(2) (h) Notwithstanding any other provision of this chapter, invest
6moneys designated by the Board of Regents of the University of Wisconsin System
7under s. 36.11 (11m) (am) as directed by the Board of Regents under the Board of
8Regents' investment policies. The investment board shall make and manage
9investments under this paragraph in accordance with the investment directives and
10policies of the Board of Regents except that the investment board may decline to
11follow any investment directive or policy that the investment board considers to
12involve unreasonable risk or to be in violation of the investment board's standard of
13responsibility under s. 25.15 (2).

(16) Freshwater collaborative. From the appropriation under s. 20.285
11(1) (ar), the board shall fund a freshwater collaborative and shall allocate funding to
12each institution for this purpose. Freshwater collaborative funding shall be used to

(40) Partnership program for the Lake Superior Research Institute.
24 (a) The board shall establish a partnership program between the University of
1Wisconsin-Superior's Lake Superior Research Institute and northern Wisconsin
2communities.

(b) The program under par. (a) shall be designed to accomplish all of the
4following objectives:

1. To remove barriers and provide easy access to research and testing services
6for homeowners and businesses.

2. To provide follow-up assistance and recommendations to solve
8environmental issues.

(c) The program under par. (a) shall utilize permanent staff and student
15employees to coordinate directly with county health and conservation departments
16and with state, tribal, and local entities to develop regional priorities and solutions.

(d) Costs associated with the program under par. (a) shall be funded from the
18appropriation account under s. 20.285 (1) (bm).”.

(43) Foster youth support programs. From the appropriation under s.
2220.285 (1) (cr), the board shall allocate funding to each institution to establish or
23maintain support programs for students enrolled in the institution who formerly
24resided in a foster home or group home. Support programs funded under this
1subsection may offer students who formerly resided in a foster home or group home,
2among other forms of support, any of the following:
