This resolution makes the following changes to the senate rules:
Publication of daily journal
The resolution clarifies that the senate chief clerk prepares and publishes, not
reproduces, the daily journal for all purposes.
Conduct of individuals in gallery and chamber
The resolution provides that individuals may not record any of the proceedings
in the senate chamber.
Distribution of daily calendar
The resolution clarifies that a copy of the calendar must be distributed to
members before the calendar is acted upon, but eliminates the requirement that the
sergeant at arms must distribute it.
Advice and consent
The resolution provides that the senate must inform all appointing authorities
of the senate's action on a nomination for appointment. Current rules require the
senate to inform only the governor and assembly. The resolution also eliminates
language that permits the senate to act on an identical appointment when that
appointment has been refused confirmation by the senate. This conforms to the new
advice and consent provisions in
2017 Wisconsin Act 369. Finally, the resolution
provides that all nominations for appointments, if they have not otherwise been
submitted to the senate, are considered to have been submitted to the senate on the
fifth day after the individual is nominated for appointment and are then available
for senate action.
Return of tabled proposals to committee on senate organization
The resolution clarifies that if a proposal is tabled on a certain day and is not
removed from the table on that day, the proposal is returned to the committee on
senate organization.
Citation form
The resolution clarifies that the committee on senate organization approves the
form used for senate citations, and not each individual citation.

14vote shall be taken by ayes and noes, which shall be entered upon the journal. The
15question of confirmation of the appointments is not subject to a motion for
16reconsideration under rule 67.
The senate may, but is not required to, act upon an
1appointment resubmitted to the senate when the identical appointment has once
2been refused confirmation by the senate. The chief clerk shall record the cumulative
3status of all appointments in the bulletin of proceedings. The senate shall inform the
4governor
or other appointing authority of the senate's final action on confirmation
5of all nominations for appointment and the assembly of the senate's final action on
6confirmation of a nomination for appointment that requires assembly confirmation.
