1An Act to create 565.27 (1) (g) and 565.30 (6v) of the statutes;
relating to:
2privacy of lottery winner.

The bill prohibits a retailer who sold a lottery ticket, the administrator of the
state lottery, and the Department of Revenue, which administers the lottery, from
disclosing the name, address, or social security number of a lottery prize winner, if
the lottery prize winner requests confidentiality. The bill provides exceptions where
disclosure is allowed, including disclosures made to withhold taxes from the
winnings, to determine whether the winner is delinquent in tax payment or
court-ordered child support, to determine any withholding for child, spousal, or
family support, and to determine any withholding for unpaid court judgments.
Additionally, the bill exempts from the right to inspection, copying, or receipt under
public records law written records of a confidential lottery prize winner's name,
address, or social security number.
The people of the state of Wisconsin, represented in senate and assembly, do

(6v) Prize winner privacy. (a) If a winner of a lottery prize or lottery
3share makes a request to the retailer, administrator, or department for his or her
4identity as a prize winner to be treated as confidential, the administrator,
5department, and retailer may not disclose the name, address, or social security
6number of that winner except under any of the following circumstances:

1. The disclosure is made by the retailer, administrator, or department to an
8employee or contractor of the department for the purpose of administering the state
9lottery.

2. The disclosure is made to a parent or guardian of a minor under sub. (2).

12sub. (4) or is made under sub. (5), (5m), or (5r).

(b) Written records containing the name, address, or social security number of
