agriculture agents.

16climate change specified in par. (b ), the ways in which the person has utilized the
17research findings of the researchers described in subd. 4. to inform the county-based

20undertake.

6the 2021-23 fiscal biennium, award up to $200,000 in grants for cooperative
7feasibility studies. The Wisconsin Economic Development Corporation shall consult
8with the Cooperative Network when making awards under this subsection.
AB68-SSA1,1625,159 (2) Regional economic development funding. In the 2021-22 fiscal year, the
10Wisconsin Economic Development Corporation shall expend up to $8,000,000 from
11the appropriation under s. 20.192 (1) (a) to provide funding to organizations focused
12on local or regional economic development in this state for the purpose of assisting
13businesses and nonprofit organizations in this state in their recovery from the
14COVID-19 global pandemic. The moneys appropriated under this subsection are not
15subject to the limitations specified in s. 20.192 (1) (a).
AB68-SSA1,1625,1616 (3) Purchase of the Verso Paper Mill in Wisconsin Rapids.
AB68-SSA1,1625,2317 (a) No later than the first day of the 25th month beginning after the effective
18date of this paragraph, from the appropriation under s. 20.192 (1) (c), the Wisconsin
19Economic Development Corporation may award a loan of up to $50,000,000 to the
20Consolidated Cooperative for the purchase of the Verso Paper Mill, located at 600 4th
21Avenue North in the city of Wisconsin Rapids. The loan shall be for the term and
22upon the conditions as may be agreed upon between the corporation and the
23cooperative.
AB68-SSA1,1626,324 (b) Before awarding the loan under par. (a), the Wisconsin Economic
25Development Corporation shall determine that substantial additional funding for

1the purchase of the Verso Paper Mill has been secured from both nonstate revenue
2sources and in the form of a loan issued by the Board of Commissioners of Public
3Lands to an entity eligible for the loan.
AB68-SSA1,1626,44 (4) Purchase of the Park Falls Pulp and Paper Mill in Park Falls.
AB68-SSA1,1626,115 (a) No later than the first day of the 25th month beginning after the effective
6date of this paragraph, from the appropriation under s. 20.192 (1) (c), the Wisconsin
7Economic Development Corporation may award a loan of up to $15,000,000 to the
8Park Falls Mill Multi-Stakeholder Cooperative for the purchase of the Park Falls
9Pulp and Paper Mill, located at 200 1st Avenue North in the city of Park Falls. The
10loan shall be for the term and upon the conditions as may be agreed upon between
11the corporation and the cooperative.

5submit to the governor and the appropriate standing committees of the legislature
6in the manner provided under s. 13.172 (3) a report that includes recommendations
7regarding the options for achieving a $15 per hour minimum wage and other means
8of increasing worker compensation in this state.

10report under par. (c).
AB68-SSA1,1627,1411 (2) Unemployment insurance; electronic interchange. The department of
12workforce development shall submit a notice to the legislative reference bureau for
13publication in the Wisconsin administrative register indicating the date upon which
14the department is able to implement the treatment of s. 108.14 (2e).
AB68-SSA1,1627,2415 (3) Substance abuse prevention on public works and public utility projects.
16Using the procedure under s. 227.24, the department of workforce development may
17promulgate rules required under s. 103.503 (6) (b). Notwithstanding s. 227.24 (1) (c)
18and (2), emergency rules promulgated under this subsection remain in effect until
19May 1, 2023, or the date on which permanent rules take effect, whichever is sooner.
20Notwithstanding s. 227.24 (1) (a) and (3), the department is not required to provide
21evidence that promulgating a rule under this subsection as an emergency rule is
22necessary for the preservation of the public peace, health, safety, or welfare and is
23not required to provide a finding of emergency for a rule promulgated under this
24subsection.

1(4) Emergency rule-making authority; family and medical leave. The
2department of workforce development may use the procedure under s. 227.24 to
3promulgate rules to implement s. 103.10 (3) (b) 4. and to revise ch. DWD 225 of the

5treatment of s. 103.10 (1) (a) (intro.), 1., 2., and 3., (ao), (ap), (b), (c), (dg), (dr), (dt),
6(em), and (gm), (2) (c), (3) (a) 1. and 2m. and (b) 3., 4., 4m., 5., and 6., (4) (a), (6) (b)
7and (c), (7) (a), (b) (intro.), 1., 2., and 3., (d), (e), and (f), (10), (12) (b) and (c), and (14)
8(a) and (b). Notwithstanding s. 227.24 (1) (c) and (2), emergency rules promulgated
9under this subsection remain in effect until July 1, 2022, or the date on which
10permanent rules take effect, whichever is sooner. Notwithstanding s. 227.24 (1) (a)
11and (3), the department is not required to provide evidence that promulgating a rule
12under this subsection as an emergency rule is necessary for the preservation of the
13public peace, health, safety, or welfare and is not required to provide a finding of
14emergency for a rule promulgated under this subsection.

AB68-SSA1,1628,1916 (a) Employee transfer. On the effective date of this paragraph, 0.6 FTE position
17classified as staff development program specialist—senior in the department of
18workforce development and the incumbent employee holding that position are

AB68-SSA1,1628,2420 (b) Employee status. An employee transferred under par. (a ) has all the rights
21and the same status under ch. 230 in the department of administration that the
22employee enjoyed in the department of workforce development before the transfer.
23Notwithstanding s. 230.28 (4), no employee transferred under par. (a) who has

14the presumptions of paternity to either parent, the Wisconsin statutes will be better
15aligned with the holding of the U.S. Supreme Court in Obergefell v. Hodges, 135 S.
16Ct. 2584, 192 L. Ed. 2d 609 (2015), which recognizes that same-sex couples have a
17fundamental constitutional right to marriage.
