18department of children and families may transfer moneys under this paragraph
19between fiscal years. Except for moneys authorized to be carried forward under s.
2048.526 (3) (dm) or
for transfer under s. 48.526 (3) (e), all moneys from this paragraph
21allocated under s. 48.526 (3) and not spent or encumbered by counties by December
2231 of each year shall lapse into the general fund on the succeeding January 1. The
23joint committee on finance may transfer additional moneys to the next calendar year.

13Payments may be made from this appropriation account for any contracts under s.
1449.845 (4) and for any fraud investigation and error reduction activities under s.
1549.197 (1m). Moneys appropriated under this paragraph may be used to match
16federal funds received under par. (md). Notwithstanding ss. 20.001 (3) (a) and 20.002
17(1), the department may transfer funds between fiscal years under this paragraph.
18Notwithstanding ss. 20.001 (3) and 20.002 (1), the department of health services
19shall credit to this appropriation account funds for the purposes of this appropriation
20that the department transfers from the appropriation account under s. 20.435 (5)
21(bc). All funds allocated by the department but not encumbered by December 31 of
22each year lapse to the general fund on the next January 1 unless transferred to the
23next calendar year by the joint committee on finance.

6required to pay for the cost of banking services incurred by the unemployment
7reserve fund, and, from any other federal moneys received by this state for the
8purpose specified in s. 108.19 (1e) (d), to transfer to the appropriation account under
9par. (nc) an amount determined by the treasurer of the unemployment reserve fund,

10and to transfer to the appropriation account under s. 20.427 (1) (k) an amount
11determined by the treasurer of the unemployment reserve fund.

21the worker's compensation operations fund, the amounts in the schedule for the
22administration of the worker's compensation program by the department, for
23assistance to the department of justice in investigating and prosecuting fraudulent
24activity related to worker's compensation, for transfer to the uninsured employers
25fund under s. 102.81 (1) (c), and for transfer to the appropriation accounts under par.

1(rp) and s. 20.427 (1) (ra). All moneys received under ss. 102.28 (2) (b) and 102.75
2(1) shall be credited to this appropriation account. From this appropriation, an
3amount not to exceed $5,000 may be expended each fiscal year for payment of
4expenses for travel and research by the council on worker's compensation, an amount
5not to exceed $500,000 may be transferred in each fiscal year to the uninsured
6employers fund under s. 102.81 (1) (c), the amount in the schedule under par. (rp)
7shall be transferred to the appropriation account under par. (rp), and the amount in
8the schedule under s. 20.427 (1) (ra) shall be transferred to the appropriation account
9under s. 20.427 (1) (ra).
AB68-SSA1,442 10Section 442 . 20.445 (1) (rr) of the statutes is created to read:
AB68-SSA1,371,1511 20.445 (1) (rr) Worker's Compensation operations fund; special assessment
12insurer reimbursements.
From the worker's compensation operations fund, the
13amounts in the schedule for providing reimbursement to insurance carriers paying
14supplemental benefits under s. 102.44 (1) (c). All moneys received under s. 102.75
15(1g) shall be credited to this appropriation account.

21encumbered under this paragraph until the first day of the first July beginning after
