2Chairman of the Oneida Nation.
SJR98,1,43 Whereas, Rick Hill was born on January 6, 1953, to Eileen Johnston Hill and
4Norbert S. Hill in Detroit, Michigan; and
SJR98,1,75 Whereas, Rick Hill was a long-serving councilman and Vice-Chairman of the
6Oneida Nation and served as Chairman for two terms, from 1990 to 1993 and again
7from 2008 through 2011; and
SJR98,1,98 Whereas, as Chairman of the Oneida Nation, Rick Hill signed the Oneida
9Nation's first gaming compact with the state of Wisconsin in 1991; and
SJR98,1,1210 Whereas, Rick Hill served as Chairman of the National Indian Gaming
11Association and was integral to developing and implementing national regulatory
12standards and policies for tribal governmental gaming; and
SJR98,2,213 Whereas, Rick Hill received several awards honoring his contributions,
14including the Pathbreakers Award for his role in developing Indian gaming and the

1Eagle Visionary Award, was inducted into the Indian Gaming Hall of Fame, and
2became the first Indian Gaming inductee in the Gaming Hall of Fame; and
SJR98,2,43 Whereas, Rick Hill passed away on December 13, 2019, at the age of 66, and he
4is survived by his wife, three children, and two grandchildren; and
SJR98,2,75 Whereas, Rick Hill leaves behind an honorable legacy of service and leadership
6to the Oneida Nation and the State of Wisconsin and will be remembered as one of
7the Oneida Nation's most prominent and respected leaders; now, therefore, be it
SJR98,2,11 8Resolved by the senate, the assembly concurring, That the members of the
9Wisconsin Legislature honor the life and service of Rick Hill to the Oneida Nation
10and the State of Wisconsin and extend their sympathies to his family, friends, and
11the Oneida Nation.
