AB68-ASA2-AA9,12,2221 115.436 (2) (intro.) A school district is eligible for sparsity aid under this section
22sub. (3) (a) if it satisfies all of the following criteria:

1115.436 (2m) A school district is eligible for sparsity aid under sub. (3) (c) if it
2satisfies all of the following criteria:
AB68-ASA2-AA9,13,43 (a) The school district's membership in the previous school year was between
4745 and 1,000.
AB68-ASA2-AA9,13,65 (b) The school district's membership in the previous school year divided by the
6school district's area in square miles is less than ten.
AB68-ASA2-AA9,345b 7Section 345b. 115.436 (3) (a) of the statutes is amended to read:
AB68-ASA2-AA9,13,118 115.436 (3) (a) Beginning in the 2018-19 school year, from the appropriation
9under s. 20.255 (2) (ae) and subject to par. (b), the department shall pay to each school
10district eligible for sparsity aid under this paragraph $400 multiplied by the
11membership in the previous school year.
AB68-ASA2-AA9,347b 12Section 347b. 115.436 (3) (am) of the statutes is amended to read:
AB68-ASA2-AA9,13,1813 115.436 (3) (am) Beginning in the 2017-18 school year, from the appropriation
14under s. 20.255 (2) (ae), the department shall, subject to par. (b), pay to each school
15district that received aid under this section in the previous school year but does not
16satisfy the requirement under sub. (2) (a) or (2m) (a). in the current school year 50
17percent of the amount received by the school district under par. (a) in the previous
18school year.
AB68-ASA2-AA9,347e 19Section 347e. 115.436 (3) (ap) of the statutes is amended to read:
AB68-ASA2-AA9,14,220 115.436 (3) (ap) In the school year in which a school district consolidation takes
21effect under s. 117.08 or 117.09 and in each of the subsequent 4 school years,
22notwithstanding sub. subs. (2) and (2m), the department shall pay the consolidated
23school district sparsity aid in an amount that is not less than 50 percent of the
24aggregate amount of sparsity aid received by the consolidating school districts in the
25school year prior to the school year in which the consolidation takes effect. This

1paragraph does not apply to a school district created by a consolidation under s.
2117.08 or 117.09 that takes effect before July 1, 2019.
AB68-ASA2-AA9,347g 3Section 347g. 115.436 (3) (b) of the statutes is amended to read:
AB68-ASA2-AA9,14,74 115.436 (3) (b) If the appropriation under s. 20.255 (2) (ae) in any fiscal year
5is insufficient to pay the full amount under pars. (a), (am), and, (ap), and (c) the
6department shall prorate the payments among the school districts entitled to aid
7under this subsection.
AB68-ASA2-AA9,347m 8Section 347m. 115.436 (3) (c) of the statutes is created to read:
AB68-ASA2-AA9,14,129 115.436 (3) (c) Beginning in the 2021-22 school year, from the appropriation
10under s. 20.255 (2) (ae) and subject to par. (b), the department shall pay to a school
11district that is eligible for sparsity aid under this paragraph $100 multiplied by the
12school district's membership in the previous school year.”.

5shall increase the Medical Assistance rates paid for nursing care in home health
6agencies that are licensed under s. 50.49 to support licensed practical nurses,
7registered nurses, and nurse practitioners in those agencies. For the first fiscal year
8of this biennium, the rate increase under this subsection shall be by a budgeted sum
9of $473,300, as the state share of payments, and provide the matching federal share
10of payments. For the second fiscal year of this biennium, the rate increase under this
11subsection shall be by a budgeted sum of $960,200, as the state share of payments,
12and provide the matching federal share of payments.
AB68-ASA2-AA9,17,2113 (6) Medical assistance reimbursement rate increase for direct care in
14personal care agencies.
The department of health services shall increase the
15Medical Assistance rates paid for direct care to agencies that provide personal care
16services to support staff in those agencies who perform direct care. For the first year
17of this fiscal biennium, the rate increase under this subsection shall be by a budgeted
18sum of $7,584,400, as the state share of payments, and the matching federal share
19of payments. For the second year of this fiscal biennium, the rate increase under this
20subsection shall be by a budgeted sum of $23,557,700, as the state share of payments,
21and the matching federal share of payments.”.
