AB68-SSA1,1596 11Section 1596. 93.62 of the statutes is created to read:
AB68-SSA1,780,18 1293.62 Farm to fork program. (1) Definition. In this section, “farm to fork
13program” means a program to connect entities that are not school districts and that
14have cafeterias to nearby farms to provide locally produced fresh fruits and
15vegetables, dairy products, and other nutritious, locally produced foods in meals and
16snacks; to help the public develop healthy eating habits; to provide nutritional and
17agricultural education; and to improve farmers' incomes and direct access to
18markets.
AB68-SSA1,780,23 19(2) Grants. (a) The department may award grants from the appropriation
20under s. 20.115 (4) (f) to businesses, universities, hospitals, and other entities that
21are not school districts and that have cafeterias for the creation and expansion of
22farm to fork programs. The department shall give preference to proposals that are
23innovative or that provide models that other entities can adopt.
AB68-SSA1,781,224 (b) In awarding grants under this section, the department shall promote
25agricultural development and farm profitability by supporting the development and

1adoption of practices and agribusiness opportunities that involve the production of
2value-added agricultural products, as defined under s. 93.65 (1).
AB68-SSA1,781,43 (c) The department may award grants under this subsection for projects that
4do any of the following:
AB68-SSA1,781,75 1. Create, expand, diversify, or promote production, processing, marketing, and
6distribution of food produced in this state for sale to entities in this state other than
7school districts.
AB68-SSA1,781,108 2. Create, expand, or renovate facilities, including purchases of equipment for
9the facilities, that would ensure the use of food produced in this state in locations in
10this state other than schools.
AB68-SSA1,781,1211 3. Provide, expand, or promote training for food service personnel, farmers, and
12distributors.
AB68-SSA1,781,1313 4. Provide, expand, or promote nutritional and agricultural education.
AB68-SSA1,781,1514 (d) The department shall consult with interested persons to establish grant
15priorities for each fiscal year.
AB68-SSA1,781,18 16(3) Reports. At least annually, the department shall report to the legislature
17under s. 13.172 (2) and to the secretary on the needs and opportunities for farm to
18fork programs.
AB68-SSA1,781,19 19(4) Rules. The department may promulgate rules to administer this section.
AB68-SSA1,1597 20Section 1597. 93.64 of the statutes is created to read:
AB68-SSA1,782,2 2193.64 Small farm diversity grant program. (1) Grants. The department
22may award grants from the appropriation under s. 20.115 (4) (f) to agricultural
23producers that have been in operation for at least one year and that, in the year prior
24to applying for a grant, earned less than $350,000 in gross cash farm income. Grants
25awarded under this section shall be in an amount no less than $5,000 and no more

1than $50,000. The recipient of a grant under this section shall provide matching
2funds of 30 percent of the amount of the grant.
AB68-SSA1,782,4 3(2) Eligible costs. Grants awarded under this section may be used to pay for
4any of the following:
AB68-SSA1,782,75 (a) Costs to develop a new agricultural product or increase production of an
6agricultural product where market opportunities exist, including business planning,
7feasibility research, engineering, and architectural designs.
AB68-SSA1,782,88 (b) Start-up costs for new agricultural production operations.
AB68-SSA1,782,109 (c) Research and development of uses for food, feed, and fiber products that are
10innovative and add value to agricultural products.
AB68-SSA1,782,1111 (d) Developing on-farm processing of agricultural commodities.
AB68-SSA1,782,1212 (e) Developing an agritourism venue.
AB68-SSA1,782,14 13(3) Priority. The department, in awarding grants under this section, shall give
14preference to applications that do any of the following:
AB68-SSA1,782,1615 (a) Develop a business plan with market research and income projections
16including new and innovative plans for marketing.
AB68-SSA1,782,1817 (b) Demonstrate a high probability of increased revenue, job creation, or
18enhanced viability.
AB68-SSA1,782,1919 (c) Feature research that is innovative as well as commercially plausible.
AB68-SSA1,782,2020 (d) Demonstrate a high probability of rapid commercialization.
AB68-SSA1,782,2221 (e) Demonstrate a commitment for funding from other private or public sources
22or from the applicant.
AB68-SSA1,782,24 23(4) Reports. The recipient of a grant under this section shall submit annual
24reports to the department documenting grant money expenses and results.
AB68-SSA1,782,25 25(5) Rules. The department may promulgate rules to administer this section.

1Section 1598. 93.65 of the statutes is created to read:
AB68-SSA1,783,4 293.65 Value-added agricultural practices. (1) Definition. In this section,
3“value-added agricultural product” means a farm product that satisfies any of the
4following:
AB68-SSA1,783,55 (a) The product has undergone a change in physical state.
AB68-SSA1,783,66 (b) The product is produced in a manner that enhances its value.
AB68-SSA1,783,77 (c) The product is physically segregated in a manner that enhances its value.
AB68-SSA1,783,88 (d) The product is a source of farm-based or ranch-based renewable energy.
AB68-SSA1,783,99 (e) The product is aggregated and marketed as a locally produced farm product.
AB68-SSA1,783,13 10(2) Value-added products. The department may provide education and
11technical assistance related to promoting and implementing agricultural practices
12that produce value-added agricultural products, including by doing all of the
13following:
AB68-SSA1,783,2214 (a) Assistance for organic farming practices. Providing education and technical
15assistance related to organic farming practices, including business and market
16development assistance; collaborating with organic producers, industry
17participants, and local organizations that coordinate organic farming; and
18stimulating interest and investment in organic production. The department may
19award grants from the appropriation under s. 20.115 (4) (f) to organic producers,
20industry participants, and local organizations that coordinate organic farming. The
21department may award a grant to an organic producer, industry participant, or local
22organization under this paragraph for any of the following purposes:
AB68-SSA1,783,2423 1. Providing education and technical assistance related to implementing
24organic farming practices.
AB68-SSA1,783,2525 2. Helping to create organic farming plans.

13. Assisting farmers to transition to organic farming.
AB68-SSA1,784,42 (b) Grazing grants. Awarding grants from the appropriation under s. 20.115
3(4) (f) to appropriate entities to provide education and training to farmers about best
4practices related to grazing.
AB68-SSA1,784,65 (c) Promotion. Helping producers market value-added agricultural products,
6including products produced through the use of a practice described in s. 93.67.
AB68-SSA1,784,7 7(3) Rules. The department may promulgate rules to administer this section.
AB68-SSA1,1599 8Section 1599. 93.66 of the statutes is created to read:
AB68-SSA1,784,13 993.66 Grants for hiring farm business consultants. The department may
10award grants from the appropriation under s. 20.115 (4) (f) to help farm operators
11hire business consultants and attorneys to examine their farm business plans and
12create a farm succession plan. The department may promulgate rules to administer
13this section.

AB68-SSA1,784,19 1593.67 Technical assistance on resource conservation. (1) Technical
16assistance.
The department may provide technical assistance to farmers related to
17increasing or maintaining agricultural yields while promoting soil health, water
18quality, and regenerative agricultural practices, including by doing all of the
19following:
AB68-SSA1,784,2320 (a) Connecting farmers with technologies or practices that address water
21quality and other environmental sustainability goals, including technologies or
22practices developed by the University of Wisconsin System, private sector
23businesses, and other agricultural producers.
AB68-SSA1,784,2524 (b) Developing technical resources to assist farmers in promoting soil health,
25water quality, and regenerative agricultural practices.

1(c) Awarding grants under sub. (2).
AB68-SSA1,785,8 2(2) Grants. The department may award grants from the appropriation under
3s. 20.115 (4) (f) to local governments, nongovernmental organizations, federally
4recognized American Indian tribes or bands, businesses, and individuals for
5developing technologies and strategies that support conservation efforts on working
6lands and for developing market-based solutions to environmental and resource
7challenges in modern farming systems. The department may not award a grant
8under this section of more than $25,000.
AB68-SSA1,785,9 9(3) Rules. The department may promulgate rules to administer this section.
AB68-SSA1,1601 10Section 1601. 93.68 of the statutes is created to read:
AB68-SSA1,785,14 1193.68 Grants for meat processing facilities. (1) Definition. In this
12section, “meat processing facility" means a plant or premises where animals are
13slaughtered for human consumption, or where meat or meat products are processed,
14but does not include rendering plants.
AB68-SSA1,785,17 15(2) Grants. The department may award grants from the appropriation under
16s. 20.115 (4) (f) to meat processing facilities for the purpose of promoting the growth
17of the meat industry in this state.

AB68-SSA1,1602 19Section 1602. 93.74 of the statutes is created to read:

AB68-SSA1,786,66 (c) Studying the feasibility of a statewide carbon market.
AB68-SSA1,786,77 (d) Assessing the market value of carbon sequestration.
AB68-SSA1,786,98 (e) For agricultural producers, implementing regenerative agricultural
9practices.
AB68-SSA1,786,11 10(2) In conjunction with grants provided under sub. (1), the department shall
11do all of the following:
AB68-SSA1,786,1512 (a) Evaluate the potential of existing tools to accurately and efficiently
13calculate carbon credits generated by producer-led watershed protection grant
14recipients under s. 93.59 and document the suitability of various carbon credit
15calculators for use in this state.
AB68-SSA1,786,1716 (b) Identify opportunities and facilitate groups of agricultural producers to
17work together to generate carbon credits.
AB68-SSA1,786,2118 (c) Provide technical assistance to farmers and agricultural agencies and
19professionals regarding the processes of carbon credit generation and associated
20risks of market participation to aid them in choosing to collaborate with carbon credit
21project developers on a verified project in the future.
AB68-SSA1,786,2322 (d) Study the feasibility of a statewide carbon market and assess the market
23value of carbon sequestration.
AB68-SSA1,786,25 24(3) The department may promulgate rules to administer the program under
25this section.

1Section 1604. 93.76 of the statutes is created to read:
AB68-SSA1,787,5 293.76 Conservation grants. The department shall provide grants from the
3appropriation under s. 20.115 (7) (qf) to local governments, nongovernmental
4organizations, federally recognized American Indian tribes or bands, businesses,
5and individuals for any of the following purposes:
AB68-SSA1,787,7 6(1) To develop and provide education and training to farmers about best
7practices related to grazing and pasture maintenance.
AB68-SSA1,787,9 8(2) To provide cost-sharing incentive payments to farmers to develop and adopt
9regenerative agricultural practices.
AB68-SSA1,787,11 10(3) The department may promulgate rules to administer the program under
11this section.
AB68-SSA1,1605 12Section 1605 . 93.77 of the statutes is created to read:
AB68-SSA1,787,17 1393.77 Nitrogen optimization pilot program. (1) In this section, “eligible
14university entities” means the College of Agricultural and Life Sciences at the
15University of Wisconsin-Madison, the Center for Watershed Science and Education
16at the University of Wisconsin-Stevens Point, and the University of
17Wisconsin-Extension.
AB68-SSA1,787,20 18(2) The department shall award grants from the appropriation under s. 20.115
19(7) (cm) to agricultural producers and eligible university entities as provided under
20this section.
AB68-SSA1,787,24 21(3) An agricultural producer may apply for and receive a grant to implement
22a project with the potential to reduce nitrate loading to groundwater in the area. The
23agricultural producer receiving a grant under this subsection shall collaborate with
24one or more eligible university entities under sub. (4).

1(4) The eligible university entities shall collaborate with an agricultural
2producer that receives a grant under sub. (3) to monitor the grant project on-site and
3to use information gathered from the project to research nitrate loading reduction
4methods with a goal of making recommendations to agricultural producers to
5optimize nitrogen usage while improving water quality in this state.
AB68-SSA1,788,9 6(5) The department may not make a grant to an agricultural producer and the
7eligible university entities collaborating with the agricultural producer in an
8amount that totals more than $125,000. No more than 50 percent of this total
9amount may be awarded to the collaborating eligible university entities.
AB68-SSA1,1606 10Section 1606. 94.55 (2t) of the statutes is repealed.

AB68-SSA1,788,13 1294.56 Marijuana producers and processors. (1) Definitions. In this
13section:
AB68-SSA1,788,1614 (a) “Labor peace agreement” means an agreement between a person applying
15for a permit under this section and a labor organization, as defined in s. 5.02 (8m),
16that does all of the following:
AB68-SSA1,788,1917 1. Prohibits labor organizations and its members from engaging in picketing,
18work stoppages, boycotts, and any other economic interference with persons doing
19business in this state.
AB68-SSA1,788,2120 2. Prohibits the applicant from disrupting the efforts of the labor organization
21to communicate with and to organize and represent the applicant's employees.
